GALONSKY, LOSING SIDE IN GBIC CEO HIRING GETS TRO

An associate district judge has signed a Temporary Restraining Order stopping the contract offered by a  majority of the members of the Greater Brownsville Incentives Corporation to San Antonio Toyota executive Mario Lozoya.

Courthouse records indicate Associate Judge Louis Sorola issued the TRO on behalf of GBIC board member and Secretary Nurith Galonsky.

She is named as the plaintiff in the lawsuit against the three board members who authorized GBIC president Cesar de Leon to negotiate and come to an agreement with Losoya June 21. They are De Leon, Cameron County Treasurer David Betancourt and commissioner Jessica Tetreau-Kalifa. De Leon is also a city commissioner.

Sorola signed the TRO this morning.Representing Galonsky, who is also a member of the Brownsville Public Utility Board and a member of the city-manager search committee. Galonsky was represented by attorney David Wllis.

A hearing on whether to make the TRO permanent is scheduled for July 18.

At the heart of the Nurith request for a TRO was her contention that De Leon was not authorized to sign the c contract with Lozoya, but that he bring back the agreed-upon negotiated contract for the vote by the full GBIC board.

However, observers at the meeting indicate that Nurith left because she did not agree with delegating the negotiations to the GBIC president and didn't vote on authorizing him to reach an agreement with the GBIC CEO candidate. She left before the meeting had ended. GBIC member John Cowen did not attend that meeting

After De Leon brought back the negotiated contract June 26, the members again went voted on whether to approve the changes agreed to upon by Lozoya and De Leon. At that time, Galonsky and Cowen voted against the contract containing the changes approved by the majority.

Under the five-year contract approved b y the majority, Lozoya would receive a $200,000 salary plus $30 year bonuses if he met the board's benchmarks.

Losoya’s first years pay would be 220k plus a possible 30k bonus. Years 2-5 would pay him 250k plus a possible bonus of 30k. He’ll get a 300 dollar car allowance plus city health and retirement benefits. The city will also cover the costs associated with his professional associations and clubs. The city cannot cancel his contract unless Mr Losoya suffers an extended disability, commits malfeasance or gross negligence. Canceling the contract for any other reason would result in the city being on the hook for a severance package worth the remainder of the contract. So basically, he can do a shitty job we still have to honor the contract. This sounds like a shit deal to me. The contract is ironclad in favor of Mr Losoya and leaves few avenues for the city to terminate the contract without exposing itself to financial liabilities . I don’t doubt his experience and capabilities but past success does not automatically translate to future successes especially in a different socioeconomic environment.

The Galonskys may or may not have their motives but I think this TRO shed some light on the crappy negotiations that our city leaders work out.

Why don't you wake up to the fact that The Jackass Jason Hilts went into his black book of his TITAN TIRE scam, along with the Black magic brigade. All the people who went on the world trips, are now Hilts bait, as like J Edgar Hoover, Jason Hilts has his own files on them all. Just give him back his job, and his unlimited credit card, and all will be forgotten. How is it that the legal people of GBIC did not know about this clause, yet Hilts did, this stinks of Tesla cars for all. Jail time coming, as someone will sing and save from joining Armando Villalobos.

dont be mistaken - the shed light only on Cesar De Leon poor negotiations.

Bad Decision #1 - Cancelling the BEDC. He could have hired Losoya for BEDC Director and negotiated with the Board Members.
Bad Decision #2 - Hiring someone he can't hire and didn't have the authority to hire.

Oh Yeah!!

Bad Decision #3 - Referring to a couple of very honorable, hard working DA's with the "N" word in a conversation that was recorded by another thief

Only white people are allowed to sell their property down town (or on central blvd) for inflated rates to public entities. Yes...only we can manipulate the system.

What's the PUB director earn (300,000)? What kind of raise did they he get?
