SHERIFF, COMMISSIONERS PLAY TUG-OF-WAR WITH BAILIFFS

By Juan Montoya
The battle between Cameron County Sheriff Omar Lucio, the bailiffs at the judical building and the county commissioners has turned into a tug-of-war.
And in the middle of the fray the bailiffs on the ground floor of the judicial are caught between the territorial combat between Lucio, the county judges and the commissioners.
Last week the commissioners gave in to the judges and allowed them to keep their bailiffs in the courts after Lucio demanded that he be allowed to assign them as part of his regular force. This, in turn, set off Lucio calling commissioners and demanding they turn over all the bailiffs under his control.
"He told a few of them that he wanted either all the bailiffs or none at all," said a county employee. "When the commissioners allowed the judges to keep their bailiffs, he was really upset."
Coming on the heels of the commissioners' vote to give sheriff deputies the chance to go to the public for an election to give them collective bargaining, it is apparent that Lucio considers the bailiffs at the judicial wing to be the agitators behind the efforts at giving the deputies under him the right to negotiate with his administration for better working conditions.
But while the commissioners allowed the judges to keep their hand-picked bailiffs, they stopped short of allowing Lucio to take the ones remaining on the ground floor entrance to the judicial wing, fearing that a vindictive sheriff and his administrators might seek to retaliate against them.
"It just so happens that one of the bailiffs is Joe Cisneros who ran against Lucio in the last sheriff'
s election and has made it known that he is going to make a run for office again this next time around.
His campaign card must read like an indictment against the Lucio administration with its logan of "A new sheriff for the people."
Among some of the other objectives he promises to fulfill are:
"Bridge the gap between law enforcement and the community."
"Establish saferty educational and gang intervention programs."
"Protect out children from predators and drugs."
And, the kicker: "To provide a secure working environment and advocate for better training, wages, and equipment for Cameron County employees."
"Provide necessary treatment & protection for all Cameron County inmates," and "Improve relations with local and federal agencies to curtail activities and border violence in our county."
Now, if you were in the sheriff's shoes, wouldn't you want to rein in the agitator who is causing you so much trouble? Perhaps he could be better utilized patrolling the edges of Laguna Atascosa refuge or guarding maximum security prisoners over at Carrizales?
When will this tug-of-war end? Could it be in the voting booth come election time?

Joe Cisneros is nothing more than a "crook" of the worse kind!!! Everyone knows that DPS made him resign because he was ripping off vehicles from insurance companies that were being recovered from Mexico. Everyone knows that when there was BBQ Friday at the DPS Office in Harlingen, Joe wouldn't chip in his $5.00 dollars and then try to sneak a free taco with dessert. Joe got caught trying to take one of the pies from the break room. Everyone knows that he hid cars behind the Harlingen Police Department when he was getting divorced, the first time. Everyone knows that Joe dumped his longtime girlfriend to marry a doctor's daughter and now, divorced her. Everyone knows that Joe doesn't have a chance to win the position of Sheriff. Joe is only pocketing the money contributed to him for his defunct campaign. Someone ought to check his contribution reports? Those that know Joe know that he is nothing more than a fake with a mask!!!
