Jasso is from Brownsville. He's a former rugby player and coach, and he worked as a signals intelligence analyst for the Army and the National Security Agency in Germany and Britain for seven years, according to The New York Times. He now teaches in the sports science department of The Manchester College.
On Tuesday, the Greater Manchester police arrested the three men in the video on suspicion of disturbing the peace.
Manchester police posted a statement on Facebook on Thursday that said there has been an increase in the number of hate incidents over the last few days.
"While we cannot categorically say whether the increase is related to any particular event, I wish to make it absolutely clear that all hate crime is unacceptable and even a small increase is of concern to us," said the statement from Deputy Chief Constable Ian Pilling. "It is really important that we have an accurate picture of hate crime in Greater Manchester so that we can deal with it in the most effective way possible."
The three men in the video, ages 20, 18 and 16, have bailed out of jail.
The video begins with the three of them at the back of a tram filled with people. One of the men calls Jasso a "muppet" and yells at him to get off the tram.
"How old are you?" Jasso responds calmly.
Then the argument gets heated, and the British man calls Jasso an "[expletive] immigrant" and continues to demand that he leave the tram.
"You are extremely ignorant," Jasso says. "You're not very intelligent, do you know that?"
The three men then approach Jasso, and one of them flings beer from a bottle at Jasso. He approaches the men, but he's held back by other commuters who tell him "it's not worth it."
The men continue to shout racist taunts at Jasso, but at least one commuter stepped up to his defense.
"You're a disgrace," she says. "Absolute disgrace. You're a disgrace to England."
Jasso told Channel 4 news that the argument started when he asked the men to watch their language as there were children around.
"I could tell from other people's faces on the tram they didn't really appreciate the language they were using," Jasso told Channel 4. "So I thought I would step up and say something. It has obviously escalated to what it has now."
Since the incident, Jasso has received waves of support on social media, and one Twitter user dubbed him "Superjuan."

Saw this video on yahoo. The majority of the national and international comments over the video were "he is another monkey", "probably a terrorist", etc.
Truth is, there is a lot of racism around.
Didn't know he was a Brownsville native. I am proud of the way he handled himself. Which goes to show that some white people are IGNORANTS and SOME Brownsville people ARE educated and yes, some still live here.
Guy needs a go fund me account so he can pay for self defense classes. Had he grown up in Southmost those classes would have been free throughout his childhood. Obviously a sheltered brownsvillien.
