He once drew 30 percent of the vote in the election for Place 6 on the Texas Southmost College bard of trustees.
Now, a court has issued a capias – and arrest warrant – after he failed to appear in the court to face a DWI charge May 30.
Carlos Rios, who barely missed out in getting into a runoff with Dr. Rey Garcia for an election runoff this past June 23, failed to appear for his court hearing and Cameron County Court-at-Law #3 Judge David Gonzalez issued the arrest warrant.
Rios finished with 30.1 percent of the vote, 1,971 votes, in the May 5 primary election behind J.J. De Leon (34.5 percent) and incumbent Rey Garcia (34.5). De Leon prevailed in the runoff with 62 percent of the vote over Garcia.
On May 17 – 12 days after he lost in the May 5 primary – Rios was charged with a second DWI, a Class A misdemeanor, after being found asleep at the wheel at the Whataburger on the 200 block of FM 802 early Thursday morning.
He has yet to go to court on that arrest.
The arrest warrant that Gonzalez issued against Rios was for a previous DWI arrest. When he ran for the TSC board this year, no one knew he was in court on the first DWI.
