This missive was sent to UTB personnel ordering that they cooperate fully with TSC and that UTB personnel better communicate.)

Requests for information or services made by TSC to UTBA protocol for communications with Texas Southmost College during the Transition has been established.
This protocol addresses responses to requests for information or services made by Texas Southmost College officials or representatives.
If you are contacted by TSC officials or official representatives and asked to provide information or services, direct the inquirer to Michael Putegnat, Special Assistant to the Provost for Transition. Advise the requestor that the best method is via email.
Email is monitored at all times and will be responded to quickest.
You should not offer any information on your own.
It is important that your officially assigned duties are not interfered with by the extra burden of external assignments.
Further, it is important that TSC is provided accurate and responsive information. If you are the best source for a response, a meeting will be set up by UTB so that the matter of interest can be explored in an official setting.
We wish to provide timely and accurate information to assist TSC in its launch as a separately accredited Junior College as soon as possible.
Transition Communications Protocol.
In order to provide timely and accurate responses to requests for information or services during the Transition, while preserving institutional order and mission focus, the following process is provided:Requests and Questions
1. Requests are submitted by TSC president, TSC Board chair, and officially designated consultants, to whom the response will be addressed
2. Requests must be in writing and emailed to (Putegnat).
3. Requests types:
a. For reports (statistical, financial, other as allowed by law)
b. Meetings and/or conversations with personnel
c. Tours and inspections of facilities
d. Special needs
4. No requests or question should be directed to any UTB personnel outside of this protocol.
Any such request or question will be deemed unofficial and will not be responded to.
Any responses given by UTB personnel outside this protocol will not represent an official response of UTB.

I understand that when Solomon Ortiz lost the election to Farenthold, he vacated his Congressional offices and took everything....no transition, no light bulbs, no desks, etc. Democrats whine, but they are unwilling to accept defeat and unwilling to effect a proper transition. My guess is that Queen Scorpiana and her staff will not be cooperative with TSC and will hide, shred, bury, remove and withhold all info requested by TSC. Juliet is pissed and has been very quiet, but she is a vixen and cannot accept defeat. She doesn't cooperate, she gets even. Stay tuned for more fighting.
You have to believe that Artibise wishes he had never come to UTB. Juliet will make him the scapegoat...just like she did David Pearson.
Artibise has never been known for his interpersonal skills; but he had better try to be a bit more cooperative with TSC requests--after all, UTB will have to request from TSC the use of its libraries, Physical Plant building, athletic and recreational facilities, Arts Center, campus police building, day care centers, and on and on. UTB now needs TSC a lot more than TSC needs UTB. So smooth your tongue, Alan.
For those of you wondering, take heart. Any number of faculty have loudly and clearly stated that they will not abide by this fascist attempt to shut down their constitutionally guaranteed freedom of speech. It is particularly galling to those of us in Higher Ed that this kind of errant nonsense is even suggested by people who supposedly understand "the idea of a university."
We have all heard about the new era of cooperation and collaboration between the two new entities----if this is any example, we are all in a lot of trouble. This kind of arrogance is precisely what laid low the erstwhile "partnership" in the first place!! The 40% of the faculty who support the board have apparently not been cowed enough by overt bullying and the other Orwellian devices employed to shut them up. This one won't work either.
It is imperative that TSC communicates and creates working relationships with the deparments that will be taken over by them, as soon as possible. I've heard that grants that need authorization from the TSC Board will not even be considered or presented, as per Michael Putegnat. TSC needs to make sure that UTB doesn't close down the departments that will eventually be on the TSC side. There is work being delayed, on purpose, because certain VP's are not allowed to present anything to the TSC board. People's jobs and TSC programs are at stake, but UTB administrators don't care. UTB would rather see the boat sink than to work together with TSC. So much for getting along.
I also believe UTB will never cooperate with TSC. Administration wants nothing else than to see TSC fail. In a perfect world the two would be helping each other to have two great institutions that our students need and deserve. Julieta will never allow that she shares credit with no one.
Yes she will get even and if UT cared for the community they would remove her immediately.
I do not take Artibise's email as a request for UTB personnel to cooperate with information requested by TSC representatives. On the contrary, Juliet wants to make it more difficult for the future TSC president, TSC Board, and their representatives to obtain information. Juliet wants to control the information given to them by establishing this bureaucratic procedure. It's a way to get back at them for making her look bad and ruining her chances to get a higher position in the federal administration. It's incredible that Juliet is behaving like this when she owes her position to TSC. She moved up through the TSC ranks to become what she is today. How ungrateful!
Thank you Adela and the other three TSC Board members for finally standing up to her and looking for the best interest of our community.
UTB will never "cooperate". The legislators and Juliette will see to that. But not to worry. We are resolved to insure that TSC SUCCEEDS!!!
