COMPLAINT
This written affidavit is made pursuant §614.021 of the Texas Government Code, complaining of the wrongful and unlawful conduct engaged in by Rene Aaron Olivarez (hereinafter "Agent Olivarez"), a Texas Peace Officer employed as Special Agent by the Texas Department of Public Safety (DPS) ID No. 1 1884.I further request that Agent Olivarez be criminally investigated for violations of the Texas Penal Code, specifically §39.02 Abuse of Official Capacity and §39.03 Official Oppression.
1 am a licensed master peace officer of this State and have been in law enforcement for over 30 years. I have been employed with the Cameron County Tax Assessor Collector's Office since 2001.
Prior to my arrest, I served as a Sgt. with the Automobile Theft Task Force within that office, my duties were to supervise the vehicle registration department of the tax office, detect and prevent automobile crimes in Cameron County.
Prior to agent Olivarez getting involved in my life, I had never been arrested.
1 am a dedicated father and have been married for over 28 years. Because of Olivarez's wrongful actions and questionable investigative techniques, on January 6, 2016, I was arrested at my place of employment and indicted for felony Bribery, Official Oppression, and Engaging in Organized Criminal Activity.
The charges stem from actions alleged by Agent Olivarez to have taken place on On August 19, 2016, after realizing that Olivarez's investigation was without merit, the Cameron County District Attorney's Office had no alternative but to dismiss all charges against me September 14, 2015.
By this time, I had already been publicly humiliated in the news media, my family and I had endured many months of emotional distress, I lost my job, I lost my only source of income, and I was forced to spend thousands of dollars in bonds and attorney's fees.
Agent Olivarez also had my Texas Peace officer's license revoked. His actions led to considerable amount of economic and personal hardship.
Shortly prior to my arrest, my wife had recently been diagnosed with cancer. As a result of being arrested, I was fired and lost the health insurance for my wife at the point we needed most. She struggled tremendously and almost died. (Friends say that because o the arrest, his son was bullied at school.)
Because of the pending criminal charges and negative publicity, I could not find employment. We had to take on massive debt in order to pay medical bills and to keep our home from foreclosure. In my case, Olivarez's actions had serious and life threatening repercussions. Please do not take this complaint lightly....
Olivarez Falsely Swore I Accepted Bribes With No Evidence
"...Olivarez under oath, accused me of engaging in
organized criminal activity, official oppression and participating in an
alleged bribery scheme within the Cameron County Tax Office...."His sworn statements make no reference to any facts that show I accepted any money because there were none. He basically pulled this allegation out of thin air so that he could arrest me and then coerce me. The same applies to his engaging in organized criminal activity and official oppression allegations...
Ignorance

that I would jeopardize my career for a grand total of $33.33."In essence, he developed a conspiracy theory about the Cameron County Tax Office being corrupt and then set out to arrest people in hopes that he could coerce them into supporting his conspiracy theory. His actions reflect badly on the Texas Department of Public Safety which continues to employ him.
Conclusion
"As law enforcement officers we have a duty to
protect the public and not abuse the great power bestowed upon us. Agent
Olivarez should not be allowed to continue as a peace officer. He lacks the

I'm curious, since the charges against Pedro Garza were dismissed, does that mean he gets reinstated as a certified master peace officer and does that mean he gets reinstated to the position he held with the county? How can it be that these accusations can just destroy someone's life like this? Are they going to reinstate his health insurance coverage so his wife can get the medical attention she needs?
I don't know Pedro Garza, and I don't know Tony Yzaguirre personally, but it seems as if this was a legitimate witch hunt out to destroy Yzaguirre, and those responsible didn't care how many other people it took down. The collateral damage included several people who worked in Yzaguirre's office. It's sad that the people in charge of this investigation dacided to do what they did to try and bring Yzaguirre down. In the comments section on this blog, there are those who say that Yzaguirre has been on the take for years, but words alone don't constitute guilt.
The sad thing is Brownsville and Cameron County are full of corrupt politicians and government officials. I used to get so upset when people would say how corrupt Brownsville was, but the simple fact is it's the truth.
We recycle so many politicians who are engaged in corruption and graft. We keep electing the same people over and over and over again, and the sad thing is we keep thinking they're going to do something different this time around. Our fair city is crumbling. We have real problems that need real solutions, but we keep electing people who are only interested in lining their own pockets.
Our city government is filled with commissioners and bureaucrats who are more interested in fighting with one another rather than addressing the problems that plague our city. We need immediate improvements to our infrastructure. We need someone who is well versed in urban planning to be able to design an efficient traffic system. We need someone who will research new technologies in street construction so we don't have to keep repaving and refilling the same potholes over and over. We need more police protection, and newer equipment for our first responders, and better urgent health care facilities, and we need someone in charge of bringing legitimate businesses to Brownsville, not fly-by-night businesses that take advantage of our tax breaks and leave us with nothing but an empty warehouse or a big concrete slab that's supposed to be a launchpad.
The county isn't that much better. We need leaders who are going to try to fix the problems that we have, not make others by accusing people of crimes with no proof. I am not an angel by any stretch of the imagination, but you can't just go around accusing people of crimes with no proof. It seems as if retaliation and intimidation are the orders of the day at the Cameron County Courthouse.
Retaliation and ineptitude are also orders of the day at the school district level. I could only imagine how much corruption and malfeasance an external, independent auditor would dig up if they started looking under every corner of the school district. If you screw something up, you just get moved to another department where you can continue to screw up. School board members are so busy trying to line their own pockets they forget the reason they're in office is to help make the district a better place for their employees and the children. When I hear some candidate for school board say, "it's all about the kids," I roll my eyes because they don't even believe the words that are coming out of their mouths.
And the worst part of everything is, Brownsville doesn't have a legitimate news outlet to report any of these problems. The Brownsville Herald stopped being the Brownsville Herald when the Valley newspapers consolidated their operations and started doing everything out of McAllen. The local news stations don't care about Brownsville, they're too busy reporting what happens in Harlingen and McAllen. Blogs like this are some of the only outlets where legitimate news stories that impact Brownsville are being told, but somehow even these are diluted thanks to the idiots who post their comments about teachers having three months of paid vacation, or the shit-for-brains who just has to keep reminding you of how big of a scumbag Rene Oliveira is because Oliveira probably slept with that person's wife, or the other moron who keeps clamoring about the White Horse.
Brownsville is rotting from the inside out. Brownsville was once the crown jewel of the Magic Valley, but our politicians and government officials are so consumed with pettiness and hate that they couldn't care less if the city collapses into itself. I can only hope one day we'll realize we are our own worst enemies.
Poor guy. The only crime committed here was wearing that shirt the day of his arrest.
Don't get me started on BISD's incompetence and corruption.
Back in 2013 the State Comptroller (Carole Keeton Strayhorn) audited BISD and made 101 recommendations. Guess what the Board did. Yes, they blew her off.

Olivarez needs to remove his badge and be removed from his position. He is a liability to the state of Texas. He needs to take a good look in the mirror and realize, he is the cop that was out of line during this investigation. Maybe he should see that he was the one coerced. He tried to use coercion on all the tax office employees; however, they all had integrity and did not allow shitty police work make them do something that was simply wrong!
Civil rights violations galore the feds need to come in and investigate the whole stinking matter.
