Southwest Key Programs Inc., the nonprofit that runs the state's largest operation taking in immigrant children separated from their parents, is considering partnering with Brownsville Independent School District to send teachers and counselors to some of its Brownsville shelters.

Southwest Key officials held a conference call Monday with Texas Education Agency officials and Brownsville ISD educators to start running through the details of the potential partnership, the day after  Dallas Morning News reported the nonprofit was also considering partnering with Promesa Public Schools, a charter network it founded.

The details of the potential arrangements have not yet been finalized. The federal government hires private contractors to run its shelters and detention centers, leaving it up to them to decide how to educate kids, within the bounds of specific regulations from the Office of Refugee Resettlement under the federal Department of Health and Human Services.

"Southwest Key decides which entity it would work with: one, or both, or none," said Salvador Cavazos, Southwest Key's vice president for education services.

The Office of Refugee Resettlement requires the contracting companies to assess students' educational needs within 72 hours of their arrival and to provide them with at least six hours of structured education Monday through Friday throughout the entire year in several basic academic areas.

The nonprofit, which is currently using a converted Walmart as a Brownsville shelter for more than 1,500 children, has been flagged by the state for hundreds of violations in the last three years, according to state health inspectors. Southwest Key spokespeople say the company immediately worked to correct those issues.

The current educational model at Southwest Key facilities is "proprietary," Cavazos said, refusing to give more details. But he said he believes the shelter's students would benefit from potential partnerships with Promesa Public Schools and Brownsville ISD, both of which have proposed sending their teachers into shelters. "We're looking to see if the model that we have can be enhanced with this partnership. We believe that it can be," he said.

Promesa Public Schools, formerly called East Austin College Prep, is a separate nonprofit created by Southwest Key that is currently enrolling students for a new campus in Brownsville this fall. It submitted a proposal to educate kids at one of Southwest Key's shelters, which include four in Brownsville and seven total in Cameron County, said Promesa Public Schools Superintendent Jaime Huerta.

Both Promesa Public Schools and Brownsville ISD could receive additional state funding for educating these students.

This is more than an insult, the sole proprietor, of these so called corrupt entities is no one else than dr.juan sanchez. No I didn't forget to capitalize this low life of a so called human being. He is also a member of the school board. Proprietor means ownership by a particular person. This is not an entity that the public citizens of Cameron County would benefit only the owner and the illegal immigrants held by Juan sanchez would benefit by it.. It would be like adding a swimming pool for Southwest Keys at our expense, but yet we can not use the pool. Why should hard working "TAX PAYERS" citizen's grants and bonds be paid to immigrants? What about our kids? Do they get free lunch, free medical care, free schooling and supplies, and personal trainers? This is pure bull shit/

I thought these kids were coming here for a good education ? They are better off staying in their third world shit hole countries than receiving an education from BISD. Teachers suck just like the administrators.

Juan Sanchez, Dr. Juliet Garcia, and the late father Armand Matthew organized Valley Interfaith back in the 1980's. Just look back at some of the RGV newspapers at that time.
Back in those days, it was during the war in El Salvador, many young boys and girls from Central America were housed at Casa Oscar Romero.
They were bused to Rivera and Vermillion. I KNOW retired bus drivers and teachers that had Central American students during that time. A BISD school bus would pick them up and drop them off right outside Casa Romero. What they want to do now is truly a monetary gain for individual people at the cost of local tax payers. Worst thing, Dr. Sanchez is a Brownsville native hurting his own people while he gains out of central americans. Something he has done since theee 1980's.

Poor illegal children in shelters. The conditions are so deplorable that I hope they don't escape such miserable conditions and go back to their countries where they won't have to suffer from such inhumane conditions.

Blogger at 2:58, do you plan to rewrite their contracts? The teachers work for 9 months and agree to have their 9 month salary divided into 12 months so they don't have to double dip and go get in line for unemployment benefits and other benefits you are sponging off yourself. Keep your kids at home and you educate them and see what you will think about teachers. You can't wait for Aug 20th to be here to get rid of your kids. It has nothing to do with the teachers' vacation - its that you have to take care of them for once.

The blame game you are off for 3 months WITH PAY this is going to end soon. Why do you get soo upset its the truth you huevones have 3 tres months OFF with pay. The DOUBLE DIPPER HERE IS YOU PENDEJO. The blame game is that one of the REQUIRED COURSES that YOU need to take at what ever college you went. Home schooling is the way to go listed below are a few reasons

1. THEY ARE DELIBERATELY TEACHING CHILDREN TO BE STUPID.
2. YOU CAN TEACH YOUR CHILD TO READ WITHIN A FEW MONTHS, FOR JUST 10-15 MINUTES A DAY.
3. THEY NO LONGER TEACH MATH
4, YOUR CHILD’S HEALTH & BRAIN DEPENDS ON IT THEY FEED YOUR CHILDREN GARBAGE, WHICH ADDICTS THEM FOR LIFE TO JUNK FOOD.Garbage in = garbage out
5) SUPERIOR SKILLS.
Generally, homeschoolers are an unbelievable seven years ahead of public school children in reasoning skills.
6) EARLY GRADUATION.
7) BETTER GOALS.

And many more reasons.
Don't believe me just read what a teacher posted above June 28, 2018 at 7:37 PM.
Can't take any criticism they go into tantrums and start accusing the taxpayers (who by the way pay their salaries) of being on welfare, illegals, double dip don't know what they mean by that) and every bad thing in their book.. Is that what you want your child to act?

Blogger 5:24 PM - you say others complain! What did you just do? A child learns when he wants and cares to learn. He questions and makes deductions and applies it to daily life. It is obvious you did not learn anything, cause you, yourself, claim you got shit for an education. Your shit did not let you learn and I guess nobody tested your for needed special services. Any person who criticizes teachers does so because of a personal experience with one or two teachers, but obviously learned something somewhere if they have the skill to write, type and click on this blog. Good for you, you did learn more than shit. Without teachers, what other profession would be possible?

To (apparently a teacher) at July 1, 2018 at 1:21 PM: IF IT QUACKS LIKE A DUCK AND WALKS LIKE A DUCK...

Poster at 5:24 typed teachers NOT others like you posted. Are you a physiologist or a counselor? If you're not you have no business counseling. Freedom of speech is something that ALL YOU TEACHERS somehow missed or just refuse to accept. Apparently your skills to make deductions and apply to current topic is something you dearly are in need of. BISD is nothing but a HORROR institution full of VAMPIRES, that pretend to be HUMANS.
