ARE WE RULED BY A CADRE OF CHARLIE CABLER'S GOONS?

It is said that the culture of an organization is guided by the man on top.
In the case of the City of Brownsville, that man is city manager Charlie Cabler who was at the Brownsville Police Department for more than 35 years.
He was named  Assistant City Manager in 2002, and then served as Acting City Manager before being hired as City Manager on September 1, 2004.
Today, Cabler is earning $225,000 to serve the citizens of Brownsville.
There are few cities size of Brownsville in Texas, and even less in the rest of the United States, which are managed by a former cop. Urban planning and social planning are not his forte and to his credit, he makes no bones about it. The city commission has seen fit to provide Cabler with three Assistant City Managers. One, Pete Gonzalez, is the deputy city manager for Finance, Stephanie Reyes, who it is said Cabler did not want in his department, is also there. And professional city planner and a former city manager in West Texas, Ruth Ozuna, is there to lend some organizational professionalism to the crew.
One thing that Cabler probably already learned is that serving the public is a lot harder than using a rubber hose to wrest a confession from a suspect.
Just recently, this blog got a few reports of an encounter in the city manager's office when a well-known gadfly now in his 70s, went to see Cabler to voice his displeasure at the way the city's administrators across the board deal with the public and the public trust. The septuagenarian voiced his criticism about the scandal involving permit inspectors taking kickbacks for approving commercial projects and other issues that have given the city a bad name and driven away business.
The man was surprised (as were city staffers who saw or heard about it) when Cabler rose to his full height (six feet, something) and dared the old man to a fight.
"Can you imagine, Cabler challenging the old man who's probably a foot or so shorter and skinnier than him to fight?," asked a city employee in disbelief. "That's really not a very professional response from Charlie to criticism about city services."
"A lot of the departments in the city are run by bullies," said the elderly critic when asked about the incident between him and the city manager. "The example is set at the top and trickles down. If Cabler reacts that way to criticism, it's easy to see why the rest of the administrators think they can treat people any way they want."

We know Brownsville “politi-tricks.” If there’s a way to thumb one’s nose at the public and the truth, then there’s always someone willing to do it….if the price is right.
Beneath the surface of flummery and flippancy, one has to recognize that spending thousands of hours on regurgitated spew and amalgamated hearsay could have been orchestrated by “The Grinch” of Dr. Seuss cartoon fame. But in this case, the Whos down in Whoville will continue to forego accurate accounts of occurrences that never took place on social media in order to pay for higher internet rates, skyrocketing utility bills and Jhonny Jives’purile shakedowns.

This city prefers an ex-cop to a city manager with the appropriate education and/or experience. The city hires Charlie because; first he knows where all the skeletons are buried, and second, he clearly understands that he has been hired to do the bidding of the city commission and they don't want to be intimidated with a professional who knows what he/she is doing. Thus, instead of a city manager with academic qualifications, we pay Charlie too much and then hire three others to make sure Charlie doesn't step on his crank. Terrible city management and terrible waste of tax dollars. Thus, the city swirls down the toilet while other cities in the RGV move forward.

Look at Evaristo, learn from him. Quit, resign ,retire whatever u call ir, before you end up on the chopping block. If you leave now they won't investigate you keep your retirement, and you know the FBI don't give a .... about what happens in brownsville. You'll be off the hook.
