Garza told the commissioners court recently that said he had hired 20 correction officers to replace them, but his recruiting efforts have not been thoroughly successful. As a result, reports from the jail indicate that on Sunday there were only 7 jailers to handle 800-plus inmates.
That's just part of the problems confronting the new Garza-Gracia administration. Dean Garza the head nurse at Rucker-Carrizales-Rucker Detention Center in Olmito, also left earlier this week, indicating that there were irreconcilable differences with Gracia. And word from the inside indicates that at least two officers are set to file complaints against Gracia, too.
There have been two federal retaliation lawsuits claiming First Amendment rights violations against two former supporters of former Sheriff Omar Lucio. Court records indicate that Federal Judge Fernando Rodriguez held a pre-trial hearing Wednesday on the lawsuit filed against Garza and Gracia by Sgt. Rodrigo Almanza for retaliation and denied a petition to dismiss the case by the defendants.
Another lawsuit in federal court against the Garza administration was filed by Capt. Javier Reyna and is pending. Cameron County has denied providing Gracia with legal counsel because there are serious questions of whether he had been a county employee at the time of the alleged violations.
Gracia was "appointed" by Garza, but was not listed as a county employee at Human Resources and didn't pass the Texas Commission On Law Enforcement peace officer exam until mid-March.The judge entered a scheduling order for the attorneys that stretches past June 28, 2022. Gracia will have to provide and pay for his own attorneys all that time.

Chief Elizardi is tough as nails. He was Chief Deputy under Alex Perez. His experience surpasses just about everyone in the Cameron County Sheriffs administration. Chief Elizardi is responsible for mentoring many jailers to their advancement and allowing them to move up in rank according to their skill and merit. Present administration should not accept his resignation and work out any issues to resolve an amicable outcome.
TCJS will hold Cameron County in non-compliance if they cannot satisfy the mandate imposed. The TCJS will order the transfer of inmates to other facilities at the county’s expense.
The county has seen this before on at least three occasions over the past 25 years.
A 60 jailer deficit (per capita), will take two to five years to remedy itself and satisfy a jail climate according to all information provided by the Information Cameron County paid for in past jail audits.
Hiring outside Jail Administrators has historically been unsuccessful because of cultural acclimation and the willingness to relocate to the RGV for the amount of compensation.
Someone needs to consult with former County Judge Gilberto Hinojosa and Carlos Cascos to see how they navigated these repetitive, cyclical, jail issues.

1.Not enough Jail personnel on duty due to no overtime.

ONLY ONE Patrol Supervisor on duty and that supervisor must remain in the Office to conduct three In Person Roll Calls at 3pm, 6pm and 8pm as ordered by Patrol Commander Bill " No Balls" Dietrich..So where was the Supervisor when all this was unfolding stuck doing Roll call...The same Patrol Supervisor then must go and check the Airport to make sure the Officer assigned there have not left there assignment.

Elizardi and the idiots he placed in supervisory positions are not up to the challenge. The disgruntled employees favorites from previous administration continue to create chaos for current administration. Everyone knows that the issues with detention officer positions have always been in existence since the pay is low.
Man I can't believe it's bad enough at the SO for this man to leave. This man worked under other administrations and stood tall now these people take over and he sees it's time to go?? I worked with Chief Elizardi for many years. He's hard charging and by the book. Firm but always fair. This man taught me everything I knew about corrections and inspired me to pursue my career in Law enforcement. The Chief knows his shit. The Chief always has your back if you're in the right. A supervisor let alone an administrator willing to do that for his staff is a rare thing to see in this field. Chief Elizardi left the jail and it speaks volumes of the environment this new administration brought in to the jail. Sheriff you can definitely run the jail without this man. But his absence will definitely be felt. I know first hand this man wouldn't leave unless there was something illegal or unethical going on.

Yes we have lost many great staff and outstanding jailers but I assure u that the ones left are getting it done. We have a job to do and we dont forget it. The safety and well being of our inmates and our staff is our priority. The staff that is left wakes up and sacrifices his time away from their family 12 hours a day for that duties are fulfilled everyday. I may have done many things I might not be proud of in my life but sending nudes is not one. I treat everyone with respect, integrity and fair. I will go out of my way to help anyone of my staff regardless of the situation. I regularly thank and appreciate our hard working staff for their sacrifices and service.
