Maybe because all city employees ARE handicapped! No one seems to know what they are suppose to be doing or is it they just don't understand?
Should be able to track the vehicle by the number...then give it a ticket for parking in a handicapped space and for a piss poor parking job. This use of the space is typical for this community. Regularly people park in handicapped spaces and regularly people use vehicles with handicapped tags to park in handicapped spaces. The sense of "entitlement" pervades this community.
The vehicle is not only parked on a handicapped parking space but also taking two handicapped parking spaces. The front tire is over the line of the next handicapped parking space. A vehicle parked in this manner would not only get a citation for parking on a handicapped parking space but also for parking on two parking spaces as determined by the markings of the designated parking area.

The vehicle was there to unload stuff because Parks administration will now have an office at City Plaza...after your article the idiot Lopez gave the ok to instead park on the side street of City Plaza blocking half a lane, which made it more dangerous for passing traffic. What an idiot and he wants to be City Manager lol
