If after five years as a Texas Southmost College district board of trustees member Dr. Robert Robles hadn't realized that it takes the president's signature and the board's secretary to issue a check, something is very wrong.
Robles, who objected during Thursday's meeting to having a trustee sign off on the district's checks had to be reminded that when he was board secretary, his own signature was required before the checks could be issued.
"I couldn't believe that Robles didn't know he was signing the checks when he was board secretary," said a faculty member present at the meeting. "You mean to tell me he didn't know what he was doing back then?"
More and more it is becoming apparent that Robles, along with David Oliveira have appointed themselves as board obstructionists after their support of the Juliet Garcia administration's scheme to dissolve the district and give away all the district's assets to the UT System failed.
At Thursday's meeting, an action item to have the Cueto Building appraised in advent of a possible land swap or purchase also drew his opposition.
"I don't think we should use taxpayer money to have an appraisal done," he said.
Trustee Rene Torres said he could make him a list of at least 50 instance
s when taxpayer funds were used that were more questionable than a simple property appraisal.
"It was all that some trustees could do to remind Robles that he had approved the payment of about 640,000 for a mural to be paid out of bond money that will eventually be paid by the district taxpayers," said our source. "Why didn't he protest then?"
Now that we finally know that President Juliet V. Garcia's salary is on or about $336,451 a year, will Robles also protest the use of taxpayers' funds to support her totally undeserved compensation?
If you were the CEO of a company that graduated only 17 percent of your students over six years, lost half of the freshman class each year, and did not even rate recognition among schools in its region, would that justify that salary plus a $34,000 "merit" raise?
"It's obscene," said the faculty member.

Doesn't the loss of half the freshman class each year reflect on the high schools these students came from more then on the university they are attending? And what does the low graduation rate mean and what is the corrective action? Should the university lower it's graduation requirements? Should they offer more remedial courses (everything you did not learn in high school but should have), should they raise their entry requirements? Is there any reason to believe that if these students that are dropping out thier first year or failing to graduate would do better at any other university in the state? I'm just not getting this.
