BAD SCREENING, MISBEHAVIOR AT SHERIFF'S DATES BACK YEARS

No sooner do we publish misbehavior of Cameron County Sheriff's Dept. deputies, than another story of the dismal personnel screening and vetting of its employees appear in our email.

We told you of the employment of a Army deserter who was not only hired, but was recently promoted in a supervisory role.

Now we learn that the department hired a woman who had been let go from the Texas Department of Public Safety (DPS) after she was charged with taking money to change test results so that at least two individuals could pass their driving test.

A grand jury charged Veronica Vallejo Orive with Tampering With Government Records and two counts of bribery in January 2004. The indictment charged her with taking money from a woman named Griselda Hernandez and Sabino Martinez for "changing from failing to passing on the driver's license written examination."

Nonetheless, the personnel screening and vetting of potential employees at the department failed to discover this despite the fact that a cursory check of of DPS and court files would have revealed the alleged offenses.

As Sheriff Omar Lucio faces two challengers this March 3 Democratic Primary, these type of revelations probably don't help his effort to remain in office. Lucio, who was first elected in 1997 and then again in 2006, has served as sheriff for nearly 17 years, following his 35-year stint with the Harlingen Police Department.

He is facing former Cameron County District Clerk Eric Garza and former San Benito Police Chief Michael Galvan in the 2020 Democratic Primary.

“The constant demands of a growing county require the expertise, leadership, wisdom and administrative experience to successfully continue guiding this office to meet the needs of the public we serve,” Lucio stated in his reelection announcement.

But while county voters generally like the serviceable octogenarian, his deputies have been "breaking bad" recently.

Aside from the obvious miscalls on personnel screening, examples of deputies behaving badly include:

1. On December 6, 2019, Chief Deputy Gus Reyna called a news conference on behalf of Lucio to inform the public that deputy Victor Francisco Moctezuma had been charged with Official Oppression and Theft, both misdemeanor offenses. Allegedly, Moctezuma had requested the services of a masseuse. During the encounter the Deputy is accused of displaying his Cameron County badge and gun and forcibly raping and taking money from the victim. These charges remain pending against Moctezuma.

2. This came after a November 1, 2019, press release by the department that informed the public that a deputy named Joshua Guajardo had been arrested for Tampering with a Governmental document, a state jail felony. Guajardo was accused of falsifying information by reducing a criminal charge of Driving While Intoxicated to a Public Intoxication charge against a criminal defendant. The criminal charge against Guajardo also remains pending.

Moctezuma is not out of hot water. Still in the air to be to be decided is why the victim’s accusation of felony rape was not included in the charges. Many question why the victim’s statement of facts warranted misdemeanor charges of Official Oppression and Theft were included, but the felony offense of Sexual Assault was not brought forward. Moctezuma remains free on bond. Lucio's assertions that no one is above the law makes some wonder whether law enforcement – including Cameron County District Attorney Luis V. Saenz – are looking after their own? 

That followed the demotion of former Sergeant Daniel Valerio to deputy. Valerio was reprimanded in July of 2019 for falsifying time sheets, which was not his first reprimand at the department, and subsequently he accepted the demotion.

Omar Lucio is a relic being managed by the corrupt Reyna brothers. It is time for a change and time to end the corruption and mismanagement offered up by this Sheriff and his minions, the Reyna brothers. Anyone running would be better than Lucio and hopefully the Reyna's will have to go back to being park rangers.

"Jose Carlos Garza, 49, a captain with the sheriff’s department, was charged with the state jail felony and waived his indictment, Cameron County District Attorney Luis V. Saenz said.

The District Attorney’s Office filed charges against Garza, who for four years held the contract to mow the CameronCountyAirport, accusing him of falsifying his timesheets to say he was working for the county when in reality he was mowing at the airport and making round bales to sell."

Its not a matter of vetting an applicant when you have questionable leadership? Lets start with Lucio who use to operate the little league in Harlingen at Victor Park? Lucio would conduct business while ON DUTY and in full uniform to even calling games while on duty? He'd order all those on his shift to mind their own business. Chief knew of it but chose to look the other way for unknown reasons? Then the rumor of missing money and then all of a sudden, Lucio has a new store in San Benito? Of course because of his "mojadiness," the business would go under and he sold it. Then not to mention his infidelity, well known among the department and especially at home! Lucio lost portable radios while slipping in the chili and we'd all have to listen to the kids on the radios till the battery ran out!
Then you have a chief deputy (word used loosely) that abused alcohol, drugs & committing infidelity while on duty and well known among the ranks! Got to take off and clean up and allowed back in the same position with a pay raise?
But do we need a rookie sheriff or an ex-police chief who not only has chingos of skeletons in the closet or an ex-police chief who was convicted of a felony by falsifying government papers and only got off because of a technicality! You do it once, you'll do it again!
Oh well, only in Cameron County!

Juan dont forget to mention the deputy dawg gus reyna when he totaled out a county vehicle on the expressway not too long ago, either he was drunk or under the influence of nose candy or some type of drug and plenty of other chingaderas he has done. Nothing but blacks eyes for Lucio and the sheriff department, well at least Gavito isnt there anymore, but you got plenty of others that stepped into the those crazy shoes. Not sure if the County voters have had enuff of lucio and his three ring circus or if they want to keep him in business 4 more years. we shall see in march primary elections.

Juan is it true that omar lucio is 85 years old? Most law enforcement agencies have a mandatory retirement age of 60. So maybe its time for O Lucio to really retire and stay home, change his pamper frequently.

Last time you all voted for change you all got Conrado Cantu!! Watch what you wish for. Eric is Laundering money and that's the type of Sheriff you want?! If he is able to do that now, imagine what he is capable if he would become sheriff. Every Employer has their far share of bad apples doesn't mean that the Leader is not capable of managing. Maybe you should look into all Sheriff Departments in Texas and county jails and see what is going on here is nothing different with what others have to deal with. All these people complaining sound like disgruntle employees who were caught doing some shit and now are upset they were fired or demoted. Montoya before placing a story you should do some research before posting about jail not being managed correctly, before posting about this lady who has been hired, before the new Sgt. promotion. I can go on and on...
