IRVING - Irving ISD made history last Thursday by changing the way board members are elected.
It went ahead with a plan that creates five single-member districts, leaving two at-large.
Irving previously only had an at-large system, in which the general Irving population selects all seven board members. The current school board is all white, despite the district being composed of 84 percent minority students. Minority leaders wanted single-member districts, in which each district selects its own member.
The 6-0 vote came after several public hearings on the issue, but the move angered some minority leaders. They wanted the board to approve a seven single-member district system. They told News 8 the fight is far from over.
A coalition of grassroots-based commniy organizations united to agitate for the change.

"The reason we don't want a 5-2 is because we know nothing is going to change here," said Anthony Bond from the Irving NAACP. "If they don't go to a 7-0, we are suing them. We are calling for the kids to disrupt classes. We will be using every means necessary to get these people's attention." The 5-2 plan would potentially open the door for two Hispanic seats on the board. With the 7-0, the possibilities included at least four minority seats.
Trustee Valerie Jones tried to convince the board to go ahead with seven single-member districts."For the most part, I feel it's important to keep all members of this board on an even keel, on a level playing field," Jones said.
Board Trustee Steven Jones was the only one who voted against changing the system.
"The playing field is very leveled right now," Jones said. "Anybody in our city that meets the qualifications to serve on this board can run for office."
For some community leaders, changing the system will increase the number of Hispanic parents participating in schools.
"The more parent participation in our schools, the better it is for our schools," said Rene Castilla of Citizens for Progressive Irving.
The plan still needs the approval of the Justice Department.

The Irving ISD is 71% Hispanic and has no Hispanic Trustees, a lawsuit was filed by Manny Benavides to change the at large form that limited Hispanic from being elected, it allowed for a concentrated white vote to be able to elect if they so chose all 7 Board Members and they did. 7 trustees were white. When the lawsuit failed based on the the 2000 Cenus data the judge said if the numbers changed then the trustees would have to evaluate the future of at large elections. After a series of public actions and highly attended meeting by Accion America and NAACP members and members of the Minority Religious community the issue was kept alive, public scrutiny and potential threats of disruption of classes, the Irving ISD decided to hold public meetings and the end result was to vote for Single Member Districts. Quintanilla was calling for a 7-0 format instead the Board went to 5-2, with two members being a large. Not a shutout but still a historic victory for the Hispanic community and whether you want to give credit where credit is due, Quintanilla led the charge on this fight like he has led the fight to end the massive deportations of Immigrants for mostly minor traffic offenses.

Most citizens in Brownsville don't know what "single member districts" are.
Interesting that now, we have those who believe that single member disticts will allow an non-hispanic to be on the BISD Board. What "crapola". Single member districts are, historically, to insure that all citizens (ethnic groups are represented)...a form of affirmative action. Now here, when Hispanics make up 90+ percent of the population....there are those who believe single member districts are a plot by "Anglos" to have a seat. What ignorance and racism we have here. We must assume from some of these comments, that some would prefer to disenfranchise anyone who is not Hispanic.....sort of reverse discrimination. That is reflective of the ignorance of the community.

That's a cheap cop out. Now you have to be asked for help? I thought you were the hero of La Raza and the children of BISD? Why won't you help the family get justice for their child? Cesar Chavez wouldn't need to be asked to stop an injustice against a Latino family. Martin Luther King Jr. wouldn't need to be asked to stop injustice against a black family. Bobby Wightman Cervantes wouldn't need to be asked to stop injustice against a homosexual family. Why are you any different Carlos? This family needs a voice and you refuse to do it. Pendejos Quintanilla gets criticize for taking on issues that noone wants to take on including racism in Irving and deportations for driving just because they look like Immigrants.
