BISD BOARD CHANGES PROCESS ON HIRING BOARD COUNSEL, CARVES OUT SPECIAL NEEDS SERVICES TO KEEP SALAZAR

A majority of the Brownsville Independent School District performed somersaults at Tuesday's meeting, voting to hire the law firm O'Hanlon, Demerath, & Castillo for $240,000 after number one ranked firm Walsh, Gallegos, Trevino Russo & Kyle, P.C. chose instead to withdraw its offer after board members said they wanted to separate special needs legal services from the initial Request for Qualifications.

And then – even though there was no agenda item posted for Requests For Qualifications Special Needs legal services – the majority carved out a $60,000 slice of the pie for current board counsel Baltazar Salazar.

A motion by Prisci Roca-Tipton seconded by board president Eddie Garcia failed on a 3-4 vote when Denise Garza, Drue Brown, Jessica Gonzalez, and Minerva Peña voted against including the special needs education legal services in the contract to O'Hanlon, Demerath, & Castillo and separated them in a motion to give the special services contract to Salazar.

Despite the fact that Salazar tied for a distance fourth of seven firms, the board majority picked him to award the Special Services contract to him instead of the firms who were ranked higher.

Garcia said that the board should have gone out for RFQs on the special needs portion just as they did for board counsel. The special needs portion of the contract was included in the call for RFQs, and did not separate it from the initial RFQs.


"If that is going to be carved out, then that should be referred and be sent out for RFQs. We decided as a board for transparency and this had not been done for the last eight years," Garcia said.

Daniella Lopez-Valdez also reminded the board that the special needs services had been included n the original RFQs and read a long list of instances where the matters had been discussed by the board, advertised in the local newspaper and reminded the members that they were all aware the services were included.

"We did that for the sake of transparency," she said.  

Brown responded lamely that the process that started in January had been "tainted," but did not specify how.  

After the motion failed that would award the contract including special needs legal services to the firm, the motion was amended by Brown to separate the services to Salazar and by a 4-3 vote that included Garza, Brown, Gonzalez and Peña. Voting against was Lopez-Valdez, Tipton and Garcia.

The board majority authorized the administration to negotiate the other services with O'Hanlon, Demerath, & Castillo.

Jessica Gonzalez and Minerva Pena put that it on the agenda because they owe him for all of his BISD money that he donates to them. Denise Garza and Drue Brown did those ladies a favor because they also get donations from Baltazar Salazar. Denise Garza is also a Sylvia Atkinson follower. Drue owes Minerva many favors. Jessica Gonzalez, la rata gorda, is a big liar and in it for herself and family. She already is begging the Superintendent to hire her daughter at BISD. A waste of tax payer monies. La rata gorda has never paid taxes. Lives of the cheque y estampas and now BISD Board vendor money donations!

To Denise Garza, Jessica Gonzalez and Drue Brown, what was the rationale for your voting to keep Baltazar Salazar on the BISD payroll? I am very curious because the law firm of Ohanlon, Demerath & Castillo that was hired to be board counsel has a staff of twelve attorneys with three of them specializing in special education. What was so special about Baltazar Salazar that he warranted being hired as the special education attorney by four of the seven board members. Mr. Salazar's integrity has been publicly scrutinized many times and he does have a history of dining, donating and securing favors for board members. Let us not forget that he also was a big time player in stopping Cata Garcia in getting reelected to the board. I sincerely believe that he engineered the plan to separate the legal needs services and had Minerva Pena assisting him to carry out the plan. Although Atkinson, Rodriguez, Castro, Elizondo & Zendejas are no longer around, a similar group of individuals who also place personal gain over the school district has emerged. Sadly, I feel that this is only the beginning.

Sec. 87.015.  Petition for Removal.  (a)  A proceeding for the removal of an officer is begun by filing a written petition for removal in a district court of the county in which the officer resides.  However, a proceeding for the removal of a district attorney is begun by filing a written petition in a district court of:
(1)  the county in which the attorney resides;  or
(2)  the county where the alleged cause of removal occurred, if that county is in the attorney’s judicial district.

BISD/IDEA are launching a program by the name of "name that person", a program that will ID who ever finds corruption and does not report it. To the "Baltazar 4" he really has a hold around your neck, doesn't he? The money we the taxpayers pay him, because of your vote, is siphoned back to your pockets, what a scam ! Besides this scam what else does he have on you? Dru Brown, you justified your vote for Baltazar by hiding behind TASBE and referring to it as it's ok to split the duties. When the board interviewed these firms , one of your questions was about contributing for school board campaigns. If I am not mistaken, Baltazar said the right answer in your books, because he does and it benefits the four of you. Shame, shame, shame on the "Baltazar 4".

Juan check out HB 189 that was just approved, its regarding severance pay for charter school CEO/ aka superintendents that was just passed. This bill was introduced by Rep Terry canales and SEN. eddie lucio, maybe it was done because the previous Idea CEO tom torkelson was given over $1 million dollars in severance pay when he left about a year ago. check it out. And yes folks you all know BISD is bad, but check around there is waste of taxpayers money everywhere.

Who is Erasmo" Don't know him. Can I assume that you are a family member/friend of the " Baltazar 4" or one of the " Baltazar 4" or Baltazar himself. I won't assume that, because everyone has their own perspective as to what is going on with the district. We don't dislike these people, we just don't like the shenanigans/behavior that is happening with our taxpayer money. We don't need to be fed information by Erasmo. If we stay informed by viewing school board meetings, budget committee meetings , or the recent hiring process for school board attorney, you can take a lot of what is happening.(Did you see that one? Well let me tell you. What a dog and pony show that was. Baltazar tied for last place and he still got a large piece of the pie, WOW !!) Guess what I have internet and now you're going to blame Spectrum for helping me stay informed? I don't need Erasmo to tell me what's going on. The recent posts ( public information) as to who Baltazar and Linebarger contributed to speaks volumes. We don't need to follow Erasmo. It is a copout in labeling people as haters, because we don't like the decisions that are being made at the district and if we don't agree with you. No,I do not like that my taxes are being abused/misused and siphoned back to board member's pockets, Do you? Depending on who you are, maybe this is a yes, but I don't want to assume. These people want us to bend the knee to corruption and we are tired of being the school board's, city's ,county's, Port's, P U B's and college's, BLANK CHECK to corruption. As a TAXPAYER or customer to all these entities, I am Proud Concerned Citizen, not a sad hater.
