STATE TERMINATES GBIC FOR NOT FILING REPORTS

The Greater Brownsville Incentives Corporation has been operating since last Nov. 14 without authority from the State of Texas, according to correspondence between it and the Texas Secretary of State.
In a letter dated Nov. 14, 2013, GBIC was notified by the Texas Secretary of State's Reports Unit's Business and Public Filings Division that "the corporation's right to conduct affairs has been forfeited...for failing to file the report. The corporation's right to conduct affairs may be revived by submitting the...report. It should be completed and received by this office on or before March 14, 2014."
And the letter continued warning the GBIC that "failure to file the periodic report when due could ultimately result in the involuntary termination of the domestic corporation or the revocation of the foreign corporation."
Then, on March 21, the same unit notified the GBIC attorney of record (Brian Janis?) that it had reached several findings. Among these were:
1. That the corporation is required to file the periodic report
2. That the corporation has failed to file the periodic report prescribed by law when the same has become due
3. That the corporation has forfeited its right to conduct affairs in this state for failure to file said report
4. That the corporation was mailed notice of said forfeiture following a period of not less than thirty (30) days of the requirement to file said report and simultaneously therewith was give an additional period of not less than one hundred and twenty (120) days to correct the inadequacy
5. That the corporation has failed prior to this action to correct the neglect, omission or delinquency
"It is therefore ordered, a prescribed by Title 2, Section 22.364 of the Texas Business Organization Code, that the domestic corporation be terminated without judicial ascertainment.
The letter bears the signature of Nandita Berry, the Texas Secretary of State.
According to the GBIC's website, the GBIC has met five times since the Secretary of State notified them that they had forfeited the right to conduct affairs in the State of Texas. Among some of the items handled in the Nov. 21 meeting were the payment of incentives to VIDA and the RGV Lead (formerly Tech Prep), among other items including meeting in executive session.
The Dec. 19 meeting was cancelled due to a lack of a quorum.
The Jan. 23 meeting also included payments to Vida and RGV Lead, discussion on Projects A, B, and the discussion of executive session items.
On Feb. 25, the board dealt with the above-mentioned projects and also Retail Coach as well as discussing items in executive session. During that meeting, the board discussed the return of the organization exempt from income tax prepared by finance director Lupe Granado.
The March 20 meeting – four months after it had forfeited the right to conduct business – was postponed until March 31. AT that meeting, the board continued payments to VIDA and RGV Lead and considered three other projects (A,B, and C)) and met in executive session as well.
The board of directors of the GBIC include Sandra Langley - President, David Betancourt, Ed SikesAl Villarreal, and city commissioner Jessica Tetreau-Kalifa.
Betancourt is the Cameron County Treasurer.
The GBIC administrative staff includes Jason Hilts, President/CEO, Gilbert Salinas, Executive Vice President, Lizzy de la Garza Putegnat, Director of Business Retention & Expansion.
The GBIC's attorney – at $5,000 a month – is city contract attorney Marc Sossi. Could it be that Sossi dropped the ball again on this one.
 And further, were all the actions (including payments, contracts, etc) be null and void since the GBIC had forfeited its right to conduct affairs in the State of Texas?

It's been a scam operation all this time ; the shyster lawyer has been collecting 5 grand a month for doing absolutely nothing. This is a "legal" pay - out for bribe fees.

Can't this city do anything right??? We hire attorneys who don't seem to be able to do anything except collect their salaries...they can't be trusted. The we have a board of offials who obviously like giving tax dollars away, but can't accept the responsibility of operating the GBIC. And having the County Treasurer (an uneeded position anyway)seems to discredit him. And the city clearly has no oversight of that group. Who do they answer to; obviously no one.

We should all "give a shit" when the city wastes tax dollars. Perhaps the "Anonymous" who doesn't "give a shit" pays no taxes. Maybe David Betancourt wrote that input.

The wheel is in motion and the tax payers are not going to take it anymore. Slowly the citizens are getting rid of all the corrupted officials. The Hernandezes are gone forever, they will not get up from this final blow. The people need to make sure that Sylvia Garza Perez is not elected and even if she loses her bid, Sylvia might still get away scot free if Joe Rivera wins. Heaven Forbid Joe Rivera is elected county judge, Sylvia Garza Perez will automatically become the countys human resource director. Lets erradicate corruption from the root and make sure that team dynamic duo of evil, Joe Rivera and Sylvia Garza Perez, do not get elected to power. Just remember, these group are the Hernandezes puppets and slowly the Hernandes will end up back in the county payroll one way or another.
