So with Bernal and his Asst. City Manager and Greater Brownsville Incentives Corporation CEO, plus another Assistant City Manager, and the Asst. City Manager for the airport out of pocket, who was in charge of the day-to-day recovery efforts in the city after the flooding?
Cameron County Judge Eddie Treviño declared the county, including the city, a disaster area. It is doubtful that any of the participating cities of 200,000 population at the conference could field such a well-paid team. What did it cost the city for the four days that they were gone? Do the math.
Their salaries are:
City Manager Noel Bernal: $225,000
Asst. City Manager, GBIC CEO Helen Ramirez: 195,000
Asst. City Manager (Airport) James B. Walker: 145,800
Asst. City Manager Marina M. Zolezzi: 82,000

Why does the city manager need a Deputy and two assistant city managers to run the city? Plus, there is an assistant to the city manager that makes 4 assistants to the city manager. Almost a million dollars a year plus fringe benefits! Totally unacceptable! The city commission should careful evaluate this issue, too many chiefs.

Juan, you forgot to add Elizabeth Walker as the other Assistant City Manager. That makes a Deputy City manager,two assistant city managers plus Marina Zolessi as the Assistant to the city manager. This is without the countless "Consultants" they contract at a cost of tens of thousands of dollars for doing the work they were hired to performed. So much for "Total Alignment".
