AT P.U.B., 10 GUYS STANDING AROUND WATCHING ONE WORK

(Ed.'s Note: If the employees of any public entity live up to the logo of their organization, it's got to be the workers of the Brownsville Public Utility Board. If you look at the PUB logo, imagine that the dots around the flowing water icon (a water leak?) are workers studying the problem. Then the workers at the work site above working on a water line on Old Port Isabel Road across the street from the TreviƱo Funeral Home parking lot mirror their logo almost to a T. More than half a dozen PUB guys (and one gal) were photographed watching the guy in the white overalls work on a line below street level and giving him moral support. Some of them were said to be behind the PUB truck at left and could not be seen in the photo. For as long as we can remember, the common wisdom is that if you somehow got on the payroll with the city. the school district, or the PUB, just keep your nose clean, don't work so hard that you show up the other guys, and do busy work, you could retire after you put in your 20 years. The formula at PUB, apparently, seems to work just fine.)

Folks who never do any more than they get paid for, never get paid for any more than they do.

What you are seeing here is a PUB training class. Digging is a detailed and arduous activity which takes patience, adequate training and practice. PUB has small classes to insure all training requirements are met. If the Democratic Party has its way....the nation will soon see nine people on welfare for every one working...using this PUB model.

An all-too-common sight in the RGV. No Big Deal. Next story, Juan?

With such a extreme heat index for the sake of safety it's best to let the new guy do most of the work. Manual labor 101

I truly believe ALL employees that work for local, state or federal entities do the same thing and different levels.
Working for the local school district many years ago, I remember workers remodeling an already existent restroom to turn one of the stalls into a special needs restroom. It took them from the start of the school year (mid-August) to the end of the school year (end of May of the following year) to finish just that. They started after 9 am and were gone before 3pm.
I don't live that far from the area in the picture. The city worked on my street from November of one year to March or April of the following year; they left one area un-finished. Two years later, they return to work on that square and it took them 3 weeks to complete. At the local government level, you go to the courthouse and see a long line of people waiting. One clerk at the window and three either out to lunch or not at their post. At the social security administration, you see a lot of old people who don't speak English or don't know how to use the internet and one or two clerks calling them. It is not a Brownsville thing, it is something that goes on all over the place. I've seen it in Austin, in Miami Dade, in Athens, Georgia, in Wisconsin (DMV). Young men and women under the age of 40, more interested in their phones than taking care of their customers.
