SIMPLE MATH BEHIND UNITED BROWNSVILLE SHADOW GOVERNMENT

The late Cameron County commissioner from San Benito Dolph Thomae used to say that he, as a country boy, didn't need to learn any math, algebra or learn the quadratic equation to govern.
"We country boys know how to count to three," he would smirk, stating the obvious that all he needed to have on the five-member county commissioners court was a simple majority of three.
On the Brownsville City Commission the math isn't that much more complicated. There are seven members on the commission. It takes four votes to make a majority and impose their will.
If you have Mayor Tony Martinez, Commissioner At-Large-B Rose Gowen, District 4 commissioner John Villarreal and  At-Large A Commissioner Estela Chavez-Vasquez all voting the same (which they always do), you have a majority.
Why does this matter?
Because these four city commission members are also on the United Brownsville board, a public-funded shadow government imposed upon the city by IBC banker President Fred Rusteberg, master manipulator Carlos Marin, and UT-Brownsville President Julieta Garcia, no slouch at deception either. No one, by the way, elects Rusteberg, Marin or Garcia.
Yet, what these puppet masters and their self-appointed United Brownsville board decide at their meetings is what goes in the city. With a majority of the city commission on board, it really doesn't matter what the other three votes on the commission decide. It's a done deal.
And there, dear reader, is the nut of the matter.
This self-interest group has been given free rein in the city to decide its destiny regardless of who the voters elect into office. It's the tail wagging the dog.
Is this what we want? Why have city elections then?
\Villarreal is the United Brownsville co-chair along with Rusteberg and former banker (now a UTB vice president) Irv Downing. Mayor Martinez is also a member. Gowen is also a United Brownsville member.
But the ties go deeper.
Gowen is hired by Su Clinica Familiar as a physician which is managed by Dr. Elena Marin, wife of United Brownsville's mastermind Carlos Marin.
It's director of Operations in none other than Oscar Garcia Jr., UTB president Juliet Garcia. Portillo is a relative newcomer, but is no stranger from feeding off the public trough because she was an executive secretary for United Brownsville.  Portillo was employed with United Brownsville as the Special Assistant to the Executive Director from January 25, 2012 to October 5, 2012 and her grossed salary earnings were $28,103.33 during that time, about $3,000 a month.
We say relative newcomer because she was picked by Martinez and the United Brownsville bunch to solidify their stranglehold on the city's finances even though she has never voted in a municipal election in her life. Her contribution list (including the corporate contributions) total $25,000 for the March 1-April 11 period. The Big Money boys want her in.
But they should have kept a closer eye on her since she's still uninitiated in the hurly-burly world of local poliltics and committed a no-no and reported on her expense report that indicate she took money (and spent it) from corporations, a third-degree felony.
Martinez, Villarreal, Gowen, Marin and Garcia have taken Thomae's dictum to a new high. They not only can count to four, but have put a firm down payment on all seven.

Wouldn't their meeting together like that be a violation of the Texas Open Meetings Act, if they are gathered at an unofficial meeting, which constituted a "walking quorum?" Wouldn't it require conformity with the Open Meetings Act, as far as posting their agendas, etc.? Do they post their Agendas? Is the public allowed to attend these meetings?

Brownsville seems like the state of Michigan, where people (United Brownsville) who were not elected or accountable to the public decide what is best for us. Why have city commissioners and mayor?

Sounds like some CIA operative mission, special ops, inthis case to screw over the brownsville taxpayers, get monies and so we (our gang) can hire a few of our fellow freinds to do this work, what is the mission-vision of this united brownsville other than creat jobs for a few of their compadres? you alreday have a n edc, chambero of commerce vistors bureau etc etc etc? what or why one more non profit to squezze more taxpayers monies from the turnips? Too much govt intervention i say and us folks need to put a stop to this cancer.

All Brownsville elected officials are in somebody's pocket. Being in United Brownsville's pocket is no worse than the others.

I could get upset about this so called "shadow government", if any elected official worked for the people instead of special interests, friends, family and compadres.

The other don't always vote with the Mayor Tony Martinez on issues that don't make money. They vote different when it comes to awarding money to a non profit and maybe Toney feels ALL the money should go to his non profit. Then he might give them a hard time to present a smoke screen that they are not agreeing all the time. Wink wink. They are a bunch of wolves dressed in sheep cloting. This is why people don't vote because these a holes get elected through their schemes and shenanigans.

I believe you can find in Texas statutes that an entity that receives it's money from public taxing entities, falls under the open meetings and open records act, just as the city or pub or the other contributors. Maybe you can look into it.

Mayor martinez, so how much did make on that overspending that occured at the brownsville sports park? FGown is on that 4b who spent all that money and oh i just rememeber that comm chafas or chavez is on that board too, oh so no wonder no one has really seen the truth behind that fiasco its all inthe shadow governemtn we the common folks dont need to know or see or reaf, its way too dangerous. but i will remember it when i go to vote. no accountablity, no resposibility etc etc etc ms

You would think that any United Brownsville issue before the city commission would require that members of the United Brownsville board on the commission would be required to recuse themselves from the vote. Of course, that would require legal action that will not take place....unless it is a former Harlingen commissioner that the DA couldn't successfully prosecute.

Brownsville is all fucked up. I can say this because I was born here and I live here. I do not work here because I could not find employment here. That sucks! The good
taxpaying hardworking people of Brownsville do not have the ear of our elected officials. That sucks! Our politicians vote as they see fit instead of as the people want. They don't even ask their constituents , they make decisions and spend as they see fit to benefit themselves or their friends. That sucks! There are no checks and balances. Who watches the watchers ? No one but themselves. That sucks!!! Brownsville sucks!!! Re-elect no one!!!

United Brownsville is just the latest aberration with a few newbies now and then that have glommed on to be part of the scam du jour.

The big question is, Which is the "shadow government"....the city commission or United Brownsville???? Is Mayor Martinez and the Commission doing the bidding for United Brownsville???
I think that being on both boards opens many doors for conflict of interest concerns....especially in city commission voting and appropriations. Maybe we should have the Texas Rangers investigate the overlap of these two organizations made up of the same people. If Ms. Portillo can't accept money from her own corporation, why should United Brownsville be funded by public corporations like the City, BISD, PUB, and BND?????

carlos marin y su compania manejan UNITED BROWNSVILLE,y hasta la fecha no han dado un reporte de que se ha ganado.ojala y no salgan que ellos son los que trajieron space x to brownsville,no hay que olvidar que unos profesores de la universidad fueron los que empezaron con este proyecto,y ahora andan un chingo de jente levantandose el cuello como el alcalde.la mayoria de los contratos de la cuidad,condado,puerto se los dan a AMBIOTEC,cia de marin este chaparro es corrupto,da chingos de lana a oficiales que trabajan en estas entidades.
