The Texas Southmost College trustees have have approved a Request For Proposals (RFPs) for a forensic audit of the bond issues used for the construction binge at the college district during the reign of Juliet Garcia and her administration.
Although no trustee would comment on the record about the scope or the specifics of the audit to be undertaken, it is clear that the expenditures on construction of the $68 million bond issue, and perhaps bond issue before that, are all game.
"There have always been rumors that some hanky-panky was going on wit
h the construction funds and we want to get to the bottom of it," said a supporter of the TSC majority on the board. "If there is nothing there to hide, fine, but we want to get at the facts."One of the indicators that something was not going well at the district was the recent resignation of Melba Sanchez from the college's finance department.
Sanchez apparently had been reluctant to move funds form one account to another to conceal the fact that there had been more than $1 million in cost overruns in a construction project.
Wayne Moore then ordered her to do it, and instead, she was given the opportunity to resign. She now works in Harlingen.
This set off alarms on the board given the fact that her husband, is none other than 444th District Judge David Sanchez, who was chosen by TSC board chairman Kiko Rendon to administered his oath of office.
"Why was Moore so intent on moving funds around and mixing accounts to cover up the overruns on that project?" asked a source at the time. "If that happened, could there have been more of this stuff going on out at the college? We want to find out."

Any forensic audit of TSC will likely find the fingerprints of the Kardenas Klan accounting system, but Juliet has probably insulated herself by having her muses sign the paperwork....Wayne Moore, David Pearson, Tony Zavaleta, or others. Juliet dictated, but her minions administered according to the Queen's commands. Unfortunately, some of the more egregious manipulations related to the "Grand Salon" and Student Union...where she played games with the students to get their support for "her" facility. Edward Camarillo and his brother were her "fools" while they were in the "student government" which really wasn't a student government. Let's hope a forensic audit benefits TSC and protects its assets.
I had Moore as an English teacher. I believe he was going through a divorce at the time. He made numerous derogatory remarks about women. I did not like him. I thought he was a machista asshole. Oh, was that redundant?
Moore is a pompous ass (and that is on a good day).
