GRAND JURY NO BILLS OFFICERS WHO KILLED TREVINO

PRESS RELEASE FROM CITY OF SAN BENITO ON RICARDO TREVINO'S DEATH

THE CITY OF SAN BENITO ADMINISTRATION ISSUES THIS FOLLOW-UP PRESS RELEASE REGARDING THE STATUS OF THE CITY’S INVESTIGATION INTO THE POLICE ACTION INVOLVING DECEDENT RICARDO TREVINO LAST DECEMBER 2018.

ON SEPTEMBER 18, 2019, THE CAMERON COUNTY DISTRICT ATTORNEY’S OFFICE ANNOUNCED THAT IT HAD PRESENTED THE RANGER INVESTIGATION INTO THIS INCIDENT TO THE GRAND JURY.

THE CITY HAS BEEN ADVISED THAT THE GRAND JURY DID NOT ISSUE ANY INDICTMENTS AGAINST ANY LAW ENFORCEMENT OFFICERS, THIS IS, A “NO BILL”.

NOW THAT THE CRIMINAL INVESTIGATION PART OF THIS INCIDENT HAS BEEN CONCLUDED, THE CITY WILL RENEW ITS REQUEST FOR THE UNDERLYING CRIMINAL INVESTIGATIVE MATERIALS FROM THE TEXAS RANGERS. THESE MATERIALS WILL BECOME PART OF THE CIVIL SERVICE INVESTIGATIVE PROCESS, AND THAT PROCESS CAN NOW GO FORWARD.

THE CITY WILL NOW HAVE THIRTY DAYS FROM TODAY’S DATE TO MAKE A FINAL DECISION ABOUT

WHETHER TO PURSUE DISCIPLINARY PROCESS FOR INTERNAL POLICY VIOLATIONS, IF ANY. THIS PROCESS SHALL REMAIN PRIVILEGED AND CONFIDENTIAL CONSISTENT WITH THE REQUIREMENTS OF CHAPTER 143, TEXAS LOCAL GOV’T CODE AND THE APPLICABLE PROVISIONS OF THE COLLECTIVE BARGAINING LABOR AGREEMENT BETWEEN THE CITY AND THE SAN BENITO POLICE EMPLOYEES
ASSOCIATION.

SAN BENITO, TX (KGBT) — The Cameron County District Attorney has announced that the officers involved in a deadly shooting in San Benito were justified.

During a press conference on Wednesday afternoon, Luis Saenz said that the grand jury ‘no-billed’ the officers involved in the deadly shooting of 21-year-old Ricardo Trevino III back in December of 2018.

In a press release sent out by the City of San Benito in March identified the officers involved as Manuel Alvarez, Victor Espitia, Oscar lara, David Rebolledo, Jose Santos, and police Chief Michael Galvan.

Along with releasing the officer’s names, San Benito City Commissioners appointed Assistant City Manager Fred Bell as interim police chief to oversee their investigation. That’s because Michael Galvan stepped down temporarily.

As we’ve reported, this all started back when Trevino refused to stop and evaded law enforcement
 in his vehicle, according to Texas Rangers.

That’s when, according to Texas Rangers, a San Benito police officer approached Trevino’s vehicle near the 400 block of East Expressway 83 but Trevino refused to stop right away.

According to the preliminary investigation, Trevino eventually stopped near a cul-de-sac north of Ranch Park Rd. Trevino then proceeded to drive towards a law enforcement vehicle and struck it head-on.

According to the Texas Rangers, officers discharged their weapons and Trevino was fatally wounded.

Saenz added during the conference that the officers attempted multiple times to stop Trevino by using road blocks, shooting at Trevino's tires and approaching the vehicle in an effort to reason with Trevino.

In a previous press release, we're told the officers involved would remain on active duty while the investigation was ongoing.

Officials said the case is now complete and has been closed.

Feel sorry for the parents n family of the young man. The DA in a news article seems to paint the young man that was killed a troubled person and a menace to society. The DA is glorifying the action of the San Benito Police Chief like if the police chief was a hero. I have seen the entire video the young man streamed and i didn’t see it the way the DA stated in that news article. The city of San Bene will pay a hefty price when the civil suit is settled.

The officers may have been legally justified in killing him, but they didn't have to do it. This is what happens when you have undertrained macho men with a gun and a badge.
