HARLINGEN — The former director of the Harlingen Convention and Visitors Bureau claims City Manager Dan Serna treated her “unfairly” amid a “hostile” work environment where she was “bullied” and a victim of sexism.
Melissa Landin, whom Serna fired in February for “insubordination or other disrespectful conduct,” makes her claims in a four-page letter the city released Friday.
Landin presented her letter, addressed to Human Resources Director Efren Fernandez, before she was fired Feb. 17.
The Texas Attorney General’s Office ordered the city release the letter to the Valley Morning Star because it was requested before the city became aware Landin could file a lawsuit.
Serna declined comment on the contents of the letter.
“I don’t comment on personnel matters,” Serna only said Friday.
Landin declined comment regarding any intention to file a lawsuit against the city.
“I have consulted with an attorney,” she wrote in her letter to the city. “I would prefer to not take that route and continue to remain focused on the work I do for the city.”
Landin served as executive director of the convention and visitors bureau, and was charged with promoting the city for tourism. She also worked as public information officer, serving as the city’s media liaison.
In her letter, Landin refers to a “chain of events (that) has created for a hostile working environment where I have felt bullied and treated unfairly.”
Landin claims Serna accused her of insubordination after she suggested other department directors rewrite reports whose information would be considered for Mayor Chris Boswell’s annual state of the city speech.

She never worked for city of brownsville and I am pretty sure her harlingen boss dan serna is a dude's name.
