With Cameron County District Attorney Luis V. Saenz and his trusted cadre looking on, the board of the Brownsville Community Improvement Corporation pulled an item from their agenda which would have given City of Brownsville Mayor Juan "Trey" Mendez and former city manager's office staffer Ramiro Gonzalez a $200,000 grant for their historical building improvements.
The pair, both managing members of the so-called Urban 8 Properties LLC formed in June 2021, had sought the grant money from the BCIC to make the improvements on the historical Coca Cola Plant in downtown Brownsville that they purchased for $382,000 last August through a loan with Texas National Bank.
The BCIC meeting was held at noon Thursday.
When the identity of the Urban 8 property owners was revealed on social media prior to the meeting of the BCIC where their application was to be considered, Gonzalez resigned his $82,900 city position as the Government and Community Affairs director under City Manager Noel Bernal.
The pair had bought the property from Cameron Peralta, an elderly woman who owed more than $12,000 on a delinquent-tax lien, in August and had applied for the $200,000 grant through the BCIC, a board whose members are appointed by the mayor and the city commission.
The presence of Saenz at the meeting where the $200,000 grant application was to be considered apparently loosened the tongue of the BCIC board members, one of which – Michael Limas – said he would abstain from another application for $160,000 to improvement to a historical building next to his business, Las Ramblas, because he had planned to rent it from her after the improvements were made.
"The BCIC's BIG grants seem to be awarded to a close-knit number of friends," said a participant in the meeting. "It's a little club giving each other the public's money like it was theirs."
Saenz did not address the board or the meeting participants, but the message was clear: "We're watching you."
Meanwhile, reports are that the family of the woman are livid about the sale of the historical Coca Cola Plant Building which dates back to 1927. They say that Peralta neither speaks nor reads English and wonder who explained the details on the purchase contract to her. Was it Mendez? Or was it Gonzalez?Now, having to do without of the anticipated $200,000 in free grant money, will the two continue their plans to restore the historical building? And we are told that Saenz and his minions are not done and are probing a little deeper into the BCIC's operations handing out money to Mendez and his inside group of favored friends.

I really hope once and for all the DA does his job and brings charges to all these people. They give each other grants and monies that could be given to other much needed businesses. Im glad Brownsville is finally waking up and realizing that ALL of them have to go. Galonskys, Cowens, Mendez, Limas, Graham, Joey Lopez & family. That Ramiro had other offers in the country and just decided not to deal with the City Manager Noel Bernal and just resigned on the spot for greener pastures. That there was nothing illegal done by Trey nor Ramiro. That it is absolutely legal for them to do buisness dowtown or anywhere else in Brownsville, TX. Did Michael Limas mention his friend is Carlos Varela who is BFF of Tony Martinez? Did he release the information that Carlos Varela and his brother in law along with Tony Martinez are buying a lot of old properties downtown to make money from UTRGV and use the Musk Foundation to pay for it all? Who do you think will benefit from it? Michael Limas and his brother along with Ramiro Gonzalez extended the downtown boudaries to reach 1848 property to tap into the BCIC and Musk money as well. Do you really think we will get anywhere with these greedy leaders? They take all the money from real entrepnaurs and use them for them and their friends. Think about it. You have to give to Michael Limas, he got scared by Luis Saenz precense and spilled his guts. Yes he confessed he and his friend were going to use the money for them to profit from it. How much more did they give to their friends before this all leaked out?

Ethically, there should have been a family member or representative to explain to the lady what was a fair price for the building. But, if no one was there then these men took advantage of the lady. This corrupt scheme was a perfectly set-up planning, intentional, maliciously, willingness, to defraud the illiterate grantors of stealing their land. Who else, but these disgusting creatures would know of new laws or GRANTS to help the poor were on the way for the poor? This BIG (Business Improvement Growth) GRANT. A $200,000. FREE for improvements to historical buildings improvements. All this corruption with the courtesy of our so called CAMERON COUNTY DISTRICT COURT, the political entity who has knowledge of ALL General Warranty Deeds and Vendor's Lien. The recent board members who were recently dismissed should be investigated, as well. Some are downtown property owners and may have benefited from this free money before or after they bought. In fact, let's open the records for at least the past 10 years to get list of board members and who were granted this free money. Did doctors, politicians, attorneys , family members, close friends with insider information make this list? A few names come to mind, but I hope they'll be outed.
And let's not forget that on top of all this corruption, the BISD pays the top three positions (Sup and two deputy sups) a total of almost a million dollars per year, this in one of the poorest cities in the nation! Brownsville citizens struggle and suffer, while these phonies constantly appear in pictures praising themselves!

This city employee was under the direct supervision of the city manager and yet was allowed to resign instead if being fired and possibly charged with wrongdoing? Then again, the city manager does fire employees from other departments without allowing them to resign! What a double standard! Total Alignment? Total bullshit!

CCDA Luis Saenz, you need to attend those type of meetings in Harlingen. The group known as the Establishment seems to be the ones always making money? You know, like that Wagner lady who got the city to give her taxpayer section of streets and money to remodel the old nursing home at 1st & Van Buren Street. Or, the plumbing contract when the taxpayer supported Bass Pro was built. Peacock Construction who got the contract to redo Lon C. Hill Park? The same owner of Peacock who sits on the Planning & Development Board.
Yea, Mr. Saenz needs to sit in on a few of those meetings.
