As of last Friday – more than a month new sheriff Eric Garza took office – the Cameron County Legal Civil Division will not give you a clear answer and claim that they have no "responsive documents" that can confirm whether Robert Gracia works for Cameron County or even if he's on the county payroll.
And commissioners are loathe to answer either way only saying that the court and its legal division have "spoken to Eric" about Gracia's presence in the most sensitive areas of the sheriff department's administration and his authority to make staff and personnel changes before he has even been hired.
Throughout, they said, Garza has remained noncommittal and unresponsive to their queries.
How did this come to happen?
Garza, who touted his administrative talents in his race against incumbent Omar Lucio, later questioned Republican challenger John Chambers' lack of Texas Commission On Law Enforcement (T-COLE) certification stemming back to his stint as police chief at Indian Lake. At the time, certification was withdrawn and Garza's supporters questioned how he could serve as sheriff without it.
Well, things have a way of coming back and biting you in the kiester.
It turns out that Garza could not anoint Gracia as chief deputy apparent because he lacked...you guessed it, T-COLE certification. However, this did not stop Gracia from issuing orders to the department's personnel as early as Dec. 31, issuing email directives to the staff to be present at three swearing-in ceremonies January 1 and requiring all staff to resubmit applications for employment requiring confidential and sensitive information on pain of termination.

With the Civil Division claiming there are "no responsive" documents to prove Gracia is a county employee, or if he hired temporarily under then professional services budget line item, can he exercise authority over T-COLE certified employees or those under Civil Service – or on any department employees at all?

Everything is a fkn mess right now, what happened to "I'm going to end the compadrismo".. He hired the all time loser Silver Cisneros and Luis Mendieta with patrol deputy slots, he gave them brand new units new offices and now patrol is short! The corruption of Javier Reyna was at its highest peak before the current administration for favoritism. Lacking Intefrity and accountability to favorites elites. From sexual harassment being swept under the carpet to unaccountability to some of the elite deputies which eventually were given rank without merit. Facts are facts. Reyna reign is at a loss and he cannot handle it. Acceptance is a necessity for Javier Reyna and his cronies.
