LAWMAN VOTED OUT? BRING PARK RANGERS BACK

By Juan Montoya
When Conrado Cantu beat Omar Lucio for Cameron County Sheriff, Gus Reyna, his Lucio's Chief Deputy needed a place to go.
Likewise, when Cantu was deposed, there was a place needed for his Chief Deputy Juan Mendoza to go.
After all, you don't want to get rid of a good lawman just because their political fortunes turned sour, do you?
The true and tried formula was to send them to bide their time patrolling the sand dunes of South Padre and Boca Chica until the political tides changed in their favor to the Cameron County Parks Department.
In Reyna's case, he is back in the saddle as Chief Deputy to Omar again, and Mendoza is now a Justice of the Peace in Los Fresnos.
And so, when the political tides turned on Pct. 1 Constable Horacio Barrera and he was defeated in an upset by Pedro Delgadillo, he turned toward the Par Ranger Department. But alas! There was none. In fact, Zamora had argued for the dissolution of the department and told Pct. 1 Commissioner Sofia Benavides that the department was no longer necessary since he could handle his constable position and if you would just transfer the Ranger Dept. personnel over to him, he would guarantee their performance in patrolling Boca Chica and Padre Island, both in her precinct.
But hey, things change. Apparently, Horacio, out of a job, has talked Benavides into asking the court to reestablish the ranger department to make room for him.
Zamora never thought Delgadillo – of all things a Republican – would come out ahead in the election recount. Now Zamora, who has cut deals with the devil including Pct. 4 commissioner Dan Sanchez who is looking for all the support he can muster to make a run for county judge, is asking through Benavides for the court to reconsider resurrecting the Parks Ranger Department and making someone (maybe him?) Chief Ranger. If Sanchez goes along with Benavides and they can get Ernie Hernandez, who needs a few votes for his pet projects (the dog pound), the deal might go through the court despite Cameron County Judge Carlos Cascos and David Garza's objections.
As the late Pct. 3 commissioner Doplh Thomae used to say : "All we county boys (and now gal)  need to know is to count to three."
Additionally,  Benavides was asking at least two more of her fellow commissioners to go along with her plan and to transfer the salaries and positions of the former deputy rangers to the reestablished department under the new department chief (Zamora, of course).
However, there is some bad blood between Benavides and Hernandez because Hernandez has been after the funds allocated to the Pete Benavides Community Park on Browne Road, Sofia's late husband and former county commissioner, to appease and make political points with the animal shelter advocates.
But Ernie has proven to eb a political chameleon when it suits him and he relishes being the swing vote if he thinks there might be some political gain in the future when he might need it.
Depending on the eventual outcome of that tiff, Zamora may find himself staring at the waves lapping up on the beach at SPI without a badge or busting you for drinking a cold one in a glass container.
(We have learned that a majority of the commissioners voted to bring back the department on the condition that they can find the money to fund the department and that the job for Chief Ranger be open to all applicants.)

So, I thought they dis-banded the Park Rangers in the interest of saving tax payer dollars. Now they would have to pay for another Chief, Asst. Chief, and other supervisors, in addition re-mark all of the vehicles and waste tax payer money. Just can't make up their minds or lack of minds.

Okay, Zamora lobbied to have the Ranger division disbanded. Now what reason could he have to want to restore the division? If he was doing a good job running the show while he was Constable then the job was being done and the Constables dept. is capable of continuing the enforcement. If now, he is saying that it warrants it’s own administration then he is admitting that he was not doing a good job. I mean either way, what makes him the Chief. Doesn’t the County still have to go thru a hiring process to employ a Chief since it is not an elected position. And like I said it is evident that he is self-admitting he did not do a good job running the patrols on Andie Bowie, Isla Blanca, or Boca Chica by lobbying to restore the Agency.

Dan Sanchez is a neanderthal who has proven he will use tax dollars to promote himself and his political agenda. He has courted United Brownsville, has given pay raises to Aurora de la Garza and
other politicos to pay for their support for his race as judge. We must remember that Dan Sanchez was on a lot of junkets with Able "Disable" Limas to Spurs games, to Las Vegas paid for by lobbyists and those who wanted "Special" judicial services in Cameron County. Dan Sanchez will just stink up the already corrupt political environment in this county. No wonder things shift to McAllen and now even Harlingen is moving ahead of Brownsville in development.

Respond to Dec. 20, 4:17 pm

Yes the County is suposed to go through an application process, but as happened when Zamora was appointed to the Constable position a few years back, Comm. David Garza and Judge Cascos promised the job to Zamora prior to even advertising for the open position based on the fact that he would take over the Park Rangers and in that way they could get rid of Mendoza and some other political enemies. Even though I was one of the 5 applicants, after I realized the back door deal that was made with Zamora I knew that the taking of applications was simply window dressing. Business as usual.

Please do not make it sound as if the animal advocates courted E. Hernandez. We did not. That commissioner invited us all to hear about THIER idea for a new county animal shelter. Of course we animal advocates were happy to hear they were actually thinking about the animals living in squalor along with county ACO's having to step in sewage when handling animals, due to the dilapidated conditions of the county shelter. It became obvious at least to me, that Hernandez was courting animal advocates to drum up votes for his daughter's campaign and that does not sit well with many of us.

Animal advocates are not here as scapegoats or political pawns by any one person or group of persons, who happen to have their own agendas. We have our own agenda and it is “to save lives of animals that are neglected and abused by irresponsible owners and to find them safe forever homes.” which improves the quality of life not only for the animals, but also for our communities overall.

County tax dollars wasted by dysfunctional facilities and services left to deteriorate over decades. Continuing the neglectful state of our county shelter does not bring down costs. It only makes it worse as time goes on and more expensive to fix in the end. Proof is in the pudding on this one. Look at the current state of the shelter and how much it will cost NOW to fix what has never been an important topic for most citizen‘s to begin with.

In Brownsville, the city BARCC shelter with the blessing of the city allows tax dollars to walk out the door on all four paws.

Part of the adoption fee, which is actually a “Spay/Neuter/Vaccine/Fee“ should go back to the city shelter, but that is not the setup. Instead, you go in to the shelter and say..."I want to adopt that dog" the shelter say's fine, fill this form out, then take the dog next door and pay the clinic not us.. So in essence, our city shelter is giving dogs away free, that our tax dollars are paying to house, feed and care for with NO ROI ever! Part of the so called “Adoption Fee” should go back to the city shelter, so it can sustain itself with necessary supplies for the shelter animals. Currently, our city funded shelter runs on little to no budget and are always in need of food, medical supplies, etc. Yet, our city pays for the utility bill for the Non-profit clinic.

This would not be the case if our shelter was operated correctly and had a good contract with our respectable local veterinarians. Those connected to that contact have chosen to attack animal advocates who speak up against this entire setup. They can call us troublemakers all they want…because that means we are doing the right thing and it pisses them off that someone actually might listen to what we have to say without ever having to grease palms.

We all fear that the county will hook up with that same clinic under the same bad contract where shelter dogs and taxpayers loose. I have already expressed my disdain over such a bad contract to our county judge asking him not to follow Brownsville’s example. We ask only that our fellow citizen’s stand with us ensuring our county commissioner’s do right by their taxpayer’s and of course the animals under our care as a community.

The county gave their employees a pentence of a pay increase after many years of nothing, and you, 1;20PM, and Ernie the Eel want to build a Taj Majal for the animals that the public is too lazy to take care of instead of provide a safe and healthy place for some of the Southmost kids to enjoy. You should be ashamed of your self.

You are mistaken and so far off track, but you are free to think as you like 3:20. So instead of being good stewards of animals in the care of our community, you want the community to provide a place for children to go, while thier parents do nothing but sit and watch novelas or talk on the phone leaving the parenting of their children to the community as well, and that's okay with you. Talk about shameful. It is my understanding the children already have a rec area including a BBall Court, etc, just that it is outside and you all want A/C for them and that's is the only reason. Hmmm Comical at best. If everyone took care of their responsibilities themselves, there would be no discussion nor anyone for you to point fingers at for not getting a raise. It is not the county taxpayer's responsibility to afford any employee a certain lifestyle through wages. If you can't live within the pay structure of your job, then get a better paying job. Blaming other's for your lack of willingness to find another job, does not make a case for your angst against everyone else. You have that choice (to leave), animals don't have choices. No one in animal advocacy seeks to take money from any children services and to imply such, shows just how ignorant you are on the subject of animal advocacy.

You Mam, 5:35 are just upset that the Brownsvile Animal shelter that is run with taxpayer's money is not run the way you want it run. You probably don't even offer to volunteer to help at the shelter to take care of these animals under their control because you can't do it the way you want.

Horacio Zamora knew that he could get voted out and thus it happened. Now, like a big boy he needs to go out and look for a job. The tit dried up and now like the rest of the people who got voted out or released by incoming elected positions NEED to go out and find a job.

Zamora is the biggest worthless arrogant individual I ever known in law enforcement. I was so glad to see that Pete took that SOB out of office. I been in law enforcement for many years and indivivduals like this are what makes LE a bad place to be. Him and few others in the county need to go, like maybe the Reyna Brothers and maybe one other arrogant Constable in Los Fresnos. They seem to think that everything surrounds them and that they are a Gift From God when it comes to LE! People wake-up.....its time for a change!

I knew Zamora as a sergeant at the Port Isabel Police Dept. Yuck! He's a poster boy for South Texas bad cop: lazy, unintelligent, duplicitous, dishonest -- stay away. Only his family connections keep him alive.
