JULIETA MISSING IN ACTION IN UTB TUITION HIKE REQUEST

Like the consummate bureaucratic infighter and manipulator she has grown to be, University of Texas at Brownsville President Julieta Garcia knows when to make herself scarce.
She will grace the pages of the media lapdog Brownsville Herald when she is named by the hapless editors of CNN Moneywatch as one of the 50 greatest world leaders.
She will gush and wax poetic while she tries to put on a good face on the establishment of the new UTRGV university to end all universities.
She will pose and preen herself besides Chancellor Francisco Cigarroa and  the UT Regents. She will hobnob with Gov. Rick Perry, State Senator Eddie Lucio Jr., State Rep. Rene Oliveira and the flim-flam crowd of United Brownsville such as IBC President Fred Rusteberg, Mayor Tony Martinez, and the like.
But lo and behold!, when the announcement that the UTB was going to go to the UT System to petition for a 7 percent tuition hike for local students, she is nowhere to be found in the news columns.
Instead, she sends out her vice president for Business Affairs Rosemary Martinez to face the heat over the proposed hike.
Martinez, who has remained faithful to Garcia since she brought her over from being the Cameron County auditor, is beholden to fall down on the sword for Garcia. But even the long-suffering Martinez could not put on a good face on a bad move.
The seven percent increase in tuition would hike the cost of 15 hours from $2,964 to $3,179, an increase of $215 for each student.
The move took UT System spokeswoman Jenny LaCoste by surprise. LaCoste said that the policy of the regents has been to encourage system campuses to lower tuition, not to increase it.
"In fact, the Board of Regents has held the line against tuition increases amid rising costs and repeatedly urged that institutions find savings, undertake efficiencies and other measures rather than seeking to raise tuition rates," she told the local daily.
In fact, LaCoste pointed out, the regents allotted $16 million in 2013 to prevent the 2.6 percent tuition increase requested by UTB so that it resulted in only a .2 percent hike.
The move by Garcia to propose the hike must indicate that she is going to miss the annual $55 million "transfer" of funds that were required from the Southmost College District under the "partnership."
Over the course of the 22-year abusive relationship between UTB and TSC, annual "transfers" amounted to more than $1 billion. In fact, Garcia is currently drawing a $340,000 annual salary plus perks.
Perhaps this would be one of the "perks" that could be eliminated by UTB to make do with the funds they get from the state without hiking the tuition for students.
As it is, the tuition reductions by the TSC board has lopped off $1,000 from a semester's tuition, making classes at TSC cost one-third of what UTB is charging. If you take into consideration that currently the same teachers are teaching the same basic requirements to UTB and TSC students at one-third the cost, does it really make any sense for a freshman to attend Garcia's UTB?
Those are the questions that should have been asked of Garcia.
However, she probably won;t make a public appearance until she is nominated for sainthood by her buddy Da Mayor at the Vatican. Until then, she will probably remain ensconced until the wrath of the students and their parents blows over.

Texas State Board of Education member Ruben Cortez says he'll propose a vote to decide whether to create a statewide Mexican-American studies course at the agency's meeting next month.

If passed, the measure would mark a major victory for Latino education activists who have pressed for a public school curriculum more reflective of their state's majority-Hispanic student body.

"This is it -- we've been inching our way to a vote," Cortez told The Huffington Post. "Just the mere fact that we're going to have a vote is historic."

The group Librotraficante, formed in 2012 to protest the banning of the Tucson Mexican-American studies program, started calling last year for the Texas SBOE to include a dual-credit Mexican-American studies course when the state agency took up the question of new course design.

The idea appealed to Cortez, a Democrat from the Rio Grande Valley who says too many Mexican-Americans go through their public school educations without learning about the achievements of Hispanic heroes.

"Texas used to be Mexico," Cortez said. "So why not? What's the harm in it? We develop it, we create it, it's aligned with the Texas Essential Knowledge and Skills, as required by law ... We're not mandating anything. We're just making it easier for school districts to offer it if they want."

Why are you surprised? The REAL president garcia of the local university has been throwing anything Brownsville under so many buses the Brownsville Urban System has had to borrow some from BISD. First she tripled TSC tuition to fund a bloated organization and high flying lifestyle for her continuous tour of the world, then she stuck the TSC district taxpayers with twenty years of debt on extravagant monuments that belonged in Austin, not on the poorest community in the US, then she joined in the rape of UTB by fawning over her buddy Francisco at the legislature last year as UTB was turned over to her other buddy Nelson at UTPA...and so on and so on. She has traded anything not nailed down for her personal vanity. Wait to you see the platinum parachute she arranges for her exit from the Titanic and what kleenex tissues she leaves for the crew and passengers. But the faculty could never get a fair wage. To us she said "Let them eat mulletes, pendejos! Que lastima. Stabbed in the back by one of our own. No, I am not surprised by the new tuition increase. I expected it. There's still blood to be squeezed out of us. When it is all gone, she will leave. i wonder what that says about the other 49 on that list.

Everything said about Garcia and UTB is true, but TSC is not very good, as community colleges go. The tuition is lower, but my oh my, how shoddy is everything else about TSC.

How is a tuition hike stealing? Again, you guys don't know what the hell you're talking about. You want to know what stealing is? Stealing are the millions of dollars in Pell Grants UTB students get to pay for school and then don't graduate and end up on welfare any damn way. Stealing are the millions taxpayers spend subsidizing the education of people who graduate with Art degrees and end up working at Starbucks demanding "living" wages. That's stealing. That's what you should be outraged about. Enough of taxpayers paying for everyone to go to college. Like when a business owner goes to the bank to ask for a loan, students should present a plan for their education and we need to make sure they will graduate and become useful members of society instead of a drain.

Julieta has always hidden when the bad news is passed out at UTB, and "must" be the only voice and face of UTB in its public relations. Julieta is a pro at promoting herself and she is aided well by Letty Fernandez, who has been loyal to a fault to Julieta. Julieta/Juliet/Julie is a bitch practicing the management style she learned from Mary Rose Kardenas. She is not a leader and her management style is clearly authoritarian and self-promoting. She has a loyal following, just like Jim Jones or Joe Carol on the TV show "The Following". Julieta sees herself as the only person with a brain in any room she is in and doesn't hesitate to cut people from her flock if then are critical or don't agree with her. Just ask the UTB faculty members who now find out that she sold them out to UT-System and their tenure may not be recognized by the new UT-RGV.

Tony and Julieta have egos that are so gigantic and insationable that they believe that anything that is good for them, is good for the community. That's a bunch of "crapola"....but indicative of their "royal" perceptions of themselves. They live in their little worlds that are very distant from the reality in which the rest of us live. It is too bad for this community and every day that Tony and Julieta and their cronies manage the directions of the city, the faster we swirl down the proverbial toilet.

They wouldn't have to increase tuition by 7 percent if they abolished the athletics program for the last year of UTB. That would save students $75 a semester in fees.
