AFTER ARREST, CITY INSPECTIONS AND PERMITS FORTHCOMING

By Juan Montoya
Just a few days after applicants for occupancy permits before the City of Brownsville Building Department complained that a member of the staff was taking bribes in return for facilitating the approval of their applications, Jaime Alberto Buentello, a Commercial Plans Examiner has been charged with two felony and three misdemeanor charges.
Buentello was charged with bribery, a second-degree felony and Theft, a state jail felony. Other charges include two Class A misdemeanor charges of tampering with government documents, and abuse of official capacity .
Buentello turned himself  himself in this morning to face the charges. At least one – maybe two – applicants for the permits have said that part of the fees charged by Buentello was a $1,000 "consulting" fee to expedite the permit process.
At the same time, we understand that many applicants who have had their application for occupation permits languish at that department have been approached by members of the staff under director Evaristo Gamez to inquire whether there's anything that they can do to get them their permits.
In one case, we have learned that Gamez personally invited an applicant whose permit had been denied for at least three months and bought him dinner to see how he could help. Then, as if by a miracle, the long-south permit was issued to the applicant this Monday.
"It seems like they are going through all the permits that had been delayed and are trying to clear up their waiting list," said the relative of one applicant who was contacted.
Apparently, the list has a good many names on it since Gamez and his staff are trying to whittle it down before too much time passes.
We first reported that Buentello was being investigated after an applicant complained that he had paid $3,500 for a commercial permit and still had been denied. This was followed by a second complaint where the applicant said he had paid him $2,500 for the permit and another $1,000 for "consulting" and seven months later no permit was forthcoming.

WILL BUENTELLO BE THE SCAPEGOAT?

He got caught with his hand in the mordida jar. There are many, many more that do the same or worse. It is a Mexican thang!

It's hard to do business in Brownsville. I too had problems in getting a permit. This was 20 years ago. I refused to pay a bribe (although a bribe was not directly asked for, but strongly implied). My workers told me a $100 bill would grease the wheels downtown. When I complained to Pete Benavides I got a call the following day from Larry Brown. I was invited downtown for a meeting. Soon after I received my permit. Soon after that Mr. Benavides visited my business and let it be known his campaign for reelection was seeking funds. I gave him $250 in cash. So the moral of this story is: If you are going to do business in Brownsville you must pay a bribe to either a low level city official or make a campaign contribution to a politician. Politicians are more expensive.

As Dr. Tony Zaveletta says, "Corrupiion is a part of the Mexican culture and we should just accept it." And for sure, this arrest is only the tip of the corruption "iceberg" in Brownsviile and Cameron County.

Corruption Everywhere!

Recently a friend of mine constructed a new home. He went to the local electrical company to apply for his temporary electrical meter for the purpose of the construction of the home. He paid for the services and was told that a temporary electrical meter would be installed at the construction site in a few days. Within two days his construction site had electricity because the meter was installed within that short period of time. A few days later, he was having a conversation with the electrician at the construction site when a local electrical company truck drove up to the site. The electrician told him not to follow him and the electrician went on to meet the local electrical company worker who stayed in the truck. Weeks later, my friend learned that the local electrical company worker had gone to the construction site to be paid by the electrician for installing the temporary electrical meter in such a short period of time without having to wait for a longer period of time for the installation of the meter. For the electrician, time is money and having to wait for the installation of the meter is time wasted and no money to be made. The local electrical company workers will take there time installing the temporary electrical meters if they are not compensated by the construction electricians during the construction. Local electrical company workers know that the construction electricians will pay in order for the temporary electrical meters to be install as soon possible after the application and services are paid by the construction owner at the local electrical company office. We would think that such things only happen in Mexico and not in this town. Juan please advise those administrators of public utilities to keep the proper management of their companies and to stop the corruption that is going on within their system.

Corruption does not exist in a vacuum, there have to be many others involved for it to exist.

Some 12 years ago I was refused planning permission EVEN BEFORE I APPLIED. Ralph the Wannabe Rockerfeller said he had the planning department in his pocket. And as I did not given him the contract to do work on the building as he was $250k more than the next person, he stated I would never get planning permition. Welcome to Consville on the Border by the sea.

And I found out that the city "inspectors" don't even have a licence to do inspections, they are there because of compadrismo...Shame on them...the building inspector don't even have a licence for a/c nor any other licences like to be inspecting new buildings...
