IF CORTEZ SUCCEEDS, A H.S. GRAD WILL RUN HERD ON PHDS

By Juan Montoya
Like a phoenix who has gone down in flames and rises to fly again, political observers are shaking their heads in disbelief at the resurrection of former Brownsville Independent School District board trustee Ruben Cortez who was defeated two years ago but is now running for the Texas School Board of Education on the ballot this May 29.
Cortez, who was beaten by current trustee Enrique Escobedo, then ran for the board of Region One, which oversees the boards and districts in South Texas and ...won.
Then, less than two years after he rose from defeat on the Brownsville board, he shook off the dust of defeat and is now running for the state board of education.
The wonder of it all, say some, is that just as he did when he was in Brownsville and Region One, if elected, he will be over people with college degrees such as those with bachelor's, Master's, and even PhDs.
"Can you imagine having someone like Cortez making decisions over people with doctorates?," asked a former Brownsville trustee. "This is ludicrous."
During the 2010 campaign for BISD trustee, his opponent Escobedo focused o
n Cortez's jetting around the country as a district representative and spent some $35,874 in only two years taking 27 trips, including one to Las Vegas at district expense.
He also paid for an ad where he stated that back in 1994, Cortez had been arrested for DWI after he refused to blow into a breathalyzer.
But the kicker is that Cortez, who sat on a board that would make decisions and evaluate the performance of people with educational attainment higher than he had ever reached, only listed a high school diploma as stated in a story in the Brownsville Herald.
Additionally, the ad stated that Cortez had been "personally sued" for defamation, retaliation, conspiring to silence, plotting to intimidate and more. In all, the ad continued, the BISD "has spent at least $228,447 in legal fees prosecuting and defending these cases."
That was even before the latest round of lawsuits where Cortez, Rick Zayas, Joe Colunga and Rolando Aguilar – the
reigning majority at the time – were named as defendants by the former director of the Special Needs department, the former Chief Financial Officer, and former superintendent.
In the case involving former CFO Antonio Juarez, a federal judge refused to give him and the other three co-defendants qualified immunity, meaning that they can be charged as individuals as well as in their official capacity. The lawsuit alleges the defendants conspired to deprive Juarez of his constitutional right to protected speech.
In the case involving the former superintendent Hector Gonzales, a state case also charges that Cortez was pressuring the former superintendent to fire Juarez after the former CFO did not recommend that an insurance broker be awarded the district's lucrative Stop-Loss contract.
In the case of former Special Needs director Art Rendon, the district's new board majority voted to settle the litigation rather than air the allegations in open court. In the Rendon case, he specifically states that Cortez interfered in the department's hiring process to have one of his relatives hired after the application period had expired.
"58. On or about June, 2008, Ruben Cortez, a sitting board member on BISD, contacted Plaintiff directly via telephone. He instructed Plaintiff to hire his sister, Linda Aguilar, for summer school employment as a Special Education teacher.
59. Plaintiff informed Mr. Cortez that BISD had hiring policies in place and instructed him that the hiring application for the summer of 2008 had already been accepted and processed.
60. Cortez sent Plaintiff his sister's application and insisted Plaintiff call her immediately and giver her a job. Plaintiff set up a meeting between Cortez's sister Linda, Ana Lerma, who was a Special Education supervisor, and Dr. Lee Garcia, Assistant Director for Special Services. At the meeting, Ruben Cortez's orders were followed, and Linda Aguilar was given a job for the summer of 2008.

Can we expect the same from him at the State level? Who in their right mind would back Cortez' candidacy?

And how is this different from CPG and LL being elected on the BISD board and "overseeing" BISD employees with degrees? They are only HS graduates as well.

And just wait, BISD will very soon be spending lots of taxpayer money on defenses for them as well. Lawsuits are forthcoming.

What's the difference between him and Catalina Presas-Garcia, and Luci Longoria?? NONE....

Juanito, you need to tell us what's the difference... OK sweetie??

We have a lot of examples of high school grads "riding herd" over Ph.D's in this country. Having a Ph.D is honorable, but usually it only means a person has endured and passed a rigid process in one subject....it doesn't mean he is smart in any other subject and surely doesn't mean he is a policy maker. A person with a Ph.D in Education doesn't mean the person is qualified to make public policy for education. This is an elected position and, as we know, it't the people's choice. Ph.D's are overrated in their ability to "think outside the box".

April 12 8:40 AM: The ONLY "right things" CPG and LL are doing are for THEMSELVES!!! CPG in particular is carrying out her own PERSONAL campaign of hate and vengence and through her selfish acts, she is ripping off the kids she claims to care so much about. She is going to cost the district dearly down the road, just wait and see.

You are so full of s***!

To the April 12@ 8:40AM

CPG and LL doing the "right thing"

Which "right thing"? Like getting jobs for friends as "consultants", or "auditors"

Ruben Cortez is just...well you know..........stupid. Plain and simple...........No career, no education, no real experience, except for taking his kids to school..........and most the time late........

The April 12 @8:01PM is RIGHT ON!
CPG and LL are giving jobs to their friends. Remember what Quintanilla said on his own deposition?

Anonymous said...

Let's not forget CPG introduced the "auditor" to Mine as her personal friend and investigator in the Joe Rod case...Hellooooo!

April 13, 2012 2:56 PM - We are not forgetting your comment for sure; plus there's the Defenbaugh invoice addressed to none other than CPG at her home address... and plenty more. When she stepped down as Board Pres she stated she had lots of work to do on the lawsuit against her - if she had lots of work to do on the Joe Rod lawsuit, then she damned well knew what was going on in the case. She isn't even a good liar. See you in court Cata!

Yeap!! Every thing they did and said, can and will be used against them during the civil as well as criminal procedures.

Wow! the more I read about CPG and LL the more convinced I become these two were/are implicated in a WHOLE LOT MORE than just giving jobs to their friends....WOW!!!

wow, what a bunch of loser candidates and wannabees!! can't we get any normal people who see the school board as what it is,..a board to oversee the schools,, and not a personal piggy bank..or power center

Anonymous said...

To the April 17, @ 5:25PM

That's is what BISD has been for some trustees....a personal piggy bank and a power and control center. POOR employees!!! I feel sorry for them all.

And what are you full of??? certainly not inteligency....

TO JUAN, hope you do post this one, as you have been deleting most of the posts lately...

Why would you want someone in the Texas Board of Education that has a brother-in-law who is a registered sex offender? You heard right. Ruben's sister is married to a sex offender.
HS diploma or a PH.D. yes, it just a title. It just shows you are better prepared to research issues and most of the time make wiser decisions.

Can't wait til Juarez' case goes to court, the truth will be known. What will all of you have to say then? so watch out Rick and company..,.,.

Degrees don't mean shit, Zayas is a worthless attorney, Colunga & Aguilar can't even speak, Minerva doesn't know her head from her ass and a big fake at that. She goes around protecting all the losers, such as Arteaga. Let's not forget Arteaga's sexual harassment with a minor student and all the DWI he has and didn't get fired. Is it because Minerva has been protecting all these years? Juan why don't you investigate this?

Hey Luci and Cata why don't you give Johnny Cavazos all the Insurance Contracts he wants so that he will give both of you a rolex watch, like he gave Colunga and his wife.
