MELISSA RAKING IT IN? ELITE AD AGENCY GETS AEROMEXICO ACCOUNT

Those of us in the media game know at least a few friends who have lost their newspaper gigs and turned to other areas of employment as reporting positions dry up and the industry implodes.
That's why when a friend of ours heard that City Commissioner Melissa Zamora tapped to "assist in marketing AeroMexico on this side of the border," he called her company to see if they could use his services.
He got marketing assistant David Betancourt Jr. on the line who told him that Melissa was in charge of that account.
Since the announcement that the airline was coming to Brownsville was made just Tuesday, it made us wonder how it was that AeroMexico could have decided what ad agency they would use to promote their flights.
Knowing Mexicans to be unusually savvy about where to put their money to get the biggest bang, we wondered whether using an ad agency that employs a city commissioner was not a calculated effort to court the favor of at least one member of the city commission.
Then we found out that Ms. Zamora also rents a home from the wife of Mayor Tony Martinez and that her company also ran the campaign for incoming commissioner Estela Chavez-Vasquez and the sheer genius of the move revealed itself in its full glory.
Not only did AeroMexico get one vote by using Zamora do their promotion, they got three votes for the price of one. Don't ever bargain with a Mexican in a mercado. They'll eat your lunch every time.
Zamora told her buddies at the local daily where she used to be an editor that "the marketing campaign would likely include television, print media and social media ads, while AeroMexico is expected to start its Monterrey-to-Brownsville marketing campaign soon."
According to Brownsville Economic Development Corporation public relations director Gilberto Salinas, while the airline hasn’t asked for incentives other than help with marketing, at some point — if AeroMexico stays — incentives will have to be discussed.
Remember that any request for funding from public sources inevitably ends up before the city commission, and there's the rub. Can a city commissioner credibly remain neutral and impartial if she (or he) is making his (or her) living from a vendor doing business with the entity?
Now, you read right above. One of the employees at Elite Promotions is none other than David Betancourt Jr., son of Cameron County Treasurer David Betancourt Sr. Now, Dad just happens to be a member of the board of the Greater Brownsville Incentives Corporation, the very economic development board that AeroMexico will approach when – and they will – they decide to stay in business here. Son is a marketing assistant at Elite. How do you think Betancourt Sr. will vote?
And while we're at it, who approached who in this deal?
Did the fact that Zamora may have had inside information on the coming of AeroMexico to Brownsville give her an unfair advantage over other ad agencies in town? Is this the appropriate role for an elected official?
(Since this story appeared, we have received a comment from someone claiming to be commissioner Zamora saying she will do the work for AeroMexico free of charge and that Elite Promotions has nothing to do with her work for them.)
Ms. Zamora has run into this type of questionable acts in the past. We remember that not too long ago she was found to be a "consultant" with a vendor doing business with the city and stopped only when others questioned the arrangement.
Others have pointed out that Mayor Martinez had instructed city contract attorney Mark Sossi to draft a code of ethics for elected official s during one of his first meetings. This might not be a bad place to start.
But don't hold your breath there either. After all, as Argelia Miller has pointed out, Sossi has doled out city work to his former law firm Willette&Guerra, the very firm that sued him and (got a settlement for) $164,000 the firm claimed in court that he had kept instead of turning it over to them. So far, Miller estimats that he has given his former lawe firm about $100,000 over the last year. This is the guy who is going to give priestly Martinez a code of ethics?
Other blogs have in effect stated that the arrangement doesn't pass the stench test. And while Ms. Zamora criticized ousted city commissioner Charlie Atkinson for his alleged arrangement with FlyFrontera to handle their airline's promotion, what makes her actions different?
When asked the difference between FlyFrontera and AeroMexico, she responded that the Mexican airline was an established firm.
“And it’s a reputable airline,” she added.
Oh, yeah, we can't have disreputable companies or individuals in city government, can we?

Elite Promotions has nothing to do with this. I volunteered to help BEDC, as I have always done, in my official capacity as City Commissioner.

I suggest you remove this post before it lands you in more legal trouble.

Establsihed firm Aeromexico has been a dismal failure in Mexico filing bankruptcy abandoning several cities and sold to various owners. What is established is that Melissa Zamora got BRIBED by Aeromexico. Where is Cheezmeh, did they get bribed too.

What is reputable about a bankrupt company bribing an elected City Commissioner by awarding her the advertising contract in exchange for landing rights. Did she interfere with Fly Frontera. Was there any criminal wrongdoing by her by opposing Fly Frontera in exchange for Aeromexico and her payment from them. This should be very interesting. Will Aeromexico have the courage to be a part of this mess. OOnly in Brownsville, but we love corruption. It as Mr. salinas says, part of doing business. Wrong Mr. Salinas that is blatant corruption that needs to be investigated.

We don't love corruption in Brownsville, but some people like to make corruption just for the sake of making corruption. The corrupted ones are the ones who like to make it an issue any chance they get because they have nothing else better to do with their time.

The reason we went to the BEDC to ask about the arrangement that had commissioner Zamora handling the promotion of AeroMexico on the US side was because there was never any clearcut stipulation on what the terms of her assistance to the airline were. There is no question that she is employed as a marketing consultant with Elite Promotions, and in fact, is listed as such on the ad agency's website. Some of our readers seem to be confusing Mexicana de Aviacion with AeroMexico on the bankruptcy issue. As far as we can tell, AeroMexico is not in bankruptcy. The questions being asked by the public are legitimate and should have been addressed at the outset of this issue. We quote Salinas as saying she will promotre the airline in her roel as a public official. Zamora now asserts that she is working to promote the airline for free. We can only take her at her word.

AsI recall Melissa was adamant about not giving any public funds to Fly Frontera but now that she is handling the promotions for Aeromexico she has no objections to looking at future subsidies as Mr. Salinas stated in his response to the Brownsville Herald.

You all comment as if this was fly by night, local fly frontera... this is a real company with thousands of executives. it is much less likely that one of these execs is in cohoots with a local commissioner of a small city...and as far as a contract payoff, elite promotions is a company that sells pens and shirts with your logo...it's not a multi million dollar advertising firm! you really think that aeromexico is going to hire a brownsville company to make pens and cups that say aeromexico? you don't think that they already have a huge multi million dollar contract that includes aeromexico pens, cups and t-shirts? don't be ridiculous!
this is a "big boy" company in the real world.. not some local commissioners trying to swindle $1.5 million to rent a little plane and buy some pens and cups...

Wasn't this man just in jail? How about, instead of tearing down others for your own entertainment, going out and doing something positive for your city. Melissa has a thing going with Zleezme. Erasmo (La Lonja)Castro will not go after Melissa Zamora because Erasmo has a special place in his heart for her. Melissa has a way of sucking-up to guys to get stuff from them,...in this case protection. Let's face it, Erasmo is not the worlds best looking guy. He thinks he has a shot with her. Besides, Sleezme is going down faster than the Titanic,....you can actually hear the syphening.

I am glad Melissa is photogenic. With all this criticism of AeroMexico and all the pictures of her appearing all over the blogs, I would rather look at her than one of her former fellow commissioners. It appears to be way better than
Fly Front'meallyour money'era!

Do we have another scandal brewing? Does the adage “where there is smoke there is fire” hold any truth? Will Argelia Miller look into this matter? Will Roberto Uresti fire one of his enlightening thought-provoking letters to the Herald’s Editor? Is Jose Torres working on an open records request? Will Moses Sorola file suit to get to the bottom of this debacle? Will Melissa follow through on her legal recourse implication and open up a can of worms? So many questions…so many pending answers. I mean, it's hard to disagree with a well argued point but I think I'm going to need a little more substance before I cave in to subjectivity.

Maybe if she were 'properly equipped' this statement might be true.

On the flip-side. Constitutionally speaking, you as the blog writer are completely safe. Public figures are not protected by the Constitution like us regular folks. That's a choice you make when you go into office.

Of course seeing as "the man" would like nothing more than to take the right to say anything we believe on the internet away from us through censorship/imprisonment/ETC., I'm not surprised that a marketing graduate would be so ignorant in thinking that she could foster that fear along to the more savvy "peons" of Brownsville. When business is too fat, government grovels at its feet-- begging for some crumbs.

Pro-Bono work is for the "good of the people" so lets see what good this will do for us. Like many carpetbaggers, you give to the community and come back with a big rolodex of connections. Networking: How sweet it is!

As an airport insider involved with thye negotiations with Fly Frontera, Michael Jones was adamant about including Melissa Zamora in the advertsing, and even put into the contract that was given to Sossi that advertsising had to be done by an agency selected by Michael Jones, his strong rcomendations aws Elite and Melissa Zamora. Jim Gallagher said no and the Melissa went on a rampage as did Michael Jones,

The incentives given to Fly Frontera included $200,000 for the advertising budget for Zamora and Jones.

Mr. Montoya I would be happy to share with you the actual contracts that were prepared by our office that will clearly show that Michael Jones may have committed actions that are questionable and even illegal.

I am juts an interested observer. I was reading your post, the insinuation of legal action and the comments. This is what i have found:

- You should know that bloggers have the same First Amendment protections as most true journalists, but as with anything there are limits.

- One limit that is very clear is that the world wide web is exactly that "world wide". So while you may enjoy the freedoms inside the US, you do not enjoy them outside.

- By inferring that a Mexican company has committed a crime through bribery of a foreign official, you open yourself up to litigation in the Mexican legal system.

The Neiman Foundation for Journalism at Harvard has a very interesting article on the subject from 2003.
