The first time word reached us that former city commissioner Charlie Atkinson had applied for a for a physical education teaching position with the Brownsville Independent School District the school mentioned was Stell Middle School.
Then, after the coach there said Atkinson was not in consideration for a position, the venue change. The next report was that he had applied (and would be hired) at Hanna High School. We were told that he did show up but that after an hour, he had left the campus.
Now, apparently, the third time is the charm. The school board (by a 5-0 vote) approve his hiring under an alternative certification program at Faulk Middle School.
There, Charlie will teach sixth- to eighth-grade PE classes, according to BISD spokesmen.
Now, no once can be deprived of seeking a way to make a living, and Atkinson, after his gig with the U.S. Customs ended, is entirely within his right to seek employment and provide for those that depend upon him.

The way the process works, a committee at the school interviews the potential candidates, vote for their selection, and forward their selection to the Human Resource Department which then brings the name before the school board for approval (or, in rare cases, disapproval).
Atkinson apparently made it through the process.

If Atkinson was the selection made by the committee and he was denied the position by the board, that may have been grounds for litigation-prone Charlie to sue the district and incur costs that would probably cost the district more than the position pays. Either way, there is no winning in this one.

"They asked if he had any issues pending with the state or federal governments or with any court and there was nothing there. Those of us who know Charlie know he can be a contentious, highly disagreeable fellow to have as a political opponent. Hopefully, in his new job teaching kids athletics, he can set that aside and influence them positively. As one of the non-performing campuses in the district, god knows they need all the positive reinforcement they can get.

Here you go Juan. For your eyes only!!!!! You want a lead on some investigative work. Check Charlie's GPA! The last time I heard, you need a 2.5 GPA to qualify for the ACP program. He may have gone thru the ACP (Alternative Certification Program)program at UTB or he could have gone thru other businesses that do the same. I believe the Escobedo brothers have such an agency.
This is ridiculous! what happened to highly qualified? I know of several PE paras who are certified PE teachers that have been told that there are NO PE POSITIONS! They have taken their certification exam & graduated with a degree. They are better role models than Charlie.

If you follow the TEXAS EDUCATION CODE, the selection committee has no power to make recommendations to the board of trustees. Only the Superintendent can make a recommendation and the board has the authority to accept or reject.
There is no litigation-prome situation if the law is followed.

Who was on the selection committee, most of Pereira's cronies. Pereira pressured?, I doubt it,she was recently seen at a party sitting at the same table with the Atkinson sisters. I wonder what Mary Tolman was doing at Faulk looking for Pereira a few days before Charlie showed up for his interview. People had asked if there was an opening for a PE position and they were told no, then all of a sudden a position is opened and Charlie is recommended. Faulk did not need another PE teacher, what they need to do is move a low performing teacher to PE and hire a certified teacher to teach a core subject.

Sorry, but someone who's only picture that anyone could find looks like something akin to a mugshot, most probably deserves it. But, what I'd like to know is when/how the Government finally got rid of his flabby ass(PE Teacher?LOL!!!).
Faulk needs teachers who are HIGHLY QUALIFIED to use their skills to assist the students that did not score well on TAKS. That included Physical Education Teachers that teach. So if Charlie is a physical education who teachers the 3 R's - roll call, roll out the ball and read the newspaper, than he will do just find to babysit the kids, but Carla should be demanding that only certified and qualified teachers, like Carol Lutsinger, who was just assigned there. They need all the help that they need to pull Faulk out of the whole - an embarrassment for the whole town of Brownsville. And yes, there are SO many certified people who have been passed on for a physical education position. Just ask Pete Avila how many times he tried to get in, and he did not have a criminal background like Charlie! Are we not checking that out anymore? What the 7734 is wrong with BISD?
I have mentored many teachers on the alternative program and they have become wonderful role models and teachers for our students. Sometimes they try harder because there are so many haters putting them down.

She does what she feels is best for her campus. Charlie needs to do the right thing and remember he was given a second chance. The problem is that Charlie is not certified. Therin lies the problem. According to the No Child LEft Behind Act, ACP teachers can be hired in critical areas as long as they are certified. He is not. As a parent, I would not want my child in his class or on his team. I have seen his behavior at the Sports Park during the BYFL season and at the baseball fields. He is an embarrassment. While he may not been convicted of the DUIs which is a joke, he has no business working with children.
Plus, the family connection continues at Faulk. Carla Pereira's maiden name is Fragoso. She is the older sister of Clarence Fragoso. He is the Coach at Russell who was arrested with William Talianiciach, the former AP of Oliveira MS for their gambling establishment. Bill was fired for this, and Clarence was hired? How is this possible?
As for Ruben Cortez's wife, yes she was employed by BISD, but she was not the first choice of the SBDM. She was ramrodded down their throats. Scores are down and morale is down. Her children threaten other students at the school and tell them that their mother is the principal; they even tell the staff this.
Budget cuts, not more positions open, people are applying for positions, young people are graduating with the hope to get hired...and here comes this "person" and gets hired from one day to the next! WTF!...he doesn't have the correct certification, he has a criminal record, he has no experience and yet he will be handling kids and teaching them...this board needs to get replace ASAP..PEOPLE PLEASE VOTE THEM OUT!!! She does not know what she is doing at Faulk. That school like any other school has their share of good and bad teachers. Very few bad. My daughter attended school there and wants to major in history and minor in English.

People know that the chisme group have a low I.Q. and can't think for themselves. People I know at Faulk tell me Coach Atkinson is doing great. He coached my daughter two years ago in volleyball and they went undefeated. He coached my nephew in flag football and he won many championships there too so I believe he can get those kids going at Faulk. The city can keep Tetreau, BISD and the kids want Coach Atkinson

I have to say that folks that get certified via alternative programs can turn out to be good or great teachers. That should not be the focus here.
The issue is that many BISD teachers, including some coaches, were placed in the pool because schools were "overstaffed" and all of a sudden Faulk has an opening and they put Charlie there.
This board is turning a blind eye to Sylvia Atkinson and letting her run things, along with Cata. Many of them run on a mantra of change and putting an end to the shennigans of Cortez and Zayas and they are doing the same thing.
It might not be totally illegal, but my stance has always been that if i were to ever run for office, no one related to 10 degrees of me will get hired for anything as long as i'm an elected official.
That's the standard these folks should abide by as well. Pero no.
There is no queston as to whether or not he can do the job. The concern is that some hardworking loyal people to BISD have been on a "waiting list" drowning in a pool, because there are no openings and all of a sudden one pops up at Faulk??? Had I known that Saaverda and Syliva Atkinson were comadres she would not have gotten my vote. It doesn't make sense that employees were given incentives to retire or quit to save the district money and employees are being moved or placed in pools because of budget cuts and Faulk is now in dire need of a PE coach. I know that any truth printed in this post will be attacked by the affected. Unfortunately for the main subject of these posts, he is nothing compared to his sister Mrs. Powers. She, is all about the children. I have been affected by both and Charlie is all about making himself look good. As a coach out here, he was all about winning at what ever expense. He didn't give a rats ass about children that were lacking natural ability. He didn't have time for that child that needed a real coach. If that child didn't come to a game, Charlie would be delighted. Now BISD has injected this poison to the beginning levels of a childs athletic exposure! That's really great! Well he's been hired, so the only way to get him out is to find out what an earlier poster mentioned. Did he have the GPA to enter the ACP program??? If proven he didn't, BISD would have no choice but to cancel his contract. Can we request his transcript from BISD with a public information request?? Anybody out there???

Wasnt Charlie Atkinson under investigation some few years ago for a murder that occurred in Brownsville. Look it up in a Brownsville Herald article that was written about that and also wasnt he fired from U.S. Customs for obtaining an AUTHORIZED I.D. card from the Brownville/S.P.I. Airport and the idiot gave the explainatin that since he worked for customs he would roam around the airport and checking out the place for illegal stuff. How did he get that pass and from who. Then he was arrested for D.U.I.. Why he now working as a coach in a low paid position after working for customs many years? Didnt his father work for customs too for many years and was even a supervisor at one of the Brownsville bridges? Why work as a coach? Isnt that not even then United States Government wont hire him because he has all these investigations in his backround or may there be something else behind why he is unemployable with the government? Maybe he got off since his sister Sylvia is good friends with TSC Boardmember Adela Garza who is good friends with our incompetent D.A. Villalobos and she (Adela) even opened her doors the first time Armando ran for D.A. tape a commercial at her house. There is something fishy going on. Since Adela took her position with the TSC Board UTB/TSC has become a mess and divided. Sorry Montoya.
