SPECIAL NEEDS DEPT. SHORTCOMINGS AFFECTING KIDS

(Ed's Note: Despite the shakeup at the top of the Special Needs Dept. of the Brownsville Independent School District, the obvious shortcomings there have directly affected special needs kids. The parents of this child – who is autistic and attends Hanna High School – said he had one of his nervous tics and tried to rip the skin off fingers in anxiety. 

The student was not being monitored properly and the parents were not notified until late in the day. "This is how my child came home. This is completely unacceptable to me and my family. These kids need more than what they're getting. Yes, me too. I'm not trying to exploit my child, but now it has affected me personally. All this talk about BISD special services having many issues and the board not taking a priority in it has come to this.I hope somewhere along the line things will change."

But Coach Joe wants a $1.4 million scoreboard. So, that is BISD's priority,
not special needs students or academics. There are no financial benefits to Coach Joe and the Trustees from special needs students or academics. The BISD board goes where the money is most beneficial to them.

There's staff here in our Special Services Dept. who just don't care about kid's, only their paycheck. This is incredible journalistic work because our Dept. needs to be exposed. Main office doesn't help and doesn't care about the taxpayer. You need to look at other people in our Dept. and i think you know who. You have opened a super gigantic can of snakes and mean spirited staff without a heart. Look at SB, she does not have our support, we can't trust her, we never know what she's up to but, we know she's beholden to the powers at main office. Money is being funneled to the general fund and she knows and does nothing to discourage this. Help the kids Sir !

I hate to be cruel, but somewhere along the line the parent is the main person in charge of taking care of their child's deficiencies. Teachers can only do so much and when they try, they are attacked by the parents, who think their child is the only one in need. This country has given so much to so many people for so long, that now it is assumed that for anything wrong, the government, the agencies and even the teachers, must do their job for them. You as a special needs parent must own up to your problems and if not happy with what anyone is trying to do for them, keep them home and home school them so you can have total control of the situation. If not, those special ed teachers surely do need additional compensation for all the abuse they get from the parents and the children. Just try sitting in one of those classrooms and i bet your opinion will change. Enough is enough on blaming everything on the school district and the teachers. Where do the parents come in?

I agree with above comment. However, classified personnel are underpaid, treated as beneath others and not appreciated. I work at Hanna and have seen students kick, bite, punch, etc to many special education personnel. I dont care what my pay would be , I would not tolerate such abuse. There isn't enough aides to be a one to one with these students. However, I don't see Main Office higher ups caring. I wonder if maybe the super and district attorney would be willing to give up some of their salary to aid in this endeavor?

Yea now that the cats out the bag you want to blame the parents GTFOH.Regardless evey special ed dept is responsible for these kids while there at school,.Agree Its not an easy profession but if you all teachers and aids need help grow a pair and speak out if not dont cry when you drop the ball!! The problem hear is yours to own.

I am a teacher...You should be ashamed of yourself...Our job isn't easy, but to say a parent should be responsible while the child is at school is ridiculous......While they are at school, these kids are OUR responsibility! Do not confuse other situations with this one...This is clearly a case of poor monitoring and teacher apathy....

I totally understand; however, if Hanna
Is already working over it's student/ teacher ratio in this unit, it should not register anymore special needs children.....BISD should not jeopardize the safety of their staff, let alone these children- no matter what kind of money is involved. We are already lacking in the training of staff in handling Autistic populations.
Maybe more specified training.. or hire more personnel for this population ? Instead of a trillion dollars scoreboard.

wow, then how is it that new assistant superintendent positions get created and there is low funds for special ed? shortage of staff and moving clerks all over the district, but there is more funds for positions at the top?

This is directly they responsibility of every single “special needs” candidate that runs for city Commisioner and county Commissioner. Two candidates have visited my house pushing special needs. GTFOH. You all would rather run for your personal gains instead of for the actual “special needs” children that needed your voice. You will never have an impact in actually changing the lives of these children unless real advocates who aren’t looking for personal gain step up. Why don’t special needs adovacates run for BISD? Because it’s too easy to serve yourself and and use special needs children for photo ops.

I agree that Brownsville does not need a 1.4 million scoreboard. Football teams don't score enough to require such a supered-up scoreboard to fill Joe's pockets. The money is coming from the TRE funds that were not being used correctly and was there to be lost if not used, so those funds did not take away from Special Ed. Somewhere along the line something went wrong at Sp. Services and I am suggesting that Dr. Zendejas get her boots on and start kicking you know what where it needs to be kicked. I urge Dr. Z to take it upon herself to do what she knows is proper, regardless of what her
bosses tell her to do. I do not know how anyone can work with board members who lie and cheat through their teeth and push off everything to someone else. If teachers have such strong documentation again SB or anyone else in that dept. get your shit together and do something about it. If you don't help, you are contributing to the abuse yourself. Go sit in Dr. Zendejas office until she sees you and tell her how it truly is and demand that she does her duty. So many of us complain but no one dares to do something for real to get rid of the situation except to bitch and bitch.

BISD IS NOT A DAYCARE. IF YOU DON'T LIKE IT THEN WORK ANOTHER JOB SO YOU CAN PAY FOR HIS OWN PERSONAL TEACHER AT HOME. BISD WILL NOT MAKE YOUR KID A HARVARD SCHOLAR. IF YOUR CHILD IS MENTALLY CHALLENGED THEN KEEP HIM AT HOME WITH A NANNY, EVEN IF HE GOES TO SCHOOL HIS FUTURE WILL NOT REALLY IMPROVE HIS MENTAL CONDITION, HE WILL ALWAYS BE MENTALLY CHALLENGED & AFTER YOU GET TOO OLD TO EVEN WIPE YOURSELF HE/SHE WILL HAVE TO BE MOVED TO SOME KIND OF RESIDENTIAL INSTITUTION FOR LONG-TERM CARE. LONG STORY SHORT, IF YOU DON'T LIKE IT THEN KEEP HIM AT HOME WITH A NANNY OR HIS OWN PERSONAL TEACHER.

Why doesnt IDEA have a specual needs unit?

We should put our resources into the kids that have a chance
Special needs kids are in schiol untill 21 years of age and for what?
So mom can have free baby sitting. I guarantee you the majority those parents dont work, rather they rely on their childs disabikity check for income.thats why they have the time to comolain!

Anonymous at 11:02. Get informed before posting ignorant comments. IDEeA Schools have different rules and more leeway than public schools. It's federal law ALL students in public schools have to have the opportunity for an education regardless of disability.

What went wrong at special services was Dr. Rodriguez and Sylvia Barguiarena but, nobody is looking at Ms.Barguiarena, she works underneath of it all. Special Ed. teachers and diagnosticians have no confidence in her. She really believes in her world that she's better than every teacher, diagnostician,parent and student and even you Mr.Montoya. In the past she has said that you're an idiot journalist and that your blog is immaterial and serves no purpose. Proof her wrong sir !!!

What a touchy subject. I don't really agree with the parent taking a pic of it and posting it on this website. No offense, but if you are not seeking attention or pity, then why do this?
I strongly feel that too many children in this area are being overly diagnosed and the depts are filled up due to this, so when a student with REAL needs is placed in a full class with those that are not even considered SPED or special needs, it throws off the whole teacher/student ratio.
I strongly agree with ANONYMOUS that states, if it's that severe, stay home and keep him home, or hire a nurse.
For that one teacher that wrote as if she's offended, that it is the responsibility of the teacher to maintain to monitor, hats off to you, but you are not impressing anyone. You know you are extremely underpaid and overworked, yea, we know you love your kids(students) we all do. But if your child needs extra, extra attention, keep him home.
Why haven't our state reps REPRESENTING their district's teachers??? get them the raises they so long and so much deserve. And not a 3 percent raise either. It's sad how we educate, and fund many illegals and anchor babies. Most in this country and you can't even afford to pay teachers what they deserve? 3 months off? whoopie freakin' do! They use most of that time to plan for the next year on how to cram a year's work into 9 months. Oh wait, the gov't cannot afford to pay teachers more, because they have to fund all the illegals.

Sylvia Barguiarena's (Special Services) family live in a different world than you and i. They think and honestly believe that they are privilege and better than you and us but, they are very wrong. That's why Special Services is in such a mess, with people who think they are better than everybody else. The kids are the one's that loose.

Dont understand, so your saying keep the kids at home and also give me a raise. how is that going to solve oversight and neglect not all these kids need extra extra attention as you say.,as far as i no this kid is not an illegal and there parents have paid there taxes for more than 30 yrs so get your facts straight. maybe your just ignorant or maybe you just had a brain Fart! The main problem in most of these depts is a lack of personal and training.Be a solution not a problem.
