Even Ramiro Gonzalez, who just happened to be walking past it when we were there couldn't fathom the meaning. Is is a wellness thing? Or maybe a cardio exercise admonishment for city staff? Or maybe it's a motivational banner to make city staff realize how fortunate it is for them to have a job. Does anyone really know?)

If the supposed "artist" just wanted to be noticed, she could squat and take a crap in the middle of Elizabeth Street at high noon. That would get her noticed and be as much a work of art as this other pile of crap.
After she climbed the the wall, she touched the US ground and jumped up and praised the Lord? Upper image seems to be raising her hands towards creation, the fence in the middle represents the wall dividing Mexico and the U.S, bottom image is her kneeling on the ground after she climbed over the wall. That's my opinion, but then again I could be wrong.
