58. On or about June, 2008, Ruben Cortez, a sitting School Board member of BISD, contacted Plaintiff (Art Rendon) directly via telephone. He instructed Plaintiff to hire his sister, Linda Aguilar, for summer school employment as a Special Education teacher.
59. Plaintiff informed Mr. Cortez that BISD had hiring policies in place and instructed him that the hiring applications for the summer of 2008 had already been accepted and processed.
60. Cortez sent Plaintiff his sister’s application and insisted Plaintiff call her in immediately and give her a job. Plaintiff set up a meeting between Cortez’ sister, Linda, Ana Lerma, who was a Special Education supervisor, and Dr. Lee Garcia, Assistant Director for Special Services.

Who is really responsible for following the district guidelines in hiring an individual for summer employment? If the lady in question did not submit her application in the appropriate time and there is no evidence of any application being process by the Department of Human Services, the process of hiring this individual for summer employment was a violation of school employment policy by the Department Administrator and not by the Board Member. If the Department Administrator held a meeting with the Board Member's sister, his Department Supervisor, and his Assistant Principal for the purpose of hiring such individual who had not met the hiring process of the district, the Department Administrator could have asked his immediate supervisor (Area Administrator) to have join such meeting to discuss such request. The Board Member is not the immediate supervisor (boss) for the Department Administrator but the Area Administrator sure is. If the Department Administrator needed to have his staff witness such meeting, having the Area Administrator in the meeting would have been more effective and perhaps lead to a different decision in hiring such individual.
If they don't follow the open meetings act do you expect these bozos to follow any guidelines??? Starting with the elected board all the way to the mojados bus drivers BISD is a complete corrupt agency just waiting for the authorities to come in and JUST TAKE OVER!

Yeah, and Sylvia was all up in arms because her sister Sandra was not selected as the AD? Cortez also had his wife appointed to Yturria Elem and nothing was done about that. Now his brother is suppose to be running for the board. Let's see what family member follows? I must say that despite all, Minerva has never inserted one of her family members in there, so I do give her that. What happened to the nepotism law? Why have policies if they are not going to be followed or enforced. Maybe now that get a new Area Administrator for Human Resources, the selection will be a person who is truly sticking by the book and doesn't owe any favors to anybody. By the way, where did Charlie land up after the fiasco with Rivera?
