CONTORTION 101: INSTRUCTOR CFO TONY FULLER

He does not list a MBA or CPA behind his name.
But Brownsville Independent School District Chief Financial Officer Tony Fuller can very well add contortionist to his title after his performance for the Brownsville Herald in response to questions regarding the 134 checks that bounced due to insufficient funds.
Fuller said that three large checks "caused" 134 smaller checks to be returned due to insufficient funds.
The large checks for $260,000, $229,030.93 and $218,413.30 "caused" the other 134 checks for smaller amounts to be returned due to insufficient funds, Fuller said.
He then went on to explain that it was part of a complex investment scheme that had gone awry.
Then he pulled out the bunny from the hat: Blame the computer.
BBVA Compass Bank, the district’s depository bank, he said, just happened to be updating its system software. System alerts that normally would have alerted the bean counters were removed during the software-updating process, Fuller said.
He said that BBVA Compass Bank has agreed to reimburse the district for all insufficient fund fees, and BISD will reimburse all vendors for any returned check fees.
Now the question becomes: If it wasn't the district's fault, why do we have to pay anything?
Further, Fuller conceded that the problem may be bigger than the 134 checks. He said the district does not have a total of returned checks because they are still tallying the checks.
Always the master of the understatement, Fuller told the daily that "It’s an inconvenience, we realize this. People who had a check bounce can "redeposit the check or bring it in and we’ll issue a new one."
"It’s an unfortunate occurrence and this is the first time it’s happened," he told the Herald . "We’ve already put internal controls in place to prevent this from ever happening again."
Isn't that called shutting the gate after the horse is gone?

He may be all of the above plus more. If he doesn't have an MBA or CPA how did he get that position? Ohh, I forgot, but of course Zayas and Cortez put him there. What a disgrace, thank god zayas got wiped out in his election,if not there would hundreds & hundreds of returned checks.
