AFTER EIGHT YEARS AND MORE THAN $2 MILLION, SALAZAR OUT AS COUNSEL: BROWN, PENA GO DOWN PROTESTING

The board of the Brownsville Independent School District giveth, and the board taketh away.

Overturning a vote held at their last meeting, a majority of the BISD school board removed the $60,000 special education legal counsel contract given to former board counsel Baltazar Salazar and lumped it together with the original Request For Qualifications (RFQ).

The board had two items to consider: One was to award the original RFQ that included special education legal services to second-ranked law firm of O'Hanlon, Demerath & Castillo that was removed from the RFQ at the urging of board members Minerva Peña and Drue Brown at the last meeting. They convinced a majority of the board members to carve out the special education services and made into different contract to award it to Salazar; The other item was to award the special education legal services to Salazar at $60,000 a year.  

During the RFQ ranking, Walsh Gallegos Treviño and Robinson had come in first followed by O'Hanlon, Demerath & Castillo with Salazar ranked tied for a distant fourth. But at board member  Peña and Brown's insistence, a majority of the board voted to "carve" special education legal services from the original RFQ and give it to Salazar without a separate RFQ issued. 

Salazar had been board counsel since April 2013 and was earning $300,000 a year. Attorney Kevin O'Hanlon told the board that his firm would handle the original RFQ that included special services for $240,000, without adding the $60,000 that was carved out for Salazar. Board member Prisci Roca-Tipton was seconded by board president Eddie Garcia and passed 4-3 with Daniella Lopez Valdez and Garza joining them and Brown, Peña and Jessica Gonzalez voting against.


Brown lamented the fact that the previous vote was cancelled by the board and called the process "biased and tainted."

Peña heaped praises on Salazar's performance with special education services and said it was "disheartening" that the board opted not to keep him as special ed attorney. 

In the following item which had been negated by the previous vote, Salazar was stripped of the special ed contract and the motion made by Brown and seconded by Peña could only get another board member – Gonzalez – to join them. Again, Lopez-Valdez, Garza, Garcia, and Roca-Tipton voted against. 


Before the vote, Garcia said that on at least three occasions Salazar had misinformed the BISD and the board. The first time was last January when he complained that he had not received the board agendas for the past six or eight months despite documentation and emails that he had but had not responded.

And on another occasion in February, when the board asked him whether other school boards recorded their executive sessions, he responded that boards in Houston, Dallas, San Antonio, and Corpus Christi recorded their executive sessions. The administration under Dr. Rene Gutierrez then researched the question and found out that 15 of 16 board mentioned did not record their session contrary to Salazar's assertion that they did. The 16th district that required that the BISD file an information request to provide the information and had Salazar as legal counsel.

"That made the board waste time discussing some of these items we would not have wasted if he had properly responded (to the questions)," Garcia said.

On another occasion, Garcia said that Salazar had misrepresented his role as lead attorney on at least two important cases and gave himself credit during a PowerPoint presentation for getting $6 million in settlements when he did not represent the district in those cases.

"He was taking credit where credit is not due," Garcia said.

Peña tried to question O'Hanlon on his firm's qualifications and Garcia cut her off telling her that the vote had already been decided and that the information she was trying to garner from O'Hanlon was contained in the response to the RFQ the firm had submitted.

For his part, Salazar said he "knew where the board was headed" and said that although he did not agree with the administration because they "played with the numbers" and disagreed with board president Garcia, he was grateful for the eight and one-half years he served as legal counsel and said he had "put his two daughters through college" on the salary. 

Since April 2013, when he was earning a $240,000 salary and when O'Hanlon was chosen as board legal counsel, Salazar was getting paid $300,000 – totaling more than $2 million in salary in the eight years with the BISD.

Brownsville Police Chief Felix " El Chapo" Sauceda-Bernal and Patrol Commander Bill No Balls DIETRICH are now in Hot water Due to their Incompetence and lack of leadership.
Chief Felix "EL Chapo" Sauceda-Bernal with his No overtime and Data Driven numbers and total misalignment Are major factors in the recent death of a female inside City Jail. Even after several Complaints to the administration, along with the City Manager El Rata Bernal about the shortage of manpower on the streets with as little as 6 officers on the streets they continue to look the other way stating that the numbers don't support more officers..
But yet Chief Felix "El Chapo" Sauceda and Commander Bill No Balls Dietrich still Demand and oder that two units be placed in the downtown area to monitor certain businesses!!WTF
What does this all have to do with the Females death inside City jail well lets begin;
1.Not enough Jail personnel on duty due to no overtime.
2. ONLY ONE Patrol Supervisor on duty and that supervisor must remain in the Office to conduct three In Person Roll Calls at 3pm, 6pm and 8pm as ordered by Patrol Commander Bill " No Balls" Dietrich..So where was the Supervisor when all this was unfolding stuck doing Roll call...The same Patrol Supervisor then must go and check the Airport to make sure the Officer assigned there have not left there assignment.

4. Allowing the Training Division to put 7 Officers in training all from the same shift...
5. Assigning Patrol Officers to Dispatch, City Jail, Records Division and Municipal court all in a effort to save money!!! At what cost??? So Chief Felix"El Chapo" Sauceda- Bernal can impress his lover City Manager El Rata Bernal with all the money he is saving$$$$$$ the city..
6. All these actions have placed Officers and the safety of the public in jeopardy!
Now with three huge law suits pending under the watch of Chief Felix El Chapo Sauceda-Bernal who has proven to be a total failure and is fixing to cost the citizens Of Brownsville Millions of Tax Payer Dollars due to his Incompetence and total Misalignment!
Chief Felix El Chapo Sauceda-Bernal poured the kool-aid but not everyone is drinking it. Chief Felix El Chapo Sauced-Bernal's administration maintains the fiction that administration supports patrol but the continued actions of administration indicates a message of mistrust.
Wake up Brownsville City Commissioners and get rid of this Clown as Chief Felix El Chapo Sauceda-Bernal has already proven to be the worst Chief in Brownsville Police Department History but he is also about to go in the History books as the Chief of Police that cost the City of Brownsville Millions of Dollars!!!

This is so sad. It is easy to understand Minnie’s support of Balta. She is dim witted and incapable of any meaningful intellectual analysis. As for Jessica, she is in a fog and blindly does what Drue tells her to do. The sadness of the situation stems from Drue. She has become delusional and sincerely believes that Sylvia Atkinson is innocent and Balta is a great attorney. She is exhibiting classic signs of neurotic delusional behavior. This prevents her from admitting she was wrong in joining forces with these two convicted felons. And she used to be such a professional, ethical person. So sad.

Keep in mind, that the low salary of our so called public service personnel, could be the reason why we have drunks, addicts', child molesters, wife beaters, as our public servants. Mean while, This so called felon, countable Baltazar Salazar is collecting Millions. This is what our so called school administrator are showing our children as role models. Baltazar Salazar has been heading the BISD counsel since April 2013, the same year 2013 is the marking of Cameron county corruption committed by Judge Abel Limas (judge), Villaobos (district attorney) Jim Solis (state representative), Marc Rosenthal (high profile attorney), and not to forget the bail bondmen. Keep in mind, who else was also involved and making sure all documents were filed and fixed, our very own Aurora de la Garza, and Eric Garza. (BINGO). The year 2013 was also the year that commissioner's court took away Villalobos authority to govern over administrative issues with Commissioners court. We must also not forget about our very own School administrator Sylvia Adkinson, playing possum. This is my opinion. Wake- up Cameron county and smell the real coffee. Follow the chain of corruption .

Ha,Ha,Ha happy that Daniela voted to boot Balta out, but voted to give the bank whose daddy Joey Lopez is on the board to house BISD's money? Shame on that bank, as well. Conflict of interest was reported after the fact? Better to ask for forgiveness rather than permission? Daniela it is sad to think you ran to help BISD, but it was to help yourself and your family. What other scheming things has your dad taught you. I saw the meeting when that was brought up and couldn't figure out the look you had. Was it "Like a deer in the headlights" or " Yes I got away with this deal"? Shame on you.

Every single board member right now is in it for themselves/family/friends/pocketbooks. Your campaigning was all about Bisd employees and students, but you had hidden agendas in your pockets. If any of you will ever be charged with a crime, what will your excuse be? Greed, gambling, mental issues? Will you throw it in our faces how much our BISD taxes helped you put your kids through college, or get your family contracts/jobs? Most of you on the board probably live a good life, but do it with your own money, not with other people's money.
