The woman's dog was killed and the woman is still in surgery at this hour. The attack took place behind Calle Argentina in Brownsville, on a paved city "hike and bike" trail along the resaca, exactly the same place the same pit bull attacked the same woman and the same dog a year ago.
At the time of the first attack, the animal was quarantined (for lack of rabies vaccinations) and returned to the owner after 10 days.
This dog was known to be aggressive and predatory and its owner was known to be careless and negligent about the dog's care.
What is wrong with this picture?

That's because in this town, people care more about these mangy mutts than they do about people.
People care more about bicycles and Rose Gowen's Utopian Brownsville than they do about traffic patterns and increasing urban efficiency.
People care more about their fruit and vegetable festival and closing streets down so people can ride their bikes and banning plastic bags so they can feel better about themselves and think they're fixing imaginary problems instead of the real problems that plague our fair city.

Way to many of our local young males, keep strong and vicious dogs because it enhances their Macho image. About a years ago, I had my small dog into the vets and a guy came in with a strong and aggressive pit bull. The dog was so strong, the owner had to sit on the floor and put his arms around it's neck to restrain it.
It locked eyes with my dog and things were going to get nasty real quick. I told the Vet's attendant there was going to be trouble and they put the dog in another room away from the other animals.
I told the Vet, who is a friend, that he had a real aggressive dog on his hands. He told me he would put the dog to sleep before working on it. I has my Glock with me and told him I was afraid I was going to be required to shoot the Pit Bull, if it got loose. He told me that "I had to do, what I had to do.".
In the case of the woman who in the hospital, there are struck laws about such things. In a just world the dog would be put down and the owner would be heading to jail. But this is the Valley where Justice is subject to palanca.
Isn't the police department in charge of all animal control operations in Brownsville? chief Rodriguez can't even handle his own police department, and now he is in charge of animal control too? What a joke.
PIT BULLS are not the problem. Men fucking men in Brownsville is out of control. I know.

We had an idiot neighbor with same type of dog barked all dam night and chased kids going to school several times.We called Police dept and the city many times about this finally after 5yrs they did something.WTF

Ive tried reporting aggressive dogs to the property city department, only for them to do nothing. In the latest instance, the same band of dogs (no pit bulls) mauled and killed another dog in an alley.

As they say, there are no bad dogs, just bad owners. But in the case of pit bulls, aggression is inbred and/or taught. Once they attack, there is a very strong likelihood of a repeat attack. The real question is why did Animal Control release the dog the first time into the hands of a proven negligent/abusive owner and/or why did they not follow up after the man's dog attacked the first time? Animal Control could have prevented today's horrible attack. The City Animal Shelter has no problem putting down beautiful, sweet and adoptable dogs at the shelter on a daily basis - even when there are loads of available pens. Why did they let this one back into society? Is the owner a compadre of the shelter director?

I am a animal hit man. I take care of neighborhood problem animals. No mess, nice and clean. I highly recommend you keep fluffy inside instead of barking all night. My neighborhood is nice and quiet now.

THE CITY OF BROWNSVILLE IS RESPONSIBLE! Animal Control/the BPD really dropped the ball on this one. The Director of the Animal Shelter, who euthanizes animals by the dozens daily, must be friends with the owner of this pit bull. There is no other explanation why the city would allow a known predator/really bad dog, back out on the streets. Instead the Brownsville Animal Shelter kills puppies, kitties, and perfectly adoptable dogs. This goes beyond laziness (although animal control is not known for its work ethics - just walk in the door and take a whiff. The dogs are lying in their own feces); this is just another sign of "who ya know" in this city. Director of Animal Control needs to be held accountable.

Under the Texas Health and Safety Code Sec 822.005 (1)(2), a person commits an offense if the person is the owner of a dog and the person with criminal negligence fails to secure the dog and the dog makes an unprovoked attack on another person that occurs at a location other than the owner’s real property and or vehicle or boat. An offense under this section is a third degree felony unless the attack causes death, in which event the offense is a 2nd degree felony.
This is a serious problem that is worrying. This dog is very aggressive and its owner is also to blame for the carelessness and negligence in taking care of the dog.
