Mincing no words, Texas Governor Greg Abbott said hs order on face masks is a "recommendation" and not a "requirement' and that no other authority, county or municipal, can assess fines against not wearing a face covering. That recommendation ends Friday, by the way (not da local guey).
Also, the state's "Stay at Home" order will come to an end on Friday.
Meanwhile, the face covering order (required) and Stay at Home orders have been imposed across the river in Tamaulipas as a response to the growing COVID-19 case incidence there. I'd wear it, wouldn't you? Go figure.)

It is one thing for governments to fail (as, in one degree or another, most governments did), quite another to watch a ruler and his supporters actively spread a deadly virus.
