IT WILL BE BROWTOWN FIRE CHIEF CARLOS ELIZONDO MONDAY

You have Tel-a-Woman, Telephone, and then you have tell a fireman.
In the case of the woman, the reasoning goes that once you tell one something, the network knows almost immediately. In the case of firemen, the rumors spread like wildfire.
Even before the 4 p.m. Monday announcement where the City of Brownsville administration will name Carlos Elizondo as the new chief of the Brownsville Fire Department, the new boss was already taking charge this Sunday.
Sources close to the city manager's office say that Elizondo's selection from among three finalists will be held at 224 East 5th Street at 4 p.m. Monday. The go-between the department and the administration was said to be Asst. City Manager Rachel Figeroa.
Elizondo's choice as chief came despite widespread dissent among the rank-and-file firefighters and a campaign against him which including digging up several instances where he was accused of verbal assault and of having "someone" change his captain's examination grades from 69 to 71.
The former director of police and firemen civil service examinations resigned after the event which resulted in a lawsuit by Sacramento Diosdado who claimed the changes placed Elizondo above him in the promotion ladder. Elizondo's grades were later lowered to 69, the original grades posted on the exam results.
Some firefighters on Sunday reported that Elizondo called some of the members of the told Pipes and Drum Corps of the department and told them to dress up and attend an unspecificed event on Monday at the 224 E. Fifth address. Specifically, he called Desi Tristan, who protested that he could not attend because he would be on duty at the time. Elizondo reportedly told Tristan that he did not have to worry because he was going to be named chief anyway. No one could say what the nature of the event where the corps were sent.
However, when we visited the address we were surprised to find a parking lot restricted to vehicles with permits from Texas Southmost College. (See graphic)
But across St. Francis Street, the house on the corner (504 East St. Francis Street, the old Celaya House) belongs to none other than to Gilberto Hinojosa, the former county judge and now chairman of the Texas Democratic Party. When Hinojosa hosts get-togethers, it is customarily used for parking for the attendees. With Hinojosa supporting former Brownsville mayor Eddie Trevino for county judge over Dan Sanchez, it is easy to see that Elizondo's searing-in quickly takes on a very political nature.
There's a problem with that. The pipes and drum group is one restricted to events dealing with the rank and file like funerals and parades. How the swearing in to a directorship of a department who is now part of management qualifies for that courtesy has many people puzzled.  
Meanwhile, the choice of Elizondo as chief despite the fact that he is the current president of the International Association of Firefighters-Local 970, has many thinking that the city administration selected him to assist the city in the ongoing negotiations with the union. Since he was personally involved in the contract negotiations, some members feel that he was chosen by the city to counter the union strategy to continue the "me-too" clause that forces the city to match raises and salaries to those that it grants the police.
The courts have upheld the implementation of that clause in the firefighters' labor contract and recently an appeals court ordered the city to pay some $2.1 million in back pay based on the justices' interpretation of the clause in the contract.
"What better negotiator could you have when you're dealing with the union than their former negotiator?," asked one. "He knows every detail of our negotiating position. It's as if the city had a fly on the wall during our deliberations.”
Joseph Horn, who served as interim chief after the retirement of Lenny Perez who left for Pharr to be fire chief, was said to have been against Elizondo’s selection as chief. Horn left the department
Friday citing a “hostile work environment.”

A wildfire will rage within the BFD. Mark my words. Many firefighters hate Carlos Elizondo. They know he tried to cheat his way up the ranks. It was a very Mexican thing to do, but they still hate him. The sale of water hoses at Home Depot will soar when the firemen go on strike, It will be a long, hot summer, is what I hear.

He will address the EMS shortage by stealing the non emergency transfers from the city budget. He has already been arrested for stealing. He has interest in a local EMS company already making transfers against City Ordinance.

Carlos' selection by the city for this position is a practical demonstration of the political padrismo that continues to plague us. No one questions Lenny's well documented incompetence, but in Carlos' case, it is evident that he has consistently colored outside the lines and taken care of number 1 first. He is yet another testimony to why the country continues to look to Brownsville for politics as practiced in the worst of the 19th century. We have many brave and effective firefighters in our community, they deserve better.

It is obvious this inormation, most of it fabricated, was leaked by one of the handful of disgrunted fire department personnel. These individuals have repeatedly attempted to sabotage Mr. Elizondo's bid to become the next fire chief. Gosh, they filed assault charges against him ( by the way the accusser physically assaulted Mr. Elizondo by grabbing him on two occassions at a recent union meeting but Mr. Elizondo opted NOT to file a complaint), they have slandered his character, and most recently used mudslinging tactics in a desperate attempt to disqualify him from consideration for the vacant chief position. Further, as for the pipes & drums being called by him to dress up and attend an unspeciefied event...that is a complete and blatant lie. As I understand, Mr. Tristan is the point of contact for the pipes & drums and he would not have had any objections performing at an important event such as a swearing in ceromony for the next fire chief. The pipes & drums would have played at this ceremony regardless of who was named fire chief. As for Interim Chief Horn retiring noting a "hostile work environment".....he is no dummy. He was notified he was no longer in consideration for the chief position. As a result, he elected to retire so he can retire at "chief pay" since that was the last position he held on an interim basis, thus inflating his monthly retirement pension. To think that all this turmoil and conflict has been created by about five (5) disgruntled fire department employees (you know who you are). That's roughly about 3% of a department consisting of an estimated 180 personnel. Numbers don't lie. They definetly do NOT speak for the majority of that department. People wanted change for years and if Mr. Elizondo is sworn in as the next fire chief positive change is coming in the very near future. Gentlemen, its time to put your big boy pants on, rid yourselves of personal agendas, swallow your pride and hatred and support your next fire chief.

Tax payer's of The City of Brownsville if Carlos could not even pass a test why would we think that he can be smart enough to run the Department. Oh I forgot he will put his people to run it for him. I'm just observing from outside the box but this little character by the name of Carlos Elizondo is going to cost the city many lawsuits. I'm reading that he has a record theft felony, cheating on a civil service test and assault charges, not a good combination to have him in charge of a fire department. Just a recommendation to any or all candidates that applied for chief and were bypassed for minor infractions like speeding tickets or any type of felony record, can now have a field day suing the city. If Mr. Elizondo is the finalist the remaining two candidates can also sue, for this gentleman is getting rewarded the position of Chief for being a criminal. Mayor, Commissioners and Mr. city manager Cabler, all of you will be held responsible for creating unneeded litigation. To the person that got assaulted by Mr. Elizondo, I recommend you hire an attorney for you're practically going to own the fire department in lawsuits. To bad my tax dollars are going to be used to award these lawsuits only because the city manager Mr. Charlie Cabler does not have the foresight to make an intelligent decision for Brownsville.

Have you seen a record theft felony to his name or are you going off of hearsay? I would think if it were true he wouldn't be able to have & maintain a concealed handgun permit, Texas Commission of Fire Protection fire fighter certification, paramedic certification, or nursing license. All of which he has. Also assualt charges he does not have....in a desperate attempt a certain firefighter filed a police complaint of assault but anybody can file boggus complaints to harm another. When the evidence is reviewed this case will get "no billed". This is yet another example of slander.
