4 YEARS AGO MARTINEZ PROMISED; NO CODE OF ETHICS, BROWNTOWN ABOUT PAR WITH SAN BENE IN THAT SENSE

Remember the first meeting that Da Mayor Tony Martinez attended oh! so many years ago?
At the time, he made it a point to appoint city contract attorney (and ethically-challenged) Mark Sossi to draft a code of ehtics for the city.
You see, Martinez is the scion of the Brownsville Catholic hierarchy just a priest's robe length behind Bishop Daniel Flores. He is also the benefactor of the Guadalupe Middle School and his late son was a Jesuit priest in Houston running an inner-city academy for Catholic kids.
He even took his communion from him in his private chapel in his home on Palm Boulevard. How could you not beleive him? He has his religious bona fides.
Well, four years later and much water under the bridge, the unbelievable has to be believed. Ther is no code of ethics and there is none in sight.
During that time, Sossi has gotten into some hot water with a couple of malpractice suits and weasel-worded the planned "conveyance" of Lincoln Park to the Univeristy for a piddling $6.5 million when the land was appraised at three or four times that price, among other pecadilloes.
He also teamed up with Martinez to take away a parcel of land the city had donated to the Texas Southmost College for the seed real estate to establish a botany department, only to demand that the college hand over several properties in return for keeping what had originally been donated them by the city.
Well, it seems that Brownsville may not be the only city that has been victims of bait-and-switch maneuver by local politicians over a code of ethincs. We have been told that San Benito, just up U.S. 77 has had the same thing happen.
Apparently, a code was actually written under then-mayor Joe Hernandez and was allowed to languish without actually being accpeted by the city commission there.
Well, at least there was something done.
But isn't it funny how a small city like South Padre Island can come up with one and implement it in a New York minute while it has taken a great cosmopolitan center like Brownsville more than four years without anything to show for it?

It was secretly revealed by the (NSA) Naco Security Agency , that Da Mayor and Torquemada are first cousins by a shot-gun wedding that took place behind the "Barrel House" years ago. That's why he employs many disguises to fool the Naco populace in Nacoville. Thank the gods that us Nacos live in bliss and merriment and that includes Wine, Women, and Song. Sometimes a little singing.

The one taxed with developing the code of ethics was Estela Chavez Vasquez. She showed up to the first committee meeting and that was it.

It's been 3yrs for SAN BENITO and no CODE of ETHICS. THEY ALL JUST WANT YO RUN LAWLESS. THE ASSISTANT CHIEF WAS CAUGHT LYING UNDER OATH. NOTHING WAS DONE. MR. MONTOYA CHECK IT OUT.

Ask Estela Chavez about it. She was put in charge of it but never finished it.

Da Mayor was used as a sub scientist at the Iran atomic Conference because of his hairdo resemblance to Dr. Moniz coiffure. Dr. Moniz is the MIT scientist on atomic fusion. Da Mayor was advised to keep his trap shut until Dr. Muniz (Moniz) returned from his crapper break . It worked and the conference was a success. Da Mayor was awarded the GED medal of merit for his great contribution to world peace .
