It's registered agent is City of Brownsville Mayor Juan "Trey" Mendez.
One of its managing managing members was the Director of Government and Community Affairs for the City of Brownsville under City Manager Noel Bernal.
The company was involved in brokering – and perhaps even purchasing – the historic Coca Cola Plant in downtown Brownsville.
A scouring of the legal documents make sit difficult to determine who is the owner of the property now.
Is it Joe Quiroga, president of the Texas National Bank who documents show paid elderly owner Carmen Peralta $382,000 for the property (and someone else who paid $12,000 for an outstanding tax lien?) when the listing price was somewhere over $450,000 to $600,000?
Or was that a loan to Urban 8 Properties and its two principals?
When revelations surfaced over the involvement of the mayor and one of the staffers at the city managers office (Gonzalez at a $82,900 salary) may have been involved in the transaction, Gonzalez resigned the next day. We understand he was given the option by Bernal of resigning or being fired.
Now we understand that there is an application for a $200,000 grant by Urban 8 Properties for the Business Improvement and Growth (“BIG”) Program 2.0 to provide financial support to commercial property owners, eligible businesses and developers to improve existing buildings and activate their sites.
The item is on the BCIC agenda. There is no mention of the owner of Urban 8 Properties, but if the SOS filings are to believed, it's Mendez and Gonzalez.The BIG Program 2.0 offers three (3) different financial reimbursement grants to businesses, property owners, and developers that would like to expand their existing operations, relocate, activate buildings (“site readiness”), or support the diversification of downtown’s experience through quality-of-life improvements such as entertainment and cultural venues within the district.
The BIG 2.0 program will accomplish such objectives through the following grants: (A) Ground Floor Property Improvements Grant (B) Property Improvements with Vertical Activation Grant (C) Downtown Brownsville Rent Subsidy Grant.
In other words, it's a free $200,000 to the "owners or developers" who apply.
Is this application for free public money a tacit admission that Urban 8 Properties was a ruse to get free money from the city to the benefit of Gonzalez and Mendez?

Mayor Trey Mendez may also get indicted by the FBI soon. Everything that Trey is involved in is to enrich himself and has used his political position to get inside information and profit from properties at a cheap price when he finds out where their is buisness opening up or where the City is going to invest. In this Deal With Elon Musk Foundation he used Ramiro Gonzalez to use his knowledge of the Musk Foundation to get $200,000 to renovate the old Coca Cola Building. Do you really think they are using the money to renovate? They will use the City Public Works to do it for free and pocket the money by elevatiing invoices that don't exist to justify the construction. Ramiro and Trey are the only ones from the City of Brownsville that have access and knowledge of the millions from the Musk Foundation and incentives from BCIS and created companies to get money. How could BCIC give them $200,000 for renovation unless they are the owners. You can't ask for money unless you own the building you are renovating. You can't ask for a friend. Now the other issue is the Coca Cola Bldg. is considered historic. Is Trey going to use his political influence to ask BISD and Brownsville to classify it as Historical to not ever pay any taxes and tap into the Historical Funds to renovate it? He uses Tax payers money to enrich himself. We need to get rid of Trey Mendez. That midget is a professional theif.

Charles Stillman and Mifflin Kennedy were the first to set this corrupt judicial system rolling by a scheme to steal large land grants from the grantors to these lands. Eric Garza as Cameron county district court clerk knows who the true owners are. District clerk is the collector of all death certificates, he knows the addresses and who the living heirs are.
