My Fellow Citizens,
For the past two years I’ve been a resident/citizen of the Brownsville Independent School District system and have watched its deterioration and some board members' lack of respect for our community, its students, and taxpayers with growing concern.
This election, we have a chance to stop this regression and set our district in the right direction.
Our glorious school district used to be a source of pride of our community. Teachers were tough - but fair - taskmasters who drove our students to their peak of achievement and excellence. Our students would graduate from our schools and compete with anyone else in the state when they got to college. BISD graduates in the past have been shining examples of well educated, cultured, and competitive leaders all over our country and even the world. Some became mayors of major cities, corporate leaders, and celebrated educators, artists, etc.,
But now our district is caught in a downward spiral of decline. There are waiting lines in local charter schools as parents see the shenanigans being pulled by some administrators and board members and are taking their children and leaving the district in droves. Enrollment is down, and the budgetary priorities and educational decisions made by our leaders – our administrators and board members – seem highly misplaced.
I've been on that side of the table before and served on different district committees and on state and national boards like the Council Of Urban Board Of Education (CORE). The ideals versus the practice stand in stark contrast like night and day.
I learned that to nurture a productive, successful district to educate our children, you need a clear vision and a passion to assure students are provided with the tools that will help them achieve the excellence we all want.
You have to have faith in the potential of all students.
You have to believe in cultivating the talent and drive in our students and involve them in programs and opportunities. If you do, you will create a learning environment that will set high expectations and challenge their minds with a rigorous curriculum and they will excel. You cannot give up on a single student. They might be your son or daughter, or mine.

I graduated from Porter High School and have raised three Hanna High School graduates, Cris, Vincent and Santiago. My youngest, Santiago, was awarded a full scholarship in Laredo.
I have been blessed and cannot thank our Brownsville schools enough. I married an educator, Coach Adrian Garcia, now retired. BISD gave my children an education, and I, like 7,500 other Brownsville residents, was employed at one time as a BISD Maintenance and Facilities staff member, the Athletic Department, Hanna High, Oliveira Middle School, the BAC, and the Aquatic Center.
I am now a Business Partner with DME in Mexico City. I was taught by my parents – and have passed on the lessons to my children – that you have to earn what you get. They know the value of hard work.
Politics being what they are, I am more than certain that there will be hidden hands slinging mud at certain candidates when they can't focus on the positive message we have to send to our community. Even at this early point in the campaign, their underhanded work has already started. They will spend money to protect their interests. And they will not think twice of hurting a candidate or their families. At the BISD, it comes, unfortunately, with the turf.
Having been in the thick of it, I will tell you what I will not do.
I will not be a vendor and sell services or products to the district to make a living. This tends to distract our vision of providing the best education to our kids and to focus instead on your personal bottom line and profit, shortchanging the mission of our schools.
I will not give up on our students and will continue to mentor children who struggle and whose parents feel like giving up in our public system. As board members, our duty is to envision success for all students and to use all means necessary to provide an opportunity for every student in BISD.
I will not set private priorities in the direction or budgetary decisions of the BISD. No more outrageous expenses and abuse of our tax dollars. Personal agendas have no place in the policies and goals of the district.
I will advocate for all children, teachers, staff and be responsible steward of taxpayers' money and maximize the district’s financial resources to the best of my ability with a team who cares. Believe with me in transparency and demand that our administrators and our board members abide by all the requirements of state law.
Academics alone cannot ensure a student’s success. Our students are talented and driven, and their involvement in extracurricular activities is a vital component of their education. Charter school cannot compete with our beloved BISD and its overachieving stars. Every resource should be placed within the reach of our students who hunger to excel.
We have vendors and current board members who pay lip service to the responsibilities of a public servant and want to push their personal agendas and will strive to discredit and stifle the opinions of anyone standing in their way.
I have stood up for what was right before and I will always defend the students of BISD, educators, staff, citizens from abusive and corrupted elected officials those who live off of our tax dollars that belong to our students, educators and education programs.
I have never gotten a penny from the litigation I and trustee Lucy Longoria filed against other board members and the board lawyer who tied to censor us - and indirectly - the voices of all those we represent, you. Having made our point, we non-suited and they got the message.
Sometimes there's a price to pay to stand up against corruption, but it's a price I have paid before and am willing to pay again. Invest in our district's integrity.
Good leadership requires an open door policy, a two-way communication flow, a clear vision and
direction, and a husbanding of our resources to provide and bring back the respect to our district and its employees.
I don't court controversy, but when something is not correct or against the law, I will speak and stand up for what’s best for our students, educators, citizens and all business owners. I believe and stand strong by ethics, the oath I will take to serve the district, our moral values, and state law.
I’m back. Will you stand with me? Together we can hold our head high and bring the integrity, respect and transparency to stop corruption at BISD. Let's make a difference together. Clean up our procurement process. No more rotten meat. No more suicides. No more winking and a nodding to mediocrity and business as usual.

staff. Get involved and cast your vote for the truth and demand assertive leadership.

How can you make a silk purse out of a sows ear, when there are so many sows in the race.
Vision in BISD is clouded by its history of corruption. BISD has, in its teachers and staff, perhaps the largest voting group in the area. But, while they come together to fight for better retirement and health care from the state, here at home they are afraid to engage the powers that be. As a result, BISD has a great new scoreboard at Sam's Stadium, but their academic achievement is pathetic. Yes, some students are successful, but the majority will never be prepared for college and lack the skills for employment. Teachers are afraid to voice concerns because they are afraid of losing their jobs or their positions. BISD is a corrupt, vindictive and poor performing school district.
You're a true leader Ms. Caty! Just what we need someone that will stand for the best interest of the district and call out on the abusive and corrupt officials! You have our vote!!!!
Caty, I agree with your summary of your platform for the upcoming election except for paragraph 4. You do know that the current board is the main issue when it comes to what administrators can and can not do. If only those administrators would stand up and "whistle-blow" to the proper authorities, it will remain the same. As I see the current board, some of them are a bunch of rebel rousers who run stories to depress people, ton convince them that everything is going to hell. They want you to be in a constant state of anger, hopelessness or despair. I am sure you can come in any with your strong voice will be able to stop those who do so, and make sure that micro-management from the board is not allowed. Remember, everything comes from the top and so we need you at the top to put a stop to all shenanigans. You've got my vote and my family's vote.
These are very telling words of someone who cares deeply about the BISD. They mention students and teachers first several times....that is what every tax payer wants to hear. The only problem I have is look at who is writing it. Mrs. Garcia sued the same BISD where all the students and teachers she says she cares so much about work and study. She wanted millions from BISD. As a taxpayer I am amazed how people that were voted out wait and find what they portray as a weak link on the board and throw their name back into the hat in hopes to get elected again....for the same position the voters told them they did not want them. Why do they continue to run again? Otis powers has been voted out three times by my count....Mrs. Garcia is following in his same steps. They have both seen their share of scandals they have been a part of... never with the students or teachers in mind, always fighting an
Monster themselves...wether it be an insurance contract or the hiring of an a tourney.....or they sue other boardmembers......why don’t they get the message of the voters and find something else to do? Their actions seem not to be in the students or teachers by their actions when elected....but for their own financial well being.

I also failed to mention how BISD Trustees use the position to advance their relatives up the “latter” Ruben Cortez used his influence to promote his wife as an administrator. Carlos Elizondo did it for his wife as well. Otis powers and his siste-in- law Sylvia have done it for their sisters and brothers. Do you think they had the students or teachers in mind....like they plaster all over their election signs? I think not....

To 3:58, I don't know Citizen of Brownsville but I am sure that person is not an idiot, because there are many other citizens of Brownsville including myself who agree with her opinion. The fact that both Caty and Powers have been ousted as incumbents speaks volumes. If you recall, Laura beat Caty by over 5000 votes which is a huge amount, while Powers has been trounced several times and it is no secret that his relatives have obtained high BISD positions during his watch. While Caty and Powers may seem to be the best qualified, I don't think they are a good fit for this board because they will only add to the drama and controversy that already exists. We need to look at the other candidates a lot close.

Catalina is a strong woman who isn't pushed around easily. However some of the things she's addressing also happened while she was on the board. Waiting lines at charter schools has been happening for years and the rotten meat?? Wasn't that when she was still there. Just saying.

Attention all BISD candidates, please submit a letter of your agenda like Cata did so that voters like myself can get to know what your qualifications are and why you are running for the board. Many of us cannot attend forums, rallys or campaign events so we must rely on local bloggers and other news media to keep up with the issues. Thank you.
Well, let's clear up a couple of things. First, it's "rabble-rouser," not "rebel rouser." You help people up the ladder, not the "latter," and if you're going to call someone an idiot, you should, at the very least, know the difference between "your" and "you're."
The BISD school board hardly ever has the best interests of students or teachers in mind when they do something. The problem is, while BISD employees could band together to get almost anybody elected to any political office in Brownsville, they won't. Most employees of the Brownsville Independent School District are completely apathetic when it comes to flexing their political muscle. The simple fact is people in this town just don't vote. It is pathetic to know that any crooked politician who wants to get elected in a city of over 200,000 people simply needs to purchase around 5,000 votes from local politiqueras.
The employees of the BISD have been continually raped by the powers-that-be. Every year they have to deal with eroding community support, tougher rules and regulations, and a school board that is more interested in lining their own pockets as opposed to doing what's best for the community as a whole.
I used to get upset at people who would say things like "only in Brownsville," or "only in the Valley," but the simple fact is these statements aren't too far from the truth. After seeing how the local political machine works, I am shocked and saddened to say that yes, the Valley is unique in how blatant the graft and corruption is. Only in Brownsville could we elect someone to the school board who used to use BISD money to buy uniforms he would sell to schools in Matamoros and pocket the money. The term conflict of interest doesn't even begin to scratch the surface of what he has done and how much money he's bilked from the district.
But you can't say anything about "Coach Joe," even though his biggest claim to fame was "coaching" a football team to the state playoffs in 1969 on the back of a quarterback who was calling his own plays and running the team. I'm surprised that the scoreboard package didn't come with a big bronze statue of Coach Joe that would have been placed right at the entrance of Joe Rodriguez Field at Sams Stadium.
Even worse is how employees are treated. I could use several examples here, but I'll stick with the most pertinent - their health insurance coverage. District employees used to have Blue Cross/Blue Shield. It has since changed to one of the worst health insurance companies on the planet - United Healthcare. Now, they are being forced to choose a plan that is going to cost more money and give less coverage. And if they don't make a choice, they'll lose coverage altogether.
I wish I could sit here and tell you there are better days ahead. I fear that even with someone like Caty who wants to fight for the students and the employees, she'll be in the minority and will be fighting a losing battle against the other disrespectful people on the board who speak negatively about educators.
This is what we've brought home to mother. And it looks like we'll continue to do so.
