After a marathon recount that lasted from 8 am.m. Tuesday to 4:35 Wenesday morning, Jose Hector Chirinos was found by recount supervisor and Brownsville Independent School District president Enrique Escobedo to be the winner of Place 7 over Linda Gill-Martinez.
The recount left the totals at 14,726 for Chirinos and 14,716 for Gill-Martinez, a differnece of 10 votes.
Chirinos joins Otis Powers, Minerva Peña, Lucy Longoria, Catalina Presas-Garcia, Ecobedo and Christia Saavedra on the board.
From the beginning, the problems associated with the recount were evident because Cameron County Elections Administrator had not provided separate ballot boxes for the general election ballots and the district voting. As a result, the boxes had to be opened and the two ballots separated by hand for the recount.
Further, the counting machines used at the precincts on election day were malfunctioning for varied amounts of time in numerous polling places, hampering the voting and having the ballots placed in unsecured yellow plastic bags while the glitches in the machines were repaired.
Chirinos had previously been certified as the winner before the recount was requested by Gill-Martinez.
At the outset Escobedo had told the recount group that they were not there to change any votes, challenge any of the ballots, or to take votes or give votes to anyone.
"We're here to count what there, and that's all," he said.

Several complaints were made to Secretary of State:
1. Some of the Ballots did not have the Poll Judge stamp, the votes were not valid but were still counted.
2. Some Ballots did not show the intent to vote for Chirinos, but Escobedo gave Chirinos the vote.
3. Escobedo abuse his power and did not remained neutral through out the re-count.

It's over and after the way Gil behaved in the recount process; the children and teachers are the true winners! This chic is nuts and having more than one loose cannon on the board would have been disastrous to the district. One very important issue has been uncovered from all this madness. BISD needs to initiate random drug testing of all, all its employees! No employee has the right to work under the influence of any illegal or unprescribed drugs. This has been made evident and needs to be addressed. Clean up your act or lose your job! We can start at the top, beginning with the board, and work our way down. We cannot expect to elevate the quality of education if our personnel are under the influence!
The recount added two votes to the total.

I agree ALL employees should get drug tested, especially administrators that show up to work late, leave early, disappear during the work day or take unexpected 3=4 personal days.
Enrique has a big ego, he is really way over his head. Can't understand why he doesn't even have a PHD nor a real job he lives off kick backs.
He is just as bad as zayas and cortez.
Linda Gill should not have had to dish our her money to pay for the recount mess that was to have been managed by the inept election administrator. If you know that Escobedo was not objective at the recounting, you must be one of the persons that was listed in the Herald. If there were additional votes, than the election was improper. If some did not have the judges signature, they are illegal ballots. If the BISD ballots were not separated like they should have been, the elections judge at each precinct should not be paid. My precinct people did make sure that the ballots were separated at Christ the King early voting. Where do all these election officials get their training and from whom - Roger Ortiz? What a laugh!!!!
Sorry, Linda, better luck next time and let's hope that Chirinos really has his heart in it and not his pockets.

It was made very clear to the recount participants that a resolution board had already determined voter intent, and that a recount is just that, a count. Yet Escobedo made numerous "voter intent" determinations,siding primarily with Chirinos. When confronted,he claimed he had the authority as the elections chairman for the day! Now Linda Gill Martinez is being called "nuts"? Any candidate seeing his/her election being stolen right before their eyes would be nuts not to say something! All a ploy to smear opponents and keep the attention off of themselves.
The BISD Board members are not BISD employees,,,,,,sooooooooo.
There should not be any bulling at BISD,
but it seems that Enrique is the biggest bully at BISD

Ortiz went out in style, not having the professionalism to separate the ballots once the recount was approved. That means they are fake xerox copies of ballots that were stuck in there (the unsealed plastic bags) to replace Gill Martinez votes that probably ended up in the dumpster behind the Elections office.

By proxy, as board president, Escobedo was delegated Elections Chair for the recount, but in reality, he was NEVER IN CHARGE. CFO Ismael Garcia and the BISD attorney were constantly being summoned by Escobedo for assistance, and when left alone, he FLOUNDERED AROUND LIKE A FISH OUT OF WATER!!!!! He was being dictated to by Chirinos cronies, like Mary Rey and his toothless amazon looking woman. Mary Rey kept whispering sweet nothings into his ear, while the other switched her whip on his ass! Pussy!
