AT-LARGE B: DR. ZAVALETTA-GOWEN'S CHARMED EXISTENCE; SPENDS MILLIONS FOR TRAILS, PAYS NO CITY PROPERTY TAXES

As a member of a local pioneer family, At-Large B City of Brownsville Commissioner Dr. Rose Zavaletta-Gowen has led a charmed existence.

The Zavalettas (notice the two "T"s), were descendants of the family which has been traced to have originated in the Basque region of Spain and traveled with the conquistadores to Mexico. The family eventually moved north and one branch settled in Brownsville.

Her uncle Dr. Joe Zavaletta – a sometimes haughty, arrogant man – ran  for several political positions and retired after 30 years as a medical doctor. He was one of the first Republicans in Cameron County.

That trait has carried over to his niece and it sometimes surfaces during city commissioner meetings. A gynecologist, she also feels that she knows better than anyone and has a monopoly on the truth. Her influence on the city commission has resulted in guiding millions of public dollars to establish hike and bike trails, her pet project on her two terms on the city commission. 

With a term limit proposition on the ballot this May 1, the wording on the proposition excludes her from the limits since, if passed, they won't go into effect until her term ends. The effects of the term limits proposal on her means that it will be as if she had just started her first term. The spirit of the law? No, not really, but because she is a Zavaletta (two "T"s) means that rules for mere mortals don't apply to her.

Curiously, although Gowen has already served two

terms and is serving a third running fir a fourth the limits will not apply to her since they would not take effect until after the voters decide whether to approve the charter changes in the same election. 

She faces local gadfly and past Brownsville Independent School District board member Erasmo Castro and newcomer Yuritzi Peña, a new face who lists her occupation as assistant director of a day care center. Unfortunately for city taxpayers, most political observers expect her to cruise in to her third term. But stranger things have happened. Cross your fingers.

Could they do worse at splurging on public public funds like this?

Gowen believes in the "nanny" government and pushes her agenda for healthy living and exercise on the trials.

But she also believes in her entitlement. Her 1961-circa home, appraised at $368,491, is designated as a historical building and exempts her from paying any taxes to the city, college district, the port or the county. Her family didn't build the home, but she says that there are historical objects that trace the relationship between Tejano ranchers and the Anglo cattle ranching class that merit historical recognition – and tax exemption. 

Because of that designation, she has paid no city taxes since 2018. Her latest take from the city's kitty has been the 2020 issue of $13 million Certificates Of Obligations where $875,000 went toward hike and bike trail, to be paid, of course, by city taxpayers. In July 2019, The GBIC brought a plan before the city commission by a Mexican confections company that was going to manufacture candy for sale nationwide. It was going to add 15 jobs and retain another 20 at $15.00 an hour.

The project was nixed when Gowen complained that it was a not good for people's wellness and healthy habits and the project was dropped. So at least 15 more families were deprived of an opportunity to improve their economic well being to please her druhters. Let them ride bike for their health instead, was the reasoning. Then she held up approving the GBIC budget because she wanted the GBIC to contribute to buying T-shirts advocating healthy habits

And when former mayor Tony Martinez tried the Great Lincoln Park Giveaway to the University of Texas System, she voted in favor of it until local blogger Bobby Wightman pointed out that as an employee of the Texas Health System she was conflicted and never should have voted. The public thought different and the giveaway fizzled.

Her allegiance to her her socioeconomic class is rock solid. When residents of E. Fronton, the majority of them working-class Hispanics, protested the planned renaming of their historical street to the McNair Family Drive, she insisted that the city administration draft a new ordinance that established the rules and process for naming a street. 

The residents complied with the new rules and a majority signed a petition to keep the historic name. But when it came time for the vote on the name change, Gowen sided with the gueros like a true gachupin and went back on her promise that she would honor the process. She, after all, is one of the city's Good People and has to side with her class over the revolting peasants.

Commissioners John Cowen and Jessica Tetreau sided with the McNairs over the people, too. Blood's thicker than mud.

Early voting for the May 1 election is Monday, April 19. We, unfortunately, appear to be doomed in the At-Large B race to bear another four years with this freeloader who loves to fund her pet projects with Other People's Money (OPM).

The battle over Supreme Court-packing is being fought on the wrong terms. Americans of all political stripes should want to see the court expanded, but not to get judicial results more favorable to one party. Instead, we need a bigger court because the current institutional design is badly broken.

The right approach isn’t a revival of FDR’s court packing plan, which would have increased the court to 15, or current plans, which call for 11.

Instead, the right size is much, much bigger. Three times its current size, or 27, is a good place to start, but it’s quite possible the optimal size is even higher. This needn’t be done as a partisan gambit to stack more liberals on the court.

Indeed, the only sensible way to make this change would be to have it phase in gradually, perhaps adding two justices every other year, to prevent any one president and Senate from gaining an unwarranted advantage.

Rose needs to go, if for no other reason than that we need new blood at City Hall. As a doctor she should know that a change of scenery is good for health. Residents here have tired of her plain-Jane face and her political silliness.

Thanks for the bike trails, but move on.

Sorry it has come to be where we will vote for the lessor of two evils. If we get Erasmo in, at least we will get Gowen out. Erasmo will commit another one of his stupidities and will be run out of town and maybe, just maybe, a hand-picked person will be better than both. Yuri needs to do more campaigning and let us know what she has to offer and at least some of her qualifications. Yet, maybe a real new commer to politics be just what we need so they can live and learn what it really takes to be a public official. Just vote Gowen out and let her ride out of town in her bike.

Same as Sally Arroyo former City Commissioner elected back in 2003 who then moved away from Brownsville. Not one can remember anything accomplished from Arroyo and the same with Gowen.
Brownsville elects them, so why complain?

Erasmo Castro needs to get a life. His ridiculous campaigns for office are an embarrassment to the entire community. Others note McAllen and you know Erasmo Castro would never run for office in McAllen.

Let's tell the whole Valley we're better than electing an Erasmo Castro. Same for Carlos Elizondo. I've had it up to here with these two pretenders.

Gowans comments on the forum was that she only made $40.00 a night for renting her B & B to SpacEx people. Rose, I don't care if it was Free, $5, $40, $100, $500 $1000 a night , it is the lack of ethics that you and the board are demonstrating. Putting Spacex under your property ? Were others made available for them? It would be great to have the ones in office right now to answer these questions,"What have you done to improve the city/county as a WHOLE, during your term and "Why do you still want another term'? To the ones running against them," Why do you want the position"?

Putting my mail ballot in the mail in the morning. Peña got my vote. Rose has to go. In the last year has anyone heard a word from this so called doctor about Covid and how the city should have responded?

Oh to 10:42 a.m. - on Supreme Court 2 Thumbs up. You might research judicial selection under Jimmy Carter. It was a bipartisan committee.

People do not realize it but the current Supreme Court is not doing its job because it is way way too small. There are federal laws where in Texas I will go to jail, but the same law is enforced differently in NY so the same act will not get me in trouble. There are now endless federal cases like this that depending on where you live there is a federal law against the act or there is not. The Supreme Court refuses to fix the conflicting opinions.

And who believes out of over 8000 appeals only 70 or so this past term deserved to be heard?

You are right we may need a court of 27 so they can actually do their job. An honest bi-partisan committee adding 2 Justices a year would work.

Brownsville voters, wake up and don't elect anyone who does not pay their fair share of taxes. In fact, the State should eliminate "Historical designation " bullshit for personal homes, this designation should only apply to building open to the public such as museums. We know that this designation is only smoke screen so greedy people do not have to pay property taxes. Vote them out for good, shame on them.

As others have commented on this blog, we have very little choices in this race! But we have to do our homework and study the candidates. Erasmo is the only one we don't need to study, he's already had his chance and he bombed. a strong NO for him. so we only have 2 left. Gowen has had her chance so we have only 1 more choice Yuri, please tells us who you are and what your about, hell this might be the best chance you will ever have to contend and possibly win! Say something and do it fast!

Let's go Brownsville...Let's replace all these City Commissioners then place the City Manager Bernal on the Agenda and get rid of this Thief! As he gave himself a pay raise $225,000 plus other allowances (car, health insurance) hired so many Assistant City managers at $165,000 while he cuts the pay of City employees! Hired Department heads that would take pay cuts not stand up for themselves.
