VI. Presentation regarding RFQ #21-130 Delinquent Ad Valorem Tax Attorney Services as required on the specifications of the request for qualifications.
(Ed.'s Note: Tonight's Specially called meeting by the members of the board of the Brownsville Independent School District was held to choose between two tax delinquent collection law firms: Linebarger Goggan Blair and Sampson LLP, which has had the contract worth at least $800,000 a year for the last five years, and challenger Perdue Brandon Fielder and Mott LLP.
It was the only item in the agenda and the board allowed both firms to make their presentation
The latter firm showed that as a result of Linebarger not doing its due diligence in filing taxable value audits for the years 2011-2014, the BISD lost an estimated $2.4 million, according to the Office of the Texas State Comptroller.
Perdue representative Hiram Gutierrez showed that after he alerted the BISD that it was losing out on this state aid, the district hired Linebarger to file them and that has resulted in and additional $1,541,000 in state aid. The taxable value audits for 2017 and 2018 are still due and could bring another $1.5 million.
Despite these facts, Daniela Lopez made a motion "based on the rankings" by Purchasing Director Rosie Peña's staff, to award the contract to Linebarger for one year with option to renew seconded by board president Eddie Garcia. Also voting to approve was Dr. Prisci Tipton-Brown and Jessica Gonzales.
Voting no was Drue Brown and Denise Garza and abstaining was Minerva Peña.
There may be four new members on the board, but apparently it's business as usual at the BISD.

Again, the politics of "who you know and who you blow," even if it means losing MONEY that could have been used on the students of BISD! Pretty sad when you're a board member supposedly representing the students and taxpayers of BISD and don't care about losing MONEY! Oh, but this is Brownsville where WE votes for degenerates or thieves! Huh, anyone know where the million is that PUB paid out? Again, WE don't are because its just MONEY!
Was the Linebarger firm contracted to file those audits for those years? Present the contracts where BISD hired them to do that for 2012-2014.

Our current board is extremely connected directly and indirectly to cash heavy contributors. You got state senators or employees with the state that are influencing our board members. Why? He’s a successful CPA, it’s never enough nothing gets done without these people pushing the buttons or pulling the strings. Brownsville PUB annouces the building of a new Downtown sewer treatment plant..
PUB has announced it will name the new sewer treatment plant after a local leader. After overwhelming votes the new plant will be named after Chief Felix "El Chapo" Sauceda-Bernal. THE VOTERS ALL Choose Felix "El Chapo" Sauceda-Bernal as the face of the new sewer treatment plant because he is full of shit just like the new sewerage plant!!!

How is it that Linebarger scored higher than the other firm? A few months ago they scored the same two firms and Purdue scored highest.... and it was done my committee. Now the board members scored it! The fix was in... and the crooked Rosie Peña, the purchasing director was in cahoots with Linebarger and changed the whole process from the one months ago. Food for thought..... Rosie Peña is a snake. She was moved out of Purchasing to Food Service Department... and they brought her back! Everyone here at district knows she is the most crooked administrator there is. Her time will come.

Jessica Gonzalez was easy vote for Linebarger Sampson Blair.. blah blah blah. She has been on the outside looking in all her life. She gets a fluke win and people start noticing her, paying attention to her.... calling her even! Do t blame her for voting the wrong way... she is being noticed.... little does she know that Linebarger has a person on staff specifically for that.... catering to people, being a friend, an emocional tampon if you will. You were not the first one to fall for it Jessica.... it’s like all those fools posting pictures for likes and positive comments. You fell for it. BISD Purchasing Director Rosie Pena did all the bidding for Linebarger. BISD knows that when she is in big trouble, she goes to the ER to hide. Linebarger paid Minnies campaign so she abstained. That company also funneled money to Daniela López, Prisci Roca and Eddie Garcia. Now Jessica Gonzalez was more dinner invites and maybe a steak dinner for the family. Minnie loves Chick fil A with Rose Longoria. The key to BISD is food people!! Sylvia Atkinson loved La Pampa!
They need to take all of them to court sue BISD that company that was not awarded the contract has a good sue them.
Jessica has been bought; what did they give you? They are catering to her and she's loving it. She's forgotten where she comes from. She obviously is that easily influenced by the attention that the vendors are giving her. What a waste of a vote! BISD Board Member Jessica Gonzalez fell in love with the vendor attention and vendor catering. A parent volunteer who won on a seat and now Jessica Gonzalez wants more lunch or dinner invites, a free hotel stay at the island or even a text from Sylvia Atkinson. Jessica is loving the attention. Remember Jessica Gonzalez voters voted for ethics and accountability that all parents wish for. If all it takes is a Olive Garden Gift Card, then you must have been desperate for dinning out. Board members I know that some of you or family members have a business or have owned businesses in the past. ( good for you) If you have/had a company that lost your business millions of dollars or missed a deadline to regain money back for your company would you rehire them? I THINK NOT, because it would be your money !! Well now you are acting like gods/goddesses with our money and rehired the company that dropped the ball on millions for BISD and someone else alerted you to it? In return Perdue ranked lower than Linebarger according to Rosie Pena and you gave Linebarger the job again? Amazing. !! " When Baltazar Salazar sub-contracts another firm to do what he was paid to do, does the district have to pay out more? Perdue did you a favor on red flagging Linebarger and you threw them under the bus.
