It was April 2014, just months after the City of Brownsville, the Public Utilities Board, the Port of Brownsville and the Greater Brownsville Incentives Corporation had dished out $454,000 to Robin McCaffrey for a so-called Greater Brownsville Infrastructure & Development Plan.
That plan was made to order by United Brownsville Executive Director Mike Gonzalez, the former mayor of Kyle, Texas. McCaffrey is the same person who worked on the City of Kyle Comprehensive Master Plan, under the name of Mesa.
Previously, Ambiotec part owner (and United Brownsville architect) Carlos Marin had convinced the City of Brownsville to dish out more than $1 million to put together the Imagine Brownsville plan from which the United Brownsville shadow government was spawned.
In the $454,000 McCaffrey plan, he recommended that the funding "sponsors" order at least two more "Sons of the Master Comprehensive Plan" to identify funding under a "Small Groups Plans."
These "Sons-of-Imagine Brownsville plans," were estimated to cost about $700,000.
Oscar Garcia Jr. – former UTB President Julieta Garcia 's son – was then on the PUB board and immediately jumped ship to go after the $700,000 in loot recommended by "The Plan."
He latched on to Jacobs Engineering and made the only application considered fro the first phase of the planning.
Dutifully, Greater Brownsville Incentives Corporation President David Betancourt and city commissioner Jessica Tetreau-Kalifa voted to approve his proposal and gave him $185,000 to prime the pump for the $500,000 left. However, after the public learned that Garcia The Younger's so-called "Small Groups Plan" consisted of 100 pages, half of them Xeroxed copies of index notes taken during a meeting with some "stakeholders," they flinched at his next proposal for the rest of the $700,000.
In fact, the way the proposal is worded in the intial negotiations between Brownsville Economic Development Council chief Jason Hilts and Jacobs, the birth of the "Sons of Master Comprehensive Plans" was inevitable once the gravy train got rolling. Betancourt and Tereau-Kalifa – now with Al Villarreal and Ed Sikes out of the picture – were their aces in the hole.
But even they got gun shy about the amounts of cash involved to pay for the dubious plan and the "sons of plan."
Under the Jacobs proposal, they envisioned getting the full $700,000, if not more (See graphic.)
It is highly doubtful that the Greater Brownsville Incentives Corporation will take the bait from Garcia Jr (Jacobs Project Manager) for the rest of the $500,000 they want. But these people have a way of going back to the Betancourt-Tetreau well in search of a big payday.
But now that Tetreau has been made president of the GBIC and has been joined by commissioners Cesar de Leon and Deborah Portillo with John Cowen as Secretary-Treasurer, things may not be so easy as Garcia Jr. envisioned.
Betancourt is no longer president, but will continue as a member of the board. Will Garcia The Younger and Godfather Marin try for the $500,000 under this new bunch?

Mchale lives in an apartment off Paredes Line Road, Weightman lives in a nondescript house on Ripple Creek Street, Barton in a trailer park and Juan lives with his mother. I don't know what that says about their blogs, other than they are working class heroes.

Well, an easy test of the honesty of new group. A vote to pay will prove they are already corrupted. Everyone knows Garcia can't do real work. He lives on favors and "relationships"😉😉. Hey, FBI, follow the money!!!
