HOW THE OTHER HALF LIVES...SLEEP, BUT DON'T REST EASY

(Ed.s Note: As we spend millions in public money for silk-stocking projects like hike-and-bike trails, incentives for billionaires to send people to Mars, and fashion this border city in the image of Austin or San Antonio, what to do with these people sleeping on the sidewalk because they have no other place to go? 

All morality aside, whether it's their fault for making bad life choices, mental incapacity, or addictions, it's something that has to be addressed. Would a tourist wander into the downtown area if he or she knew that they would encounter this human crisis on the sidewalk? Would you? 

As the downtown revitalization movement gathers steam, the homeless problem in our city must be addressed and resolved because it will become a drag on economic development and stymie the progress that investors in the downtown area have made. Will we?)
