CABLER "RETIREMENT" ?????: WHAT DID HE KNOW, AND WHEN

There will be a retirement party for former City of Brownsville  Manager Charlie Cabler today where city staff will gather to send him off to a very green pasture.

Image result for charlie cablerCabler, who will collect his 39 years of pension from the city, is also guaranteed 260 days of accrued paid leave totaling 260 days in accordance with the contract he signed way back when in 2007 with former mayor Eddie TreviƱo when he became city manager.

At a $220,000 annual salary, that makes for a pretty nice payout.

"I am respectfully requesting due compensation immediately in accordance with my employment contract...," Cabler wrote Mayor Tony Martinez and the city commission members.

How would you like to get a payout like that in a good day's work?

What is equally troubling is that fact that Cabler's name was embroiled in the ambulance steering scandal that has caught the eye of the Cameron County District Attorney's Office and the local office of the Asst. U.S. Attorney. His name surfaced in a city commission Audit and Oversight Committee report that he not only knew, but allowed a private ambulance company with links to former Brownsville Fire Dept. Chief Carlos Elizondo to operate in the city without a permit against city ordinances and which cost the city at least $62,000.

Then, in secret recordings taken by Elizondo of commissioner Cesar de Leon, the city commissioner is heard saying that Cabler's daughter had been overheard at local bar saying how Ernie Estrada, a former Asst. fire chief under Elizondo – with wide contacts with local building contractors – was doing an addition to Cabelr's house free of charge.

Estrada was a firefighter when Elizondo promoted him to assistant chief after the firefighters' union had knuckled under to the city administration and allowed that into the contract that Elizondo be allowed to have one of his assistant fire chiefs without the experience or rank serve in that position over more experienced and ranked fire officers.

Was Estrada's free labor a quid pro quo to Cabler for his promotion?

That's what makes the plaudits of city commissioner Ricardo Longoria – a Cabler fan – seem simplistic at worst, or disingenuous at best.

" In his 39 years of service, Charlie rarely missed a day of work and served our beloved city with honor, integrity and leadership," Longoria wrote.

As usual, there is always a kernel of truth to the words of a buffoon that make it, if not funny, tragicomic. Longoria, who never knew when to stop talking, says that Cabler's beneficence extended to:

"Providing city staff at the expense of the taxpayer for pet projects to the point where that department was just concentrating on that one project and not city services. Signing off on contracts that were entered into under the $35,000 threshold at the direction and or instruction of an elected official just so that that office holder would not look bad or have problems with the commission. Lastly, for letting us into his home and become a part of his family just to later be looked badly upon..."

What? If Longoria knew some of this stuff was questionable, why didn't he go to the proper authorities? Instead, he chose to look the other way and allowed the wanton expenditure of taxpayes' funds for his "brother" Charlie.

Of course, Cabler looked after Longoria, whose district always seemed to have Public Works and city staff working there just before his reelection races.

"On behalf of the Citizens of District 1 and Southmost we thank you because whether it was the complete reconstruction of La Posada to the building of the Southmost Library, you were always there to support (me) us."

Had Tony Martinez been a real Mayor, the loss of this devoted public servant would not have happened this way. Tony Martinez never supervised and never seemed to question Charlie....thus questionable dealings took place. I blame Tony Martinez and the city commission for never providing oversight of the city. Had there been some adult supervision, it would have been more difficult for some of this "corruption" and favortism to have occurred. Charlie's retirement will create a great challenge for Tony and his commission.

Cabler, without a doubt, was skimming off the top from ambulance deal and all contracts under $35,000.

No way in hell he didn't see some of that money fill up his pockets.

Im getting very fucking irritated the Mayor and Commissioners think we don't know that. Do the authorities with jurisdictions have to wait for someone to press charges or can they go in based on obvious evidence?

I mean, how did the City Manager not know $64,000 went to a private ambulance that didn't even have a permit? How did he not know the ambulance didn't have a permit!!? (of course he knew)

How did he not know contractors were pissed that the same contractors were getting all the job - and doing a piss poor job too.

Cabler should have a going away party, but going away directly into the FBI interview room.

This Mother Fuker denied my pay increased and now I know that I should've done some work on his house to get one. He got a super huge raise and even had 3 assistant city managers working under him. I really hope he gets arrested for being involved in the ambulance scam with Elizondo. Karma is biting you in the ads Mr. Cabler and I'm glad you are no longer will be sucking the City's tits any more!

The next city department that should and must be audited is H.R. There has been way too many key positions that were never advertised and just given to persons who did not have the education, experience or skills. Lets name a few, the public information officer, the emergency management director, the grants director, the planning & development services director, government affairs director and the city attorney. These positions were never open & advertised so that others who were truly qualified could had the Opportunity to apply and be considered for possible employment. The HR department broke every employment law by never opening these positions and instead were just given to the selected few. It is worth looking into this troubling and unfair employment practices. Commissioners Ben Neece and Cesar De Leon, please look into this mess.

Don't forget to investigate the Police department. chief Rodriguez got his wife a job at the police department that was never advertised. His wife then brought over 3 girls (2 of them family members) to fill jobs at the police department, that were never advertised either. Ask anyone at the department.

What the hell City of BROWNSVILLE HR dept is out of control doesnt the chief no the rules that's nepotism and a conflict of interest.Doesn't the city have guidelines on the job openings no wonder city hall is fked up.Clean the dam swamp already tax payers are demanding you guys get your shit straight and then you want city emplyees to follow the rules gtf out of hear lead by example first.

HR is overstaffed, a total of seventeen employees is waste of taxpayers monies. They have the director, two assistant directors, one HR manager, two generalists, two innovation speclalists and a whole bunch of support staff. It's time to lay off some employees and save much needed funding.

They roll that way in San Benito also. Chief has no degree only a bunch of certificates that anyone can get. One hour here two hours there kinda certificates. Look it up this ain't no lie.
