This is to inform you that hearing several of San Benito Police Chief Michael Galvan’s recordings and sharing them with several members of the community, it is obvious that the Chief is a very disturbed individual.

There are no recordings that are police matters.
They demean members of the community, police officers and their wives. The comments are false. He then expects his men to support him. He violates policy and procedures. He has even lied to you. He has lied in mediation hearings. He has done so many illegal and unethical things and gotten away with them and feels above the law.
The worst part is thinking that he knows more than the the Cameron District Attorney, Ex-Mayor Celeste Sanchez and calls a respected Justice of the Peace (deceased) a drug mule and drug dealer advocate. He alleges that some police officers’ wives are swingers and promiscuous.
The Union has lost his trust. Some Commissioners have lost his trust. The public will be allowed to hear these recordings and a petition will be circulated and submitted to the mayor and commissioners.
Finally, you as the City Manager will have to explain your reluctance to reprimand this individual. This is almost identical to your experience in Jonestown. There is more damaging information, but will be produced as needed.

(P.S. The city manager has not disciplined Chief Galvan for his unethical conduct, but yet he was quick to demote the fire chief for some as of yet unstated reason. The citizens need help exposing the city manager's ill doings.)

These two guys have brought discredit on the Police Dept. and to the city doesn't the city commission see that not only are they the laughing stock to their peers but that this is a powder keg ready to blow up in their faces, they need to do something now!If they decide not to I'm afraid will be seeing several new faces come the next election and you can take that to the bank.

Of course, Mr. Cortez has no fear of lawsuits because he has a history of ignoring court cases ruled against him. He seems to believe that HE IS ABOVE THE LAW.

The mess in San Benito is easy to handle. All the mayor and commission need to do is listen to the chief's recordings. If there are violations of city policy, rules and regulations then take action.To easy.

To the Mayor and Commissioners what is it going to take to get rid of Chief Galvan? Just look at the number of good officers that have left the PD it's not for better jobs it's because u can't do ur job with Galvan as Chief. How many effing times do you have to be told that the recordings “illegally downloaded” from a PRIVATE SERVER at the SBPD are private and anybody in possession of said recordings are subject to prosecution for “possession of stolen property”.
Everyone in the city of San Benito is aware that you and your crony’s have been shopping snippets of these recordings to the San Benito News, the VMS, the Monitor, and all the RGV TV stations. They have all told you the same thing…. ”There is no story there!” The recordings were “legally recorded” as allowed by the State of Texas. No laws (federal or state) were broken.
The only two commissioners who have no confidence in the City Manager are your two buddies in the City Commission, Tony Gonzalez and Esteban Rodriguez. They voted against hiring the City Manager from the very beginning. There is no secret there. Everyone in San Benito knows it.
In regards to the “No Confidence Letter from the SBPD union”, of the few members of the SBPD who signed, the majority are out on long-term “Workers Comp” and want to keep it that way. Chief Galvan and the Administration want to put them back to work but they are against that; hence, their willingness to sign the letter.
Finally, the spelling and grammar by some of these San Bene commenters are, for lack of a better word, atrocious. The word is MORALE, not MORAL. The word is WONDER, not WOUNDER. The statement “Just look at the Firefighters their moral is at the highest level.” If what you are saying is that….their moral(e) is at the highest level?,,,, that means they are happy with high morale.
Please don't judge the rest of the San Bene residents by the illiteracy displayed here.

The citizens of San Benito should be grateful to have one of the best qualified Police Chiefs in the State or Texas working for that city.

Privacy and security are important to any office or business (public, government, or private). Each government office at the local, state, or federal level tries to balance the interest of consumer privacy with the requirements of open government. They try to ensure that they are protecting your privacy as best they can under the laws.
The information retained by a municipal government will not be disclosed to anybody simply by walking in and demanding to see the information.
The information will be released after the City receives an open records request and they are REQUIRED to disclose the information under the Public Information Act.
Just because the city is funded with taxpayer dollars does not mean that any citizen or city employee can download information and make it public. How would you feel if an employee downloaded your personal information from the Human Resources server and made it public just because the server was purchased with taxpayer dollars?
If you want information from the City, you submit a request for information by following established procedures. After legal review, the information may or may not be released depending on the confidentiality involved.
Get real Dude! City vehicles are purchased with tax payer dollars, why don’t you go take one for a ride. When caught, try using the excuse “I am a taxpayer and I paid for the city vehicle.” Good luck with that.
