SAN BENE RESIDENTS PRESENT PETITION TO REMOVE TOP COP

The family of recently deceased 21-year-old Ricardo Treviño presented a petition to the Mayor and City Commissioners during a regular city meeting Tuesday, requesting the removal of San Benito Police Chief Michael R. Galvan.

“We, the undersigned citizens of San Benito…have composed this letter to express our dissatisfaction with the current Chief of Police,” read the “Vote of No Confidence” letter that was accompanied by over 100 signatures from members of Treviño’s family and the community.

Ricardo Treviño was shot and killed by police officers on December 7 after a high speed chase ended in the El Ranchito area. The identifications of the participating officers have not been released by the City while the incident is investigated by the Texas Rangers. 

According to Ricardo Navarro, the attorney assigned by the Texas Municipal League to advise the City on the matter, said Chief Galvan did provide a statement to lawyers and to the Rangers regarding his participation in the shooting, but no further details have been released.

The letter expressed another incident as further proof of Chief Galvan’s alleged “incompetence:” the death of Marta Moreno in November. “In both cases [including Treviño’s incident] the police department ignored current policies and procedures outlined in the police manual having to do with missing persons and police pursue outside city-limits for non-felony crime,” read the letter. 

Marta Moreno was a retired teacher suffering from dementia who went missing and was later found dead in San Benito. The letter, however, did not further specify the accusations unto police regarding Moreno’s case.

We, the undersigned citizens of San Benito, Tx, who are currently residing in San Benito, Cameron County, Tx, have composed this letter to express our dissatisfaction with the current Chief of Police, Michael Galvan.

This letter is an expression of our “Vote of No Confidence” in Michael Galvan and his ability to
effectively run our police department. We understand the severity of this decision and did not arrive at it hastily.

There are two instances that have resulted in the wrongful death of two citizens, Martha Moreno and Richard Trevino. In both cases the police department ignored current policies and procedures outlined in the police manual having to do with missing persons and police pursue outside city limits for non-felony crime. 

The Police Chief submitted policies for approval of the City Commission and his failure to observe them show his negligence and lack of leadership needed to maintain a serve and protect objective.

In addition to these instances, Michael Galvan has been posting on social media his career as a real estate agent. Apparently for the past year. This also demonstrates his lack of dedication to law enforcement education and training. 

He lacks the basic requirements for a police chief, there are no college education classes in criminal justice. He has erased evidence, failure to arrest Mayor in a domestic violence complaint and protected the Mayor Pro-Tem in two complaints.

In conclusion, copies of this complaint are being circulated for signitures which will be submitted to you in near future."

It is sad that these two individuals pictured here have hijacked and taken advantage of the tragedy suffered by the family of Ricardo Trevino to advance their own agenda. The gentleman speaking on the microphone is Mr. Alfonso Benavidez. He was arrested by the SBPD for allegedly harboring a runaway. He sued or is still suing the city. The follically challenged gentleman behind him is non-other than Mr. Benny Cortez. He has written several columns on the El RRun Rrun web page making baseless allegations against the City Manager and the Police Chief Michael Galvan. Mr. Benny Cortez also has been arrested by the SBPD several times. On one occasions he was busted for allegedly running one of those maquinitas shop. He has been on revenge mode for several years. The court has ruled against him so many times that he still owes the court and some people money. Not too long ago he was sued for slander and defamation by Chon Lopez and Mr. Chon Lopez won. Unfortunately, Mr. Lopez and the court can’t find Mr. Benny Cortez because he gave the court the wrong address. He still owes Mr. Chon Lopez about $40,000. As a matter of fact, Mr. Benny Cortez is no longer a resident of San Benito. He lives somewhere in Harlingen. It is painful to watch Mr. Ricardo Trevino’s family suffer through this tragedy and to allow these two self-serving gentlemen manipulate them for their own self-purpose. It is plainly obvious why the Trevino’s attorney is not present. He understands that the city cannot do anything publicly until the Texas Rangers investigation is completed.

All the citizens of San Benito have to do is listen to some of the sneaky recordings Galvan made. It will show what he really is all about. What is said they call him el TEFLON cause nothing sticks to him.

Y’all check out sbpd report # 2018-00013723 7/15/18 16:54. Disposition:cleared by cid arrest. the mayor will probably be familiar with that report.

It appears that you have the police report # 2018-00013723 7/15/18 16:54 that you mention. Why don't you post it here and let everyone see it. By law, the police department can't release the report to just anybody who requests it. You have to be member of the media or a party to or witness to the incident in the report. You don't sound like a member of the media but you may be a party or witness to the incident. Please post it here. I am sure everybody would like to see it.

It is said that Mr. Alfonso Benavides harboring a runaway charge was dismissed. It is also said that the san benito police officers didn’t even show up to the hearing.

I want to hear the 500 recordings the police chief secretly made of all those people. I bet many got caught with their pants down. If anyone has them post them here for all to hear. Did they ever catch the person or persons that stole the recordings ? Call in the fbi and let them handle it.

For Enquiring minds Mr Ben Cortez has never been arrested by San Benito Police Department. Mr. Ben Cortez has been arrested twice in one he completed probation and paid his dues. The second charge was dismissed so know you know. People get arrested all the time and that alone doesn’t make them a bad person most of the time. For Enquiring minds one of our current elected official was arrested twice by the San Benito Police Department a few years back but I don’t see that mentioned anywhere expect now.
