WHO "CONVINCED" WHO AND STOLE THEIR MONEY? KING LIED.

A member of the Brownsville-South Padre Island Airport Advisory Committee's apparently lied and deliberately misled the city in her application to serve on that board, according to its release after a Request For Public Information by this blog.

On her Public Service Application dated January 2, 2024, and submitted to City Secretary Griselda Rosas, Gayle Marie Cunningham King (Gayle C. King) was asked to answer whether she had "ever been convicted of violating any federal, state, or municipal la, regulation, or ordinance?"

In answering "yes." King is then asked to give details of those convictions and replied that in 1990 she was "convinced" to join a group "that later I found out was a promotional scheme" and had received 2 years probation, which she claimed were expunged from her record with the Texas Real Estate Commission after 10 years.

She also gave consent to the city to conduct a search of her criminal history records to ascertain the details of her conviction.

If city administration officials and attorneys had done their due diligence as required by the application process, they could have found out that (notice how "convicted" becomes "convinced."):

1. King was not "convinced" by anyone to promote a "promotional scheme," in 1990 (34 years ago)  but rather, she was "convicted" for being the principal mover and shaker in a pyramid scheme which bilked several participants starting in 2000 (10 years later) in McAllen (CR-1698-02-D) whom she "convinced" to join at $5,000 a crack which was exposed when she failed to deliver on her promise they would receive $20,000 if they recruited more people to join to achieve that return on their $5,000. 

2. The record indicates that a jury in the 206th District Court convicted Gayle C. King of two counts of promoting a pyramid promotional scheme and one count of theft by deception, all felonies, in 2002. The jury acquitted her of five other indicted charges. In her application, King blandly states that she received a two-year probation but never mentions that she was convicted of three felonies. 

3. The case stemmed from King's promotion in late 2000, of a program referred to as Women Helping Women ("WHW"), Original Dinner Party ("ODP"), or "birthday club" which became popular as a "gifting club." Women who wished to join WHW would pay $5,000 for a "plate," designated as a "gift," with the expectation that their $5,000 gift would be increased to $20,000 as they convinced other women to join the club and paid their $5,000 "gift." 

4. No court record exists that supports her misleading claims that the convictions were ever expunged from her criminal record, and in fact, her 2003 appeal was decided in 2005 by the Texas 13th Court of Appeals which upheld her convictions and can be accessed online. Her claim that the Texas Real Estate Commission ordered the her criminal convictions "expunged," after 10 years is a red herring since only the trial court, not the TREC, can sign an order of expunction of her criminal record. Further, the court is prevented from issuing an expunction order if the defendant served probation, or if the Texas Department of Public Safety objects to the request.

The TREC can – after a hearing to determine whether the individual proves that he or she can be trusted to handle real estate transactions honestly in the State of Texas – allow her to receive a license to operate in the state.

King may have been allowed to recover her license to practice in real-estate by the TREC, but that has noting to do with "expunging" her criminal record.

The questions then become: Who's minding the store at the city? Did anyone – starting with the city commissioner who nominated her to the board (District 1 commissioner Bryan Martinez), the city attorney, or the city secretary's office – perform their due diligence in running a background and criminal record check on King to this security-sensitive airport board?

If they did, how did they fail to detect the false and misleading answers to the criminal record application? And if they didn't, why not? 

Airport Advisory board members include Chairman Ed Rivera, Vice Chair Javier Villarreal, Airport Director Angel Ramos, Secretary Patricia Guillermo, King, David L. Tumlinson IV,  Raul F. Villanueva, and  James N. Tipton.

This is typical regular short fall of the local entities.

Too many employees not doing their jobs.

No supervision.

Supers are too busy drinking coffee with other supervisors.

Wonder when the last time a supervisor was fired?

We need a better City Manager.

Too many assistant managers gotta go too.

For 8.21 am, i agree too many supers and asst city managers and Helen reddy the city manager is only worth 3 peanuts just like Bernal who brought her here and then left, hope she leave too and soon, maybe she will apply and gets hired over in McAllen, anyway the problem is very simple, no one wants to be RESPONSIBLE, PERIOD. yes just passing the bucket. Once again another smoke and mirrors scenario among the city and pertaining advisory board members. The “ simple fact” that answered YES should have raised the red flags and sounded the alarms on her qualifications for appointment. But they either didn’t give a shit or ignored that . Either way, it just shows that all these people have total disregard for the rules and the rule of law.. Favoritism and preferential treatment galore!!! Another example of why Brownsville is considered the most corrupt city in the RGV ( if not the state)!!!

Enough of the bad news! I'm 77 and I miss the happier days. I'm married to the same woman I married back then and still love ️ her as much as I did then, 44 years ago and we both loved quiet Brownsville and still do love it.

What’s worse Juan? This thing or a county supervisor allowing a county employee under him to steal $1.2 Million dollars of fajitas. That is taxpayer money!!! Where is it???? We won’t get it back!!!! That means that like every month for about 10 years. Maybe like 120 times there was theft happening every month and no supervision by Tumlinsons department. If you don’t supervise taxpayer money then you open it up to theft and you let it happen. How does that happen. Is that someone that should now be in a post involving more taxpayer money. Come on. If she goes Tubby Tomlinsons should go too.

This is were the part of the oath “the whole truth “ comes into play. She did not lie on her response, but rather did not provide “the whole truth”. She was unresponsive as the lawyers would say. The fault was on who reviewed the application and did not follow up.

This is a blog that informs its residents of the corruption within the city. If that's considered negative you're confused with informative. Now what's our good side? The millions of tax dollars that have been wasted through the years. As for our beautiful city, what makes it beautiful? Is it the city streets or the loose dogs, cats and possums that roam freely? Snow bird love it here because they don't have to live here. They just come to enjoy what we the tax payers pay for through our high property taxes.

First of all, she is a former convicted felon and there is a criminal case number assigned with her name as principal to prove this defense plus, the 13th. court of appeals court upheld the trial court decision. The question is who had APPOINTED her to the Airport Advisory Board? She was not an elected member. She was appointed knowingly, willingly, intentionally and maliciously to mislead who? Carlos Casco was also involved in the Airport Advisory Board scandal, and he too was NOT an elected official, but also APPOINTED. Carlos Casco was also a member of the Texas Dept. of Public Safety Transportation, and Casco was the Cameron County Judge who oversaw this department. Let's, also not forget that Carlos Casco also was APPOINTED to secretary of state by Abbott, he was NOT elected. The Texas Real Estate Commission was also involved in the land that this entity sits on. Did Carlos Casco as appointed secretary of state play a role in giving these entities the permits to JUSTIFY this wrongdoing? Someone is shitting bricks. This is my opinion.

Our city and community are beautiful because the average citizen makes it that way. The cats and dog...I know average citizens who spay stray cats out of their own pockets. They use humane traps and all.

We also have great weather.

Those that are in positions of power should do a lot to take care of what we have.

Those that don't like it here should leave.

Yes it was a long time ago but it still doesn’t excuse that laws were broken and well for this guy Dumblinson’s incompetency as a county supervisor. If what these posts say are true that he was a supervisor that gave financial freedom to this fajita bandit for ten years his supervision was truly awful and accountability should have been had for that supervisor and any other county employee that should have had their eyes on how money was spent in that county department. That fajita bandit was a public servant that abused his power and stole 1.2 million of taxpayer money but his supervisors are public servants too and they have a duty and obligation to protect how taxpayer money is spent and to make sure it is not stolen. The horror story of a thing is he did it for so long and over and over. Someone said it already. It could have been 120 months or times of theft. That fajita thief was confident that he would not be caught because his supervisors were not supervising him. If that was Dumblinson then what a shame for him and his whole department. The question for this airport board remains who is appointing these people and are there not better candidates out there WITHOUT this kind of bad history or should I say “heavy baggage. It is a shame if we still live in a time of compadrismo favors or appointments. Just like the candidates that we elect these people that are appointed should be made based on competency and the people are owed appointments of people that don’t have such bad histories or serious incompetencies as supervisors. I hope compadrisimo is not a reason for these appointments. If so may the lord help this community.
