Synopsis: Cameron County Sheriff Eric Garza wanted to hire an outside consultant firm (Joseph Summerill) to help him with the application to increase the per diem from the United States Marshals' Service to house federal inmates. Several commissioners told him that the county Auditor, Human Resources and the Budget Officer have historically negotiated with the Marshals Office on the amount it cost to house inmates and that it now stood at $55 a day. In 2013, the Marshals Office paid $30 per day and that has risen to $55 in 2017. Brooks County, in contrast, just signed an agreement with the feds to pay $78 per day per inmate in mid-May.
"The feds will only pay what it costs us to house an inmate and it's pretty much a take it or leave it proposition," said Pct. 3 Commissioner David Garza. "We can't ask for more than it costs us." Garza had asked that the county pay Summerill $17,000 to submit the cost figures to the Marshal's Office and that once the deal is concluded that he be paid more for his services.
The rest of the commission agreed that the county should not spend any more money and allow the county reps and the sheriff to negotiate with the Marshals Office and not allot any funds for a consultant.

Synopsis: Garza wanted the commissioners to pay for outside counsel to help him address the concerns of the Texas Commission on Jail Standards, the Texas Commission on Law Enforcement, and the Cameron County Civil Service Commission or "any other county, state, federal agency."
The commissioners said that the county is awaiting the results of a spot inspection last week that contains a list of shortcomings. Court legal counsel Juan Gonzalez told commissioners that unless there is some litigation where the sheriff is in dispute with the court, they are not permitted to fund outside legal representation for the sheriff with TCOLE or the County Civil Service Commission.

Synopsis: Pct. 3 commissioner Garza moved to table this item and County Judge Eddie Treviño agreed that any requests for sign-up bonus of $2,500 for jailers or a salary amendments should be included it in the budgetary process now starting for the 2021-2022 FY. David Garza said that he had heard that at least 70 jailers have left and said that he had been "concerned about this exodus which I haven't seen in a long time." Treviño told the sheriff that there was no need – in his opinion – to assign anyone to "research the feasibility" of the bonus or the salary increase. He told Sheriff Garza the auditor, budget officer and Human Resources director were at the disposal of all county department heads and the commissioners when questions about compensation arose. And some reports emanating from the department indicate that federal Stone Garden funds may have been used inappropriately to cover some staff salaries.
Said another department head: "Those are duties a department head is supposed to do. That's why we're there."

the county Judge, Commissioners will not just give (1) department a raise. There's a process in place. Every Department in the county needs to submit their Budget request; increases, any changes that they would like to see in the coming year. County begins reviewing all numbers in July. They will approve the budget for the up coming coming year in September, that way the new and approve budget will take effect October 1. The County will see if they can give raises to every department.
Keep in mind that County Employees haven't seen a raise on any salary changes since October 2018.
This past year the county lost a lot of revenue due to the Pandemic and the continued Closure of the Bridges. So county employees may see another year without raises!!
Unless there's monies in reserve maybe they will get luck. Not just law enforcement need raises all county Employees need raises. They continued to work everyday during the pandemic. It would only be fair!
And a smart Sheriff would look in getting raises for all; not just his jailers. He needs to include Deputy's, Dispatchers and his office staff.
How many of his current Jailer staff are in a Jailer Slot, getting paid as a jailer but are actual doing clerical work? MANY OF THEM.
Sheriff, you should know what the Budget process is; you have worked with county long enough. Just because your Sheriff doesn't mean you are ABOVE the law or anyone else. We all have bosses that we must answer to.

The jails in a state of emergency. You want quality staff and not willing to pay a competitive wage. And to the person saying the entire county needs a pay raise not just law enforcement I encourage you to go work a 22 hour shift at the jail and let us know how it compares to other departments. This is a crisis and the staff is paying the price and soon so will the citizens of the county.

@5:51 pm first of all any deputy, jailer or dispatcher aren't suppose to work more than a 16 hour shift. Some OT funds that pay the OT doesn't allow it. Besides any person with common sense would know that any hours worked over 16 hours on consecutive days due to lack of manpower...puts that employee at risk of hurting themselves or people around them.... Major liability. The Human body gets TIRED. Yes, the pay check will look awesome with all that OT on it... but you know what your body will let you know that it needs to rest. Let's hope that the County Auditors office is reviewing those clock ins and any overlapping of hours. That's when you will find the any issues.
